胡锦涛同志奋斗观刍议

“奋斗”概念，古已有之，古代的奋斗观只是朴素的奋斗观。随着时代的发展，奋斗内涵不断丰富和发展。新时期，胡锦涛同志站在时代的高度，多次强调奋斗精神对“实现中华民族伟大复兴”的重要性。与此同时，他阐述了新时期奋斗观的新内涵：顽强奋斗、艰苦奋斗、不懈奋斗、团结奋斗，并在此基础上揭示奋斗观与科学发展观的辩证关系。     

Governing development: neoliberalism,microcredit, and rational economic woman

This paper addresses the emergence of microcredit programmes as a preferred strategy for poverty alleviation world-wide. Taking the paradigmatic case of Nepal, it engages a genealogical approach to trace how Nepalese planners' enduring concerns about rural development intersect in surprising (and gendered) ways with donors' present focus on deepening financial markets. In the resulting microcredit model, the onus for rural lending is devolved from commercial banks to subsidized 'rural development banks' and women borrowers become the target of an aggressive 'selfhelp' approach to development. As a governmental strategy, microcredit thus constitutes social citizenship and women's needs in a manner consistent with neoliberalism. Drawing on ethnographic research, the paper also considers the progressive and regressive possibilities in the articulation of such constructed subjectivities with local cultural ideologies and social processes. Such an investigation can in turn provide a foundation for articulating a more normative agenda for development studies – grounded in the perspectives of those in subordinate social locations.

近现代西方资本主义的发展史,也是一部劳资关系发展的历史。从亚当·斯密到马克思乃至凯恩斯,不同学科背景的学者们从不同的视角致力于劳资关系问题的研究,推动了劳资关系和劳工运动理论的发展。回顾梳理近现代劳动关系理论的历史发展,对转型中国和谐劳动关系的构建,具有重要的借鉴意义。     

关于当代资本主义的三个认识问题

对待当代资本主义的现状以及未来相当长时期的发展要有足够的清醒的认识,对待当代社会主义面临的挑战要有足够的充分的思想准备。尤其是要看到随着人类各个方面的进步,世界历史进程在加快,但作为世界历史进程的社会主义不可能在几代人和少数几个国家内瓜熟蒂落。今天的社会主义可能处在新一轮复兴的起点,而不是最终胜利战役的开始;资本主义可能处在当前周期的鼎盛时期,而不是已经拉开了最终灭亡的序幕。     

论公共政策与可持续发展的关系

公共政策的公共性,决定了它必须对公共利益负责;可持续发展的目的是发展,关键是可持续。可持续发展是要诉求长远的公共利益,这使得公共政策与可持续发展有机地联系起来。公共政策是社会可持续发展的基础,而公共政策自身的可持续发展又是整个社会可持续发展的基础的基础。     

以科学的态度认识和落实科学发展观

树立和落实科学发展观,具有十分重要的理论意义。科学发展观的第一要义是强调发展;科学发展观的根本要求是要坚持统筹兼顾;科学发展观的本质要求是坚持以人为本:树立和落实科学发展观要以科学的态度来对待科学发展观,尤其要转变政绩观念,转变经济增长方式,转变政府职能。总之,在落实科学发展观问题上,尤其要求真务实。

采用绿色GDP的核算方式,能更确切地反映经济增长与发展的数量和质量表达的对应关系,并将对经济社会的发展与环境的保护、政府执政理念的转变与科学发展观的确立带来积极的影响。     

Gender Mainstreaming and Global Governance

This article seeks to explain the variable implementation of gender mainstreaming as a `policy frame' over time and across various international organisations (I.O.s). In the years since the U.N. Fourth World Women's Conference in Beijing (1995),mainstreaming has been endorsed and adopted by a wide range of international organisations, and we compare the adoption and implementation of mainstreaming in four specific I.O.s: the World Bank, the United Nations Development Programme, the Organisation for Security and Cooperation in Europe, and the European Union. The rhetorical acceptance of mainstreaming by various international organisations, however, obscures considerable variation in both the timing and the nature of the mainstreaming process within and among organisations. This variation, in turn, can be explained in terms of the categories of political opportunity, mobilising structures and strategic framing, which have been put forward by social movement theorists.
