韩国农村行政管理及制度建设的启示

本文结合作者的出访考察，从多个层面介绍并分析了韩国农村行政管理与制度建设，包括行政管理体系、郡政府的主要职能、管理权的制衡和约束机制，由此展示了韩国农村行政管理制度改革和建设的丰富成果，这是韩国农村社会和谐稳定发展的重要原因，其中有些成功经验值得学习和借鉴。     

对加强胜利油田惩防体系建设的思考

建立健全惩治和预防腐败体系是推进党风廉政建设的创新举措。胜利油田惩防体系建设以党的十八精神为指针，固本清源抓教育，规范权力抓监督，以查促防抓惩处，牢牢把握促进党员干部清正廉洁、保障履职安全的目标指向，为提升胜利油田党风建设和反腐倡廉工作水平，推动胜利油田打造世界一流、实现率先发展提供政治保障。     

The Effects of Local Government Consolidation on Turnout: Evidence from a Quasi‐Experiment in Switzerland

In the last decades, municipal mergers have been one major element of local government reforms in Switzerland and beyond. In this article, we describe and analyze the political effects of this development. We use a quasi‐experimental setting to test the impact of municipal mergers on electoral participation. We find that in merged municipalities, the decrease in turnout is significantly stronger than in non‐merged municipalities. Further, the effect is more pronounced in relatively small localities. There is a temporal dimension to this effect—that is, turnout drops mainly in the first election after the first merger, but not so much after the second or third merger. Hence, the study provides a skeptical yet differentiated perspective on the democratic consequences of municipal mergers and points to further research avenues to develop a more comprehensive understanding of local government consolidation.     

省会城市预算过程中党政首长的作用与影响——基于三个省会城市的研究

以我国三个省会城市为例来试图回答这样一个问题:在省会城市预算过程中,党政首长究竟发挥着怎样的作用,他们是如何影响着预算过程和预算改革的?研究发现,这三个省会城市预算改革后,预算权力结构并未从根本上改变.其核心仍然是市委书记和市长,他们仍然是地方预算过程中实际的财政资源申请的审批者或最终资源配置者.这主要体现在,预算改革后,市委领导下的"行政预算"体制的继续,市政府领导高层预算分配权力的相对集中,和市长对部门关系以及部门利益的决定性影响.研究还指出,要准确地表达地方党政首长在预算过程中的权力,需要将其放在一种"关系"的维度来具体化.此外,对预算环境的讨论也是必要的,尤其是政治环境,对于党政首长而言,预算过程中的不确定性通常都是和政治环境相联系的.     

关于边疆民族地区建设社会主义新农村的哲学思考

我们党提出和实施建设社会主义新农村,既是战略性的考虑也是客观需要。反映了党和政府与时俱进的思维和谋略,它尊重和体现了马克思主义的哲学原理。边疆民族地区建设社会主义新农村有它的特殊性,从哲学的角度,可以从六个方面进行思考。     

Territorial reforms in Europe: effects on administrative performance and democratic participation

Territorial reform is the most radical and contested reorganisation of local government. A sound evaluation of the outcome of such reforms is hence an important step to ensure the legitimation of any decision on the subject. However, in our view the discourse on the subject appears to be one sided, focusing primarily on overall fiscal effects scrutinised by economists. The contribution of this paper is hence threefold: Firstly, we provide an overview off territorial reforms in Europe, with a special focus on Eastern Germany as a promising case for cross-country comparisons. Secondly, we provide an overview of the analytical classifications of these reforms and context factors to be considered in their evaluation. And thirdly, we analyse the literature on qualitative performance effects of these reforms. The results show that territorial reforms have a significant positive impact on functional performance, while the effects on participation and integration are indeed ambivalent. In doing so, we provide substantial arguments for a broader, more inclusive discussion on the success of territorial reforms.     

Ten years after: revisiting the determinants of the adoption of municipal corporations for local service delivery

Research on the use of municipal corporations to deliver local and regional public services has evolved significantly in the past decade. Most of this work addresses the performance of this service-delivery mode in relation to local bureaucracies. However, much less is known about the drivers for the adoption of municipal corporations in the first place. This article reviews the main determinants of adoption – service characteristics, institutional and regulatory settings, political constraints and financial conditions – and highlights the need for comparative research across countries.     

大陆学界台湾史研究的宏观检讨

台湾史是一门兼具学术与政治意义的新兴特色学科。中国大陆的台湾史研究,从学科建设的角度来说,属于中国历史学的分支学科。从研究史的角度,对于60多年来大陆学界台湾史研究成果做一宏观性的检讨,具体分析各个不同时期台湾史研究的特点,剖析唯物史观与“台独”史观论争的典型事例,提出新的研究问题,展现新的研究趋向,将有助于推动台湾史研究的深入拓展。     

在沪日侨与近代上海公共租界市政决策--以1935年至1936年反对电话加价运动为个案

公用事业价格议定是近代市政决策的一项重要内容，能否充分参与其中，是衡量市民权是否充分伸张的指标之一。1935至1936年反对电话加价运动中，在沪日侨通过用户代表请愿、工部局日籍董事力争、纳税人提案和日籍电话专家介入调查等方式，对租界市政决策形成了一定的舆论压力和行政阻力，影响了电话价格厘定。公共租界相关议政和决策机制的存在，使日侨民意表达渠道保持了相对畅通，近代日本在上海全面干预的总方针也无疑促成了日侨在租界电话价格议定过程中的发言权。     

农村基层党内民主与新农村建设的衔接与互动——以湖州市五四村为样本的分析

如何塑造适应新农村建设要求的新组织、新党员、新农民,以形成建设社会主义新农村的强大合力?这是农村基层党组织目前的工作重心。在社会主义新农村建设的过程中,浙江省湖州市形成了独具特色的"湖州模式"。而湖州市五四村充分发展农村基层党内民主,带动和促进新一轮农村经济、政治发展的有效做法更是具有一定借鉴意义。
