Education as an equalizer and challenges to the American Republic

This paper compares the educational system in the United States with those in two other countries. One is Sweden, a developed country that enjoys peace and social tranquility; the other is Iraq, a developing country that is torn by wars and tyrannical political systems. Based on such comparison and while acknowledging historic differences between the three countries, this paper will identify ＂cost of education＂ as a major causal agent in producing two social groups. The first group is a small, elitist cluster emerging as the leading force in all aspects of society and governance; the second group is a larger under-educated cluster, suffering from insufficient resources and forced into marginalization as voiceless, non-productive, non-competitive and expendable segment in society while plagued by poverty, or under unemployment, crime and economic hardship. In recognizing the limitation of access to education by the second group as the primary causal element in such disparity, this paper recommends ＂free access to quality education＂ as a fundamental right for all Americans and as an equalizer in correcting the American regime values in order to remain competitive in challenging.     

加强公安执法监督 促进民警严格执法

严格公正文明执法 ,是依法治国的重要内容 ,是党和人民赋予公安机关的神圣职责 ,是公安工作永恒的主题。依法治国方略和西部大开发战略的确定 ,对公安机关和人民警察的法律素质和执法水平都提出了更高的要求。为此 ,在全省公安法制工作会议上 ,一再强调提高公安民警的法律素质 ,特别是加强公安执法的内外监督机制 ,加强国家机关的监督 ,加强社会的监督和公安内部的监督 ,以形成对执法过程的全方位监督机制 ,促进民警严格执法。     

参与式扶贫开发模式的运行机制及绩效分析——以甘肃省麻安村为例

参与式扶贫开发模式是对传统自上而下扶贫模式的"扬弃"和发展,它以受助者——贫困人口为主体,并在扶贫开发运行机制上赋权于民,充分体现了"相信群众、依靠群众"、"从群众中来到群众中去"的思想理念和工作方法。甘肃省麻安村是这一模式推行较早的试点行政村,并且取得了较为显著的成效,对该村运行机制和绩效分析可获得参与式扶贫开发模式的一般规律和经验,对我国农村扶贫政策趋向具有一定的借鉴意义。     

Paraíso terrenal, mujeres bellas, gente cordial: Gender Performances and Narratives of Modernity in La Sierra

La Sierra (Martínez and Dalton, 2005), a portrait of a paramilitary-run community on Medellín's eastern edge, is both anthropological study and self-conscious creator of narratives. The documentary is both globally and locally inserted, and straddles both generic and public/private boundaries. The article discusses the film's self-conscious examination of gender performances, describing the way it plays out the conflicting demands of masculinity on the male body. It argues that the responses of feminine desire and identity to the various masculine models may subvert dominant codes through (re) citation and failed interpellation. Central to the article's argument is the notion that through female desire, the film performs Colombian undecidability surrounding masculine violence.     

Testing APS Ethics: Where's the Integrity?

In recent years there has been a good deal of discussion in Australia about public service integrity. This article seeks to consider the Australian public service's standards of integrity by analysing the ethical framework under which the public service operates and the particular ethical issues and tensions that this involves; testing and benchmarking the ethical performance of the public service; and providing some suggestions as to the next steps in ethics considerations in the Australian public service.     

我国政府绩效管理价值取向实践偏差及其重塑

社会主义核心价值观中内含的“富强”、“民主”、“文明”、“和谐”、“民本”等价值观所要求的“服务”、“社会”、“市场”取向理所当然地应贯彻落实在政府绩效管理的各个方面和各个环节之中。然而，当前我国政府绩效管理价值取向在实践中存在不少偏差，需要从多方面采取措施进行重塑。

“和谐司法”的提出,对法官的审判能力、审判艺术的要求日显突出,本文从审判艺术的内涵、审判艺术的体现和提高等方面入手,围绕审判艺术问题进行了初步的探讨。     

Managing Reactions to Performance Appraisal: The Influence of Multiple Justice Mechanisms

Despite the potential for conflict in performance appraisal, researchers have devoted little time and attention to justice concerns when studying this process. The present study used scenarios to investigate the effect of distributive, procedural, and interactional justice mechanisms on responses to performance appraisal reviews. Results suggest that multiple justice mechanisms in the same context may interact to influence perceptions of fairness, satisfaction, and commitment. Practical implications for conducting performance reviews in organizations are discussed.     

当前地方政府开展绩效评估的难点与对策分析

政府绩效评估是政府管理创新的一种重要模式,开展政府绩效评估已成为一种世界性潮流,如何促进我国地方政府绩效评估的开展越来越为大家所关注。当前各级地方政府开展绩效评估面临着许多问题和难点,如何克服这些困难将对我国推进地方政府绩效评估具有重要影响。     

中国法院绩效考评制度研究——“同构性”和“双轨制”的逻辑及其问题

从几个法院绩效考评制度的样本出发,总结出中国法院系统绩效考评制度数目字管理、各级法院考评同构性和同一法院考评双轨制等特点。不仅展示当前法院绩效考评制度的现实合理性和政治正当性;更借助司法理论、信息经济学和激励理论,论证绩效考评的双轨制抑制司法比较制度能力的有效发挥和架空法院独立行使审判权的制度基础。由于法官自由裁量权的存在,无视初审和上诉审职能分工和审级差异的绩效考评同构性和数字化管理更使得一套量化的考评指标不仅无法有效测度法官工作的努力度和廉洁度,更在很大程度上有损审判独立、程序价值等法治原则。
