Are citizens in the new democracies of Central and Eastern Europe able to hold politicians accountable at elections? The inheritance of communism—disengaged citizens, economic flux, and inchoate party systems—might be expected to weaken accountability. Looking at the results of 34 elections in 10 Central and Eastern European countries, this paper finds instead a phenomenon that it calls hyperaccountability. Incumbents are held accountable for economic performance—particularly for unemployment—but this accountability distinguishes not between vote losses and gains, but between large and small losses. This result is significant in several respects. The evidence for economic voting restores some faith in the ability of voters to control their representatives in new democracies. The consistency of punishment in the region, however, may mitigate some of the benefits of economic voting. If incumbents know they will lose, then they may decide to enrich themselves when in power rather than produce good policies.  相似文献

Russia’s recent intent to use gas supplies to influence the former Soviet Union Republics, and now New Independent States (NIS), has mirrored that of the Soviet’s handling of hydrocarbon supplies to the Eastern bloc, or the Council on Mutual Economic Assistance (CMEA). This paper explores the historical and unique conditions in making a comparison of energy trading patterns in the 1970s and 2000s. In the end, by comparing ’then’ and ’now’, we see a pattern of negative repercussions when the energy card is employed. This study employs a within case study cross-temporal comparative framework and asks: why would Russia transfer a failed policy of subsidies onto its newly independent states?  相似文献

In the post-Soviet space, Georgia and Ukraine are broadly perceived as exceptions to the growing authoritarianism in the region owing to the far-reaching political changes triggered by the so-called Colour Revolutions a decade ago. This article examines Russia's reaction to political changes in Georgia and Ukraine in light of the interplay between the democracy-promotion policies implemented by the EU and US and domestic patterns of democratization. We argue that despite the relatively weak impact of EU and US policies vis-à-vis domestic structures, Russia has responded harshly to (what it perceives as) a Western expansionist agenda in pursuit of reasserting its own hegemonic position in the post-Soviet space. However, coercive pressure from Russia has also unintended, counterproductive effects. We argue that the pressure has actually made Georgia and Ukraine more determined to pursue their pro-Western orientation and has spawned democratization, thereby supporting the objectives of the Western democracy promoters.  相似文献

Multiparty government in parliamentary democracies entails bargaining over the payoffs of government participation, in particular the allocation of cabinet positions. While most of the literature deals with the numerical distribution of cabinet seats among government parties, this article explores the distribution of individual portfolios. It argues that coalition negotiations are sequential choice processes that begin with the allocation of those portfolios most important to the bargaining parties. This induces conditionality in the bargaining process as choices of individual cabinet positions are not independent of each other. Linking this sequential logic with party preferences for individual cabinet positions, the authors of the article study the allocation of individual portfolios for 146 coalition governments in Western and Central Eastern Europe. The results suggest that a sequential logic in the bargaining process results in better predictions than assuming mutual independence in the distribution of individual portfolios.  相似文献

Abstract

Following the outbreak of the insurgency in eastern Ukraine, thousands of volunteers joined pro-Kiev battalions. Although they have fiercely fought against pro-Kremlin forces, very little is known about them. The article will investigate why individuals have engaged in such a risky endeavour for no obvious material reward. It will claim that ideas, political-social norms and emotions have functioned as mobilization mechanisms that can explain individual decisions. Based on interviews, the article will argue that the mobilization of Ukrainian volunteer fighters has a strong cognitive-normative-emotional dimension that cannot be ignored and should be further explored.  相似文献

There is growing research on populist actors and their impact on the democratic system, but little has been written on how to deal with populist actors in government. To respond to this question, in this article we develop a theoretical framework that distinguishes three levels of analysis. First, we identify the set of domestic and external actors that can try to cope with the coming into power of populist forces. Second, we offer an overview of the different strategies that can be employed to react against populist actors in government. Third, we argue that it is important to consider the timing of the reactions. In addition, we also present a brief summary of the articles that are part of this special issue.  相似文献

This qualitative study investigates how pre-departure orientations of two aid agencies in Kosovo grapple with themes related to sexuality and gender-difference. Through a series of in-depth interviews with eight gay male aid workers and an analysis of official texts, the author's findings suggest that institutions operate on heteronormative values that may explain why troubling encounters occur in the workplace. As a result, study participants must navigate through these encounters without much support, information, or direction from the agency. The author suggests that aid agencies adopt a policy shift towards intersectional, whole-person inclusivity in their efforts to prepare aid workers.  相似文献

In the network of political and public administrative actors the public administration plays a key role. Countries previously influenced by socialism or communism, that joined the European Union in the two most recent accession waves, and are now undergoing strong change, are investigated to determine whether—and to what extent—public administrations influence transition processes to more democracy and market economies. With a regression analysis it is demonstrated that a qualitatively better functioning public administration makes a positive impact on transition, its effectiveness, and sustainability. The regression analysis also offers arguments for the view that public administrations are important actors when it comes to the implementation of EU standards.  相似文献
