企业分配关系和谐是实现企业经济更快发展的重要保障,是构建和谐社会的基础性工作,也是提高经济效益和社会效益的内在要求。对此要处理好企业利益和职工利益的关系、动力机制和平稳机制的关系,以及按劳分配和按生产要素分配的关系。     

Spokes in the wheel. European affairs and the parliamentary administration of German Landtage

ABSTRACT

Over the last decades, regional parliaments were considered to play a minor role in European affairs. Not only was the salience of the EU low at the regional level, but politicians elected into these bodies also often lacked vested interests and capacities to become more involved in dealing with complex multi-level questions. After the constitutional strengthening of regional parliaments in EU decision-making, this paper considers one under-researched aspect behind the growing appetite of regional parliaments to become more involved in the scrutiny of EU affairs: the role of unelected parliamentary officials. Based on qualitative interviews in 12 German regional parliaments, the authors highlight how regional parliaments exert control over their governments and what role horizontal administrative networks among parliamentary staff play in the engagement of regional parliaments in EU affairs.

Does the well-being of ‘embedded’ staff affect programme performance? The case of the IGAD initiative in South Sudan

South–South Cooperation is an emerging trend in international development assistance. Since 2011, the Intergovernmental Authority on Development (IGAD) initiative in South Sudan has been one of the most comprehensive attempts at post-conflict capacity development through South–South Cooperation, in terms of both scope and level of funding. This paper looks at the well-being of civil servant support officers deployed under the IGAD initiative, and the relationship between well-being and project performance. The paper explores assumptions underpinning South–South Cooperation and seeks to establish a better understanding of well-being and its impact on project performance. The paper also examines whether the second phase of the initiative has adequately addressed various challenges identified in the first phase. The paper finds that well-being, although often overlooked, has been critical to programme success in the IGAD initiative.     

Preventing Suicide in Jails and Prisons: Suggestions from Experience with Psychiatric Inpatients

Abstract:  Both among psychiatric inpatients and inmates of prisons and jails, suicide is highly prevalent with alarming rates. In many countries, there has been a call for action to prevent such deaths and to educate staff in the early recognition of suicide risk. A careful MedLine search was used to identify relevant papers dealing with suicide prevention in psychiatric inpatients. This paper reviews this research and the policy recommendations that have been developed for psychiatric hospitals in order to reduce the incidence of suicide in their patients. Results derived from this search indicated that these policy recommendations can be applied to suicide prevention in correctional settings, and it is argued that suicide prevention programs in correctional settings can benefit from the research conducted and the policy recommendations for suicide prevention in psychiatric facilities. In conclusion, the best practices for preventing suicides in jail and prison settings should include the following elements: training programs, screening procedures, communication between staff, documentation, internal resources, and debriefing after a suicide.     

论社会治安防控体系的运行保障

在社会治安防控体系的建设中,保障体系作为运行机制发挥作用的前提,为社会治安防控体系的运行提供动力。没有完善的保障机制做后盾,整个治安防控体系的运行和发展就难以持久。保障机制具体包括组织保障、制度保障、警力保障、经费保障、物质装备保障等。除此之外,协调处理好各种因素之间的关系也是治安防控体系高效科学运行的重要保证,包括当前和长远的关系、整体和部分的关系、条与块的关系、打击与防范的关系、硬件建设与软件建设的关系、专门机关与群众工作的关系等等。
