我国政府对非物质文化遗产的长效保护机制研究

非物质文化遗产是文化遗产的一个重要组成部分。我国政府当前保护非物质文化遗产现状是法律滞后、资金和人员不足、重申报、轻保护等,应该全面调动政府、专家学者、企业以及民众等方面的力量,来共同加入保护非物质文化遗产的行列,建立一套切实可行的政府长效保护机制。     

浙江省水域城镇文化遗产保护与传承——京杭大运河杭州段两个历史街区比较研究

文中的小河直街、拱宸桥西历史街区是京杭大运河杭州段仅存的两处依河而兴．有着悠久历史文化的街区。杭州快速的城市化进程对历史街区产生了一定的影响,传统的街巷、建筑和景观随之变迁。如何在保护历史街区、继承文化遗产的同时提升当地居民的生活品质,是一项亟待解决的课题。借运河申遗、旅游开发契机,在两处历史街区保护规划的基础上．本文对两者在保护和发展上进行了比较,发掘其中的共性和个性,所提出的对策对同类历史街区的保护与更新将起到良好的借鉴作用。     

美国霸权的文化根源和理论支柱

美国霸权的形成除了依赖其强大的综合国力外,还有其深远的文化根源和历史积淀,即霸道意识、天赋使命、实用主义。美国霸权以新干涉主义、霸权稳定论、民主和平论和新帝国主义论为理论支柱。从本质上讲,这些理论的背后,是美国美国要用一切手段把他们自认为是最好的社会制度和价值观念强制推行到世界的每个角落,要在全球范围内最大限度地维护美国的国家利益。     

从方言俗语看地方人性格——兼谈福州人性格对闽都非物质文化遗产的影响

从丰富生动、耳熟能详的福州方言俗语中体味福州底层平民文化性格特点。分析自然环境、历史传统、经济区位环境对福州人文性格成因的影响,探究平民性格在近现代福州精英性格、精英精神升华中的基础性作用。探讨福州非物质文化遗产特点与福州平民性格特点的某些内在关联,提出现当代抢救、保护、传承与弘扬福州优秀非物质文化遗产的几点思考。     

The Mechanics of Cultural Diplomacy: A Comparative Case Study Analysis from the European Context

The National Institutes for Culture have not attracted much scholarly attention examining their managerial practices. The aim of this article is to explore how the state expresses its agency over the Cultural Institutes of six European countries: the UK, Germany, France, Spain, Sweden, and Greece. Agency presents varying modalities, making instrumentalism more multifaceted than has been implied so far. The authors are introducing here a framework of five “touchpoints” to capture and analyze instrumentalism in cultural diplomacy. Funding, agenda setting, evaluation, hierarchy, and appointment power constitute the typical system of interactions between the Cultural Institutes and their reporting authorities.     

Nonprofit Cultural Alliances: Initiatory Qualitative and Empirical Examinations of an Emergent U.S. Phenomenon

This study examines the recent spontaneous emergence of nonprofit cultural alliance organizations in the U.S. Cultural alliances are community-based associations, formed by arts/cultural organization members, which provide member interaction, collaboration, networking, resource sharing, and professional education opportunities. This research accomplishes three objectives: (1) generation of a body of knowledge about cultural alliances, (2) development of a cultural alliance member satisfaction model, and (3) quantitative analysis of member survey data to assess services provided, service quality, and member satisfaction. The results indicate that the survey instrument is an important assessment tool for use by association boards of directors and executive directors.

余华的<兄弟>在2005、2006年的分期出版是当代文学的一次重要事件,它的生产与传播过程典型地显示了消费市场和商品文化主导与影响下的文学生产机制对文学的宰制作用.从文学叙事的角度看,消费文化及其文学生产机制影响了<兄弟>的审美品格和叙事特征,文革历史与改革时代的现实在小说中呈现出夸饰化、漫画化、荒诞化的倾向.这种文学症候标识出余华由先锋作家到畅销写手的某种隐形蜕变,同时,对于当代文学的发展来说,文学与市场、消费文化保持适度联姻时,要规避其对文学自主性和文学审美品质的潜在伤害,要对消费文化保持适当的警觉.

中日两国对外文化交往的历史说明 ,不同的民族心理对文化交流效果所产生的影响和作用是不同的。只有摆脱对本土文化的自我优越感和对异质文化的排拒心理的束缚 ,以平等的开放心态 ,从整体性上去把握和吸收异质的先进文化 ,才能赶上和超过世界先进水平 ,真正成为先进文化的代表。

A dialogic approach to understanding regime conflicts: the case of the development agenda

Despite the fact that early work on international regimes conceptualised them as dialogic in nature, this fundamental regime property has remained relatively underdeveloped. Drawing on the work of Mikhail Bakhtin and his circle, this article proposes a dialogic framework for understanding regimes and the political struggles that constitute them. Focusing on the contextual and relational properties of signification processes within a regime, one of the key arguments is that neither their dialogic nature nor the trajectory and outcome of a particular conflict can be understood without giving full attention to language as a power-laden form of action. By focusing on how language and discourse are implicated and put to work in a particular instance of regime contestation, namely the Development Agenda proposed by a group of developing countries’ representatives at the World Intellectual Property Organization in 2004, efforts are made not only to bring to the fore the political and ideological nature of the ‘shared understandings’ without which a regime would not exist, but also the manner in which they are reproduced and reinvigorated, even by acts that set out to challenge them.
