Many public administrations produce and distribute public services through a number of similar local autonomous organizations, or institutions, operating in different parts of the territory assigned to them under a centralized authority. Examples of this are the public residential housing institutions, the institutions for waste disposal, health care institutions, and education institutions. The problem arises regarding the evaluation of the performance of these local organizations and institutions not in absolute but in relative terms, in order to determine what incentives or sanctions should be meted out to them. This study presents the methodological problems, the data analysis, and the initial results of the method adopted by the Lombardy Region to create a system of performance indicators that will permit an automatic ranking of the Residential Housing Agencies in Lombardy (ALER) according to their performance, based on information from their balance sheets. A performance index was devised by rationally combining the results of three different analyses: position analysis, ranking analysis, and scoring analysis. The results allowed the central administration to: (1) motivate the managers of the local units through a system of performance-based incentives; (2) aggregate poorly performing local units or outsource inefficient functions; and (3) create competition among local units and raise overall performance levels.  相似文献

ABSTRACT

This article examines how socio-economic status and social mobilisation are linked to local government performance management in Nepal. As part of local government reform, Nepal adopted a social mobilisation policy in selected local governments to empower communities for their effective participation. Our results show that socio-economic status and social mobilisation have a significant relationship with performance management. Female literacy, for example, is strongly and significantly associated with performance management, while area has a significant positive relationship but population has only a weak positive relationship. In contrast, poverty has a significant negative correlation. More importantly, mobilisation has a significant, though modest, positive association with performance management particularly in participatory planning and budgeting, fiscal discipline, and administrative management. This indicates that improving the socio-economic status of citizens and their mobilisation for empowered collective action can be one important strategy to improve the performance capacity of local government.  相似文献

On the basis of prior research findings that employed youth, and especially intensively employed youth, have higher rates of delinquent behavior and lower academic achievement, scholars have called for limits on the maximum number of hours per week that teenagers are allowed to work. We use the National Longitudinal Survey of Youth 1997 to assess the claim that employment and work hours are causally related to adolescent problem behavior. We utilize a change model with age-graded child labor laws governing the number of hours per week allowed during the school year as instrumental variables. We find that these work laws lead to additional number of hours worked by youth, which then lead to increased high school dropout but decreased delinquency. Although counterintuitive, this result is consistent with existing evidence about the effect of employment on crime for adults and the impact of dropout on youth crime.

This paper proposes an empirical analysis of Spanish court performance using the economic approach. An econometric model will be estimated in order to answer two basic questions: (1) why some courts’ output it is greater than others? (2) Could courts produce a higher output using their actual resources? In addition it will be determine, by means of an analysis of variance (ANOVA), whether courts showing higher than average output have dictated resolutions with a higher reversal rate.  相似文献

The prime objective of this article is to construct a robust macroeconomic performance (MEP) index of the Indian economy using the data envelopment analysis (DEA) approach. Seven major macro indicators, namely, economic growth, employment rate, terms of trade, inflation rate, fiscal deficit, pollution, and climate change are used to compute MEP and Eco‐MEP indices of the Indian economy from 1980–1981 to 2018–2019. Overall, both the MEP and Eco‐MEP index scores have quite similar best performing years worst performing years, and have also captured the major events that affected adversely the Indian economy during the past decades. The trend in the overall performance of the Indian economy was better in the 1980s and the 1990s but has deteriorated since 2000. The autoregressive distributed lag bounds testing approaches to cointegration methods are used to test the robustness/utility of these indices. The estimated results show that MEP and Eco‐MEP have a positive impact on private investment, foreign investment inflows, foreign direct investment, and a negative effect on the current account deficit. Hence, the suggested composite MEP index is stable, robust and truly captures the economic performance of India. The constructed MEP composite index may be used by foreign investors, rating agencies, private investors, and policymakers for their planning and decision‐making processes.  相似文献

This paper advances a hybrid police cost function that synthesises the proactive/preventive and response/reactive methodologies from the criminology literature. The model presents a coherent estimation process that can help in the allocation of scarce resources to police forces and also enable economists, government organisations and criminologists to assess the scale and technical efficiency of forces. This hybrid model uses response survey data for a sample of English and Welsh police forces in which relative efficiency rankings are contrasted with relative performance measures produced by the Audit Commission. We find that there are considerable divergences in police force's scale and technical efficiency during 1997/98 and 1998/99 utilising non-parametric techniques.  相似文献

A looking glass self-orientation refers to the tendency to incorporate the opinions of social partners to form a self-representation and approve of one’s self. These orientations were assessed for two adolescent siblings in 438 families with surveys accessed on-line. Younger (M = 11.6 years, SD = 1.8) and older (M = 14.3, SD = 2.1) siblings and their mothers (82.7% European-American) participated. The siblings shared similar orientations in relying on either classmates or the other sibling for approval, prior to self approval. Relying on classmate approval was significantly associated with adjustment and academic performance as reported by both the self and mothers. Siblings were also identified as sources of approval with implications for adjustment, but the magnitude of the associations with adjustment were lower. Comparisons of the older and younger siblings revealed that both groups were equally as liable to poor outcomes when reflecting the opinions of classmates or siblings. The results of SEM analyses implicate parenting characterized as coercive, rejecting, and chaotic in association with the tendency to rely on others for approval. A mediating role for looking glass self-orientations in associations between parenting and depressive symptoms, anxiety or academic performance was also found.

Important research programs within New Institutional Economics advance culturalist arguments to explain failures of economic development. Focusing on the work of Douglass C. North and Avner Greif, this article argues that such arguments rely on an essentialist conception of culture that is both historically inaccurate and analytically misleading. Greif’s work in particular rests on a selective use of empirical data that ultimately distorts the deductive models that are at the core of his work. As a result, both scholars use culture to account for outcomes that are more adequately explained as the product of social conflict and political struggles—struggles in which culture plays a far more contingent and destabilizing role than the one they attribute to it. What is needed, I argue, is to link arguments about the persistence of inefficient institutions with a sociologically informed conception of culture as an ensemble of resources that enhance rather than constrain the scope of individual agency. To come to terms with the effects of culture on institutional formation and change it is necessary to replace the essentialism articulated by North and Greif with a strategic-instrumentalist view in which culture is compatible with a wide spectrum of economic behaviors, individual actions, and thus institutional trajectories.

Steven Heydemann   is a political scientist whose research focuses on democratization and economic reform in the Middle East, and on the relationship between institutions and economic development more broadly. Heydemann received his Ph.D. from the University of Chicago in 1990. He is currently vice president of the Grant and Fellowships Program of the U.S. Institute of Peace, and adjunct professor at Georgetown University. From 2003 to 2007, he directed the Georgetown University Center for Democracy and Civil Society. He is the author of Authoritarianism in Syria: Institutions and Social Conflict, 1946–1970 (Cornell University Press 1999), and the editor of War, Institutions and Social Change in the Middle East (University of California Press 2000), and of Networks of Privilege in the Middle East: The Politics of Economic Reform Reconsidered (Palgrave 2004).  相似文献

自越共“六大”后,越南在经济改革和金融改革的推动下,经济增长保持了比较快的速度。本文认为越南的经济之所以能够取得比较大的成效,很大程度上得益于在经济改革的同时对金融部门进行了改革,特别是利率的自由化和汇率政策的调整,促使越南的银行规模有所扩大,效率相比改革前得到明显提高。因此本文的主题就是对越南的金融改革进行一个梳理,明白金融改革所带来的绩效以及改革中存在的问题,明确下一步改革的方向。  相似文献
