The IT Experience: An Example of Change in the Federal Workforce

Abstract

The information technology, or “IT,” functional area has been examined in some detail. This article summarizes the manpower reductions that have occurred in IT and displays the demographic impact (experience, age, educational level, race and gender mix) of these reductions. The author suggests that similar changes may be anticipated, or may have already occurred, in other functional areas that experience personnel reductions. He also reviews some of the management challenges this poses.     

工人文化宫职能变迁的历史逻辑 ——以海口市工人文化宫为个案

工人文化宫是职工文化生活发生的重要场域，作为国家推动工会群众文化事业发展的组织保障，在国家建设中发挥了重要的职能作用。从海口市工人文化宫的个案来看，自新中国成立到20世纪末，工人文化宫在政治、经济和文化三项主要职能的实现程度、实现结构和实现方式上均发生了显著变化，其职能变迁大致经历了“政治”为主、平衡发展、萎缩停滞、全面复兴和围绕“文娱”五个时期。这一变迁过程显示，工人文化宫总是在国家意志和职工群众需求的合力中实现其职能，并受到组织环境和经济体制的决定性影响。这一发现呈现了工人文化宫在国家建设中发挥职能的实现机制，对在新时期推进工会群众文化事业新发展具有重要意义。     

Indigeneity in the Air: The Case of Chinchero Airport in Cusco,Peru

This article problematises ‘indigeneity’ by looking at the various disruptions, conflicts and fractures that the recent sale of the land for the construction of the new Cusco international airport in Chinchero, Peru, has triggered locally. In addition to examining the erosion of the peasant community model that emerged from the 1969 agrarian reform, it explores the formation of new social groupings in a context of tourism and neoliberal development. The discussion highlights the role of tourism-related, large-scale infrastructure in the production of new identity politics that challenges fixed and preconceived ideas about ‘the indigenous’ in the Andes.     

Changing trends in West Africa’s drug policy terrain: a theoretical perspective

This article examines the challenges of narcotic drugs in West Africa following the region's emergence as a major transit zone for the trafficking of cocaine and other illicit drugs to many countries in Europe. In addition to the trafficking problem, the use of narcotic drugs has been on the increase in the region. In effect, the drug policy terrain in West Africa appears to be undergoing changing trends. To understand these changes, the article draws on the policy paradigm (orders of change) theory to examine the types of change that are occurring. The analysis reveals that the drug policy terrain is undergoing first and second order changes.     

风险控制与治理绩效：改革开放以来中国社会组织管理体制变迁的制度逻辑

在社会组织管理体制改革创新持续推进的背景下，从学理上解释国家对社会组织采取的混合治理策略具有重要的研究价值。论文尝试从国家建构社会的视角出发，以改革开放40年来社会组织管理体制的变迁过程为例证，运用“风险控制 治理绩效”的分析框架探讨社会组织管理体制变革的制度动因。研究认为，政府对于社会组织的制度设计表现为“约束”和“激励”的阶段性调整，其背后的制度逻辑是基于风险可控基础上的治理绩效；中央和地方政府对于社会组织的政策取向有一定的差异，总体表现为宏观避险与中观赋权。国家对社会组织的吸纳和赋权可以是共存状态，吸纳的另一面并非赋权，而是排斥和疏离。在社会组织治理进入“秩序思维代替稳定思维”的新阶段，各地政府在社会组织生态建设过程中需重点关注社会组织的分化生态。     

试论中日人文交流的演变、特征及发展趋势

在全球化背景下,人文交流是发展国家间关系,构建人类命运共同体的重要手段。新中国成立以来,中日人文交流经历了初期开创、全面发展、深化认知三个历史变迁阶段,2019年中日高级别人文交流磋商机制的构建,带领双边关系步入新时期。中日关系与人文交流恰如一枚硬币两个方面,国家间的矛盾将会引起人文交流起伏波动。反之,持续的人文交流对于国家关系的恢复和发展同样具有累积调控效应。各个领域的人文交流“量”的积累最终会带动国家关系“质”的飞跃。因此,要重构中日关系,除了“要超越现代化”的矛盾,还要寻求中日之间长期人文交流的“共同文化遗产”。     

Climate finance in the Greater Mekong Subregion (GMS)

Greater Mekong Subregion (GMS) countries lack sufficient funds to combat climate change. The growth of projects under the clean development mechanism (CDM) is not consistent in the region and the relation of that growth to national GDP is not equivalent either. The disbursement of climate funds promised by different countries and donor organisations to different countries in GMS region is very low. A few countries have relied more on external funds to combat climate change, while some have developed their own funds. A strong database and involvement of civil societies might help the region better utilise these climate funds.

Climate-smart agriculture: what is it good for?

Leading international organisations presently argue that a transition to ‘climate-smart agriculture’ (CSA) is an obligatory task to ensure food supply for an anticipated nine billion people by 2050. Despite the rubric’s newfound importance, the conceptual underpinnings of CSA are often left unclear. Focusing on the World Bank’s framework, this paper critically interrogates the principles and concepts that underpin CSA. It argues that while CSA provides greater policy space for more holistic approaches to agriculture, it nonetheless operates within an apolitical framework that is narrowly focused on technical fixes at the level of production. This depoliticised approach to the global food system tends to validate existing policy agendas and minimise questions concerning power, inequality and access. By highlighting four strong tensions that permeate the CSA framework, the paper extols the need to greatly widen the scope of debate. To this end, it proposes an alternative ‘climate-wise’ framework to foreground the inherently political dimensions of food and agriculture in an era of climatic change.     

Cultural Policy in Denmark

ABSTRACT

Do cultural producers know each other? Do their relations influence the cultural field? This article analyzes the impact of the social structure on the art festivals' field in Piedmont, Italy. Cultural production is described through the perspective of the relations among the producers. Festivals' organizations observe each other, exchange information and artists, co-produce events, and share performing spaces. These actions generate relations that constitute the field. Analytical tools from social network analysis and QAP regression for network data are applied to describe the field through the relational perspective and assess the impact of the social structure on the cultural system.
