There have been a number of initiatives in Africa to rid the Continent of political instability, conflict, poverty and disease. Many have argued that aid from the West has helped Africa in many ways—from stopping wars, to food relief and rescuing the African environment. Yet others have slated Western involvement which they contend, frequently leaves Africans dependant rather than capable of solving their own problems. In line with the pan-Africanist and the African Union (AU) ideals, there is now a realisation by Africans that there is a need to find African solutions to African challenges and problems. This review article explores the University of South Africa’s (Unisa’s) Management of Democratic Elections in Africa (MDEA) programme, by looking at its objectives and the reason why it must be labelled a Programme, its mandate, which is in line with the brief of the AU and pan-Africanist ideals. The article focuses on how Unisa’s programme responds to the African Charter on Democracy, Elections and Governance (ACDEG); and how it has attempted to facilitate knowledge for peace in Africa, through empowering electoral officials from various African states. The article concludes by looking at the successes and limitations of the Programme over a five-year period, from its inception in 2011.  相似文献

中美之争是全球治理陷入当前困境的外在表现。全球化发展至今,军事等传统安全问题已经不是全球治理最大的困扰,如何在全球权力结构变化之下调整治理思路、模式以应对资源枯竭、环境恶化等具有跨界特征的问题才是当务之急。现有的全球治理具备了奥兰·扬所提出的国际制度变迁的内部矛盾、权力结构变化、外部压力等要素,已处于明显变革之中。与全球治理并行推进的《变革我们的世界:2030年可持续发展议程》(简称"2030议程"),以新型伙伴关系合作、多元化等核心理念获得了全球最大范围的支持,并由于具有显著的外部性而承载着全球治理的责任。"2030议程"在理念普适性和目标务实性方面的优势,为全球治理以可持续治理为新内涵实现理念的转换和相关实践提供了机会。但不可忽视的是,目前主导力量不足以及公共产品匮乏的现状,将严重制约全球可持续治理的落实。中国提出的"一带一路"倡议,以"人类命运共同体"的理念指导,沿着可持续发展的道路推进相关国家、地区的有效发展和治理。~①中国在主动提供治理公共产品的同时,不断以"共商、共建、共享"原则和多方参与分享的创新理念提高相关国家的参与能力,为国际可持续治理培育和储备支持力量,并推动解决治理变革的关键制约因素。随着"一带一路"倡议不断得到全球认可和支持,全球可持续治理将不断从中获得现实和潜在的改革动力。因此中国可以更多的担当,从全球可持续治理的角度,通过理论的完善和实践的充实,将"一带一路"倡议定位于全球可持续治理的中国方案。  相似文献

治理理论被引入中国以来,一方面被学术界寄予厚望,另一方面关于治理在中国的适用性又受到很多质疑.治理及地方治理是为了克服各种不可治理性而进行的国家(政府)与社会关系的调整过程和趋势.宁波市海曙区政府购买居家养老服务的政策过程表明,地方政府的职能转变需要管理创新.循于此,作为工具的地方治理就可能在中国出现并取得局部的良好效果,而且可能为地方治理机制的成长准备社会条件.但对地方治理机制的成长最有决定性的因素仍然在于政府,政府职能的转变可能会创造出对地方治理发展有利的条件.在中国未来治理机制形成和运行过程中,政府将是最有力的保障或最严重的障碍.而在地方,治理的发展空间是存在的.因此,应将地方治理作为政府职能转化过程中的管理创新思路,逐渐发展出针对地方公共事务的地方治理机制.  相似文献

The World Bank Group (WBG) is a multilateral organization as well as a large financial conglomerate. The debate on its governance, however, has mainly focused on how to ensure more inclusive decision-making by strengthening the voice and representation of its entire membership. The WBG’s governance as a set of arrangements that enable the principal (shareholders) to oversee the agent (management) has so far been overlooked, even though the adequacy of such arrangements is relevant in all institutions wherein shareholders delegate to management the achievement of organizational objectives. In reviewing the institutional, historical, and current underpinnings of the WBG’s decision-making, we elaborate on the extent to which the Group follows best-practice corporate governance standards that have been designed with the aim of improving shareholders’ oversight. Drawing from a methodology developed by the IFC, an entity of the WBG, we analyze the Group’s internal governance, highlighting which aspects are furthest from (or closest to) current financial-sector best practices. In so doing, we provide a framework for prioritizing the most critical areas in which the WBG’s governance falls short of private-sector standards, and we identify the nature of possible remedies.

In the present article, I propose to determine reform capacity based upon policy outcomes and the governing performance of executives. Both components shall be measured through expert assessments and quantitative data for the 30 OECD member states in order to construct an index of reform capacity. The concepts underpinning the index are explained and compared with existing approaches of performance and governance measurement. Criteria are developed to assess the strategic capacity of governments and the accountability-generating functions of political actors surrounding the government. The envisaged measurement and aggregation methods are described and the potential of the proposed approach is discussed.  相似文献

Local governments increasingly choose to provide a wide range of services through cooperation with other local governments. Providing complex services through intergovernmental units creates collaboration risks and collective action dilemmas that need to be mitigated. Based on a longitudinal case study, an investigation is made into the dynamic processes in the governance of a public sector joint venture (JV) and the control challenges of dominated owners. The findings illustrate that the approach to mitigating collective action dilemmas is far less rational than that prescribed by the normative literature, resulting in control challenges at later stages in the relationship. Limitations in the assessment of collaboration risks are explained by drawing on resource dependence theory (RDT) arguments. Dynamic processes in the JV relationship create the need to adjust the governance system. However, adaptability is constrained by power asymmetry and control complexity.  相似文献
