关于成人高校加强学风建设的几点思考

成人高校的特殊性,决定了加强学风建设更为重要和迫切,否则难以培养和造就合格的人才。     

论基层公安机关警营文化建设

加强基层公安机关警营文化建设是广大民警的热切愿望，是提高广大民警综合素质的重要内容。警营文化建设是一项综合复杂的系统工程，为此，要从贯彻落实科学发展观的高度重视与谋划警营文化建设；要构建与健全警营文化建设的运作机制；公安机关领导在警营文化建设中要充分发挥决策指挥作用；要强化典型在警营文化建设中的示范作用；要积极倡导警察礼仪，提升基层民警的文化品味；要坚持队伍管理与警营文化建设相结合，培育团队精神；要把关注民警心理健康作为警营文化建设的重要内容；要引导基层民警树立“全警公关”的理念，处理好公众关系。     

深化认识 理清思路 推动“三基”工程向纵深发展

“三基”工程建设开展以来,虽然取得了一些成绩,但仅仅是开头,还属于阶段性工作成效。“三基”工程建设任重道远,一是要继续深化对“三基”工程建设的重要性和紧迫性的认识,不断增强工作的自觉性和主动性;二是要破除陈旧观念,走出思想误区,用新的观念规范和引导“三基”工程建设;三是要以科学发展观为指导,理清思路,突出重点,确保“三基”工程健康发展。     

从党面临的挑战看"三个代表"对党建理论的新贡献

“三个代表”思想科学地回答了新时期如何加强执政党建设,增强党领导的社会主义吸引力。把马克思主义基本原理与新的实践相结合,实现党自身现代化问题,是对马克思主义执政党建设理论的创造性发展。

新时期 ,执政党领导作风建设的创新应展示其本来具有制度性、示范性、透明性及权威性特征 ,应体现对民主集中制原则的贯彻 ,体现以德治国和依法治国方略 ,体现作风建设的科学化。如果过于把改进领导作风建设集中于生活作风、思想作风、学风等非制度性内容上 ,已不适应执政党建设的需要     

突发事件的应急管理体系与应急能力建设

当今世界突发事件层出不穷,影响公共安全的因素不断增多,对人类的危害越来越严重。在经历了“非典”危机、冰雪灾害、汶川地震、全球金融海啸、H1N1肆虐等重大突发事件之后,政府应对突发事件的应急管理体系与应急能力建设已成为我国政府关注的重中之重,同时也是公共管理理论界研究的热点。本文阐释了政府应急管理体系与应急能力现状,并就社会转型中不时出现的突发事件,政府的应急管理体系与应急能力建设问题阐明一孔之见。     

积极推进中国龙邦—越南茶岭跨境经济合作区建设的思考

中国龙邦—越南茶岭跨境经济合作区是中越广西边境地区西路重要的陆路通道和主要的边境口岸经济合作区,具有优越的基础条件和现实可行性,积极推进中国龙邦—越南茶岭跨境经济合作区建设已经具备条件、势在必行。通过实行"一区两国、境内关外、自由贸易、封闭运作"管理模式,加强跨境经济合作区总体规划建设、加强跨境经济合作区基础设施建设、加强协调跨境经济合作区建设各方关系、加强提升跨境经济合作区地方政府服务能力,将跨境经济合作区建成中国与东盟的区域贸易服务中心、区域物流仓储中心、区域进出口加工中心,发展成为连接多个区域的国际通道、交流桥梁和合作平台。     

The impact of equal offortunity compliance laws in government contrgcting: the shelby county,tennessee experience

Abstract

Very few researchers have addressed the long‐term financing arrangements of municipal governments in developing countries. No research has evaluated empirically either the elements that affect municipal borrowing in developing countries or what those elements reveal about the municipal credit system. Analyzing Brazilian municipal loan and financial data with a series of simultaneous equations, this paper addresses the following questions: What factors determine municipal government investment levels, borrowing levels, and borrowing prices? What do empirical data reveal about the character of the Brazilian municipal credit system? The results show that investment, borrowing, and borrowing prices are interconnected. Furthermore, while some signs of a market‐based system exist, there is evidence that investment and borrowing decisions are made within an administered market.     

The UK's Prudential Borrowing Framework: Professional Discipline and Control

Since 2004, governance and accountability arrangements for UK local government borrowing under the new Prudential Borrowing Framework (PBF) have been based on the professional discipline and control model of governance. It supplements the earlier centralised discipline and control model whereby municipal borrowing had to be specifically approved by central government and provides an alternative to Private Finance Initiatives (PFIs) and Public-Private Partnerships (PPPs) for capital procurement. Incorporating a case study of the use of PBF by Glasgow City Council, this paper considers the strengths and weaknesses of the PBF as a control mechanism for borrowing.     

Beppe Grillo's First Defeat? The May 2013 Municipal Elections in Italy

The article analyses the results of the Italian municipal elections held in May 2013. It focuses on their three most striking features: the clear victory of the centre-left coalition, the marked drop in voter turnout and the shrinkage of the Five Stars Movement (M5S). The article analyses the causes of the M5S' loss of votes and interprets this new party with reference to European (disaffection towards political institutions and the ‘counter-democracy’ phenomenon as explained by Rosanvallon) and Italian (the crumbling of the party system) variables.
