在社会主义市场经济中，实现政府管理和干预经济的行为合理化，必须遵循市场基础作用原则、干预能力限度原则和法制化、程序化原则，同时要进行政府行为合理化的决策机制创新、实施机制创新和约束机制创新，科学地进行政府行为的绩效评估。     

Beyond 90°: the angularities of black/queer/women/lean

This essay argues for detailed attention to the materiality of black queer women’s spatial coordinates, the literal points of contact with the surfaces we traverse, as sites where categories of race, gender, and sexuality are disciplined and negotiated. It does so through a brief history of how Man’s 90° relationship to the ground, a verticality and perpendicularity that valorizes a physical comportment that is also the structuring condition for one’s political capacities, is produced by enforcing black and indigenous subjects to the ground, invariably defining the categories of Otherness as 0° and 180°. Through a reading of Rashaad Newsome’s performance Shade Compositions, the author argues a reading of the angles that exceed 0°/90°/180° may provide paths for reorienting the possibilities of black queer presence in the field of the political. If 90° signals a delimited political field, then, one governed by notions of rational civility that are always exclusive of black and black queer bodies, might the angularities surrounding, say, 120° reveal sites of productive incivility that are inextricable from the lives, experiences, and certainly bodies of black queer women themselves?

报告Gc蛋白的一种分离方法，为免疫制备抗Gc血清制备抗原。硫酸该分级沉淀出含Gc的人血清组份，BlueSepharoseCL－6B亲和色谱除去含Gc硫酸铸分级沉淀的人血清组份中的白蛋白，快速高效液相色谱系统过Alkyl-SuperoseTMHR5／5疏水色谱柱和MonoQHR5／5离子交换柱。聚丙烯酸胺凝胶解离、非解离电泳证明，Gc蛋白得到了彻底纯化。免疫固定显示：纯化出的蛋白确实是Gc蛋白．为1-1型。快速高效液相色谱为蛋白质的纯化提供了新的技术及仪器手段。     

抗人同种异型G1m(3)单克隆抗体研制及特异性鉴定

用快速液相色谱仪从G1m（3）阳性人血浆中纯化IgG1蛋白，用其免疫BALB／C／小鼠．建立了一株分泌抗人G1m（3）单克隆抗体的细胞株（D7E8）。经抑制ELISA，直接ELISA及斑点ELISA分析，证明D7E8抗体具有G1m（3）单一特异性。其培养上清液效价为512倍，并初步应用于法医办案。     

新公共管理视角下警察组织绩效管理研究

20世纪90年代,为了提高警察组织绩效,西方国家开始将新公共管理的"顾客意识"、义务竞标等市场化管理模式引入警察机构,从而极大地改善了警察绩效.我国警察组织亟待建立一套有效的绩效管理机制,以新的绩效文化、绩效目标、绩效指标和绩效管理方法来保证警察组织绩效管理的顺利进行,达到促进警察绩效提高的目的.     

浅析民法文本中的模糊语现象

模糊语在民法文本中客观、普遍地存在着。文章分析了模糊语在民法文本中的具体体现,指出模糊语在民法文本中频繁出现是由于民事法律现象的复杂多变、认识能力的局限及法律语言自身的特性三方面原因造成的。     

Effects of Governance Practices and Investment Strategies on State and Local Government Pension Fund Financial Performance

Abstract

Recent statistical studies concerning state and local government pension funds’ boards of trustees have focused on two complementary issues. First is the influence governance practices have on administration of fund assets. Second is the impact of investment strategy choices on funds’ total rates of return. Reported results indicate that the primary effects of governance practices on pension outcomes are indirect via asset allocation decisions. This study re-examined these issues using abnormal return as an inherently valued measure of risk adjusted financial performance. An innovation of the investigation is that “process analysis” was used to decompose the direct and indirect effects of governance practices on financial performance. Results suggest that while both types of effects exist, direct impacts dominate relative to mediating processes.     

我国立功制度再探讨

立功制度作为我国刑法中一项重要的刑罚制度,有其存在的合理依据和重要意义。2011年通过的刑法修正案（八）对我国现行的立功制度进行了补充和完善,使之更具有可操作性,但仍存在着缺憾和不足。突出立功的主观悔罪性,防范买功等借立功制度逃避制裁的违法行为,构建主客观相统一的立功制度,是进一步完善立功制度的根本出路。     

“顾客导向”视角下的社区民警绩效评估主体机制探析

二十世纪七八十年代以来由英国等西方国家掀起的名为＂新公共管理＂的改革浪潮,提出＂顾客导向＂的政府绩效评估理念。该理念要求政府站在顾客立场思考,评估过程推动公众的广泛参与,并以顾客满意为政府绩效的终极标准。该理念与社区民警绩效评估主体机制的价值取向与实践操作相吻合。应按照＂顾客导向＂理念的要求,进一步完善社区民警评估主体机制。

胜利油田鲁明油气勘探开发有限公司的采购成本基本与其他采油厂持平，但是在管理过程中暴露了采购成本居高不下，物资质量难以保证等问题。为提升物资管理效益，今后物资管理提效的工作方向主要有完善物资信息系统，提升物资信息化管理程度；加强物资质量全过程管理，提高质量风险控制能力；进一步规范招标采购业务流程，提高招标和框架协议采购工作质量；推进标准化采购；强化供应风险源头控制，做好供应商筛选和优化。
