From Paramilitaries to Peacemakers: The Gender Dynamics of Community-Based Restorative Justice in Northern Ireland

Community-based restorative justice (CBRJ) schemes emerged in Northern Ireland during the 'peace process' to provide an alternative to paramilitary systems of justice. These initiatives have received considerable academic attention. A complex and critical literature has now emerged in this area; however, extant explorations of CBRJ have tended to sideline issues of gender power. Feminists and international bodies, such as the United Nations, have highlighted the importance of addressing historical gendered inequities in terms of the design and evaluation of conflict transformation initiatives. Drawing on contemporary feminist frameworks this article exposes the importance of the category of gender in evaluations of CBRJ in Northern Ireland. Moreover, it scrutinises the theoretical processes through which issues of gender power have been filtered out of evaluations of community-based restorative justice schemes in the region.

北宋前期,宋廷对吐蕃的招抚发生于宋、夏、蕃三者错综复杂的争夺形势之中。北宋对吐蕃的招抚具有军事、经济、政治综合经制的鲜明特点,"抚而有之"收到了一定的效果。但是,宋王朝招抚吐蕃所具有的时代与阶级的局限性却规定着宋蕃关系发展的最终走向。     

That Awkward Region: Writing and Advising on the History of Northern Ireland

The history of Northern Ireland poses two particular challenges for the political historian. First, histories of the region are inextricably bound up with contemporary political positions: historical time becomes distorted as histories are refracted through the lens of modern political controversies. Second, the importance of historical ‘memory’ to contemporary politics leaves little room for doubt, uncertainty or academic expertise. The past is assumed to be known; what place is there for academic historians when politicians and many members of the public are so invested in their own readings of the past? This article explores these challenges through two case studies in which the author was involved: the Historical Advisory Panel established by the UK government for the centenary of Northern Ireland; and subsequent debates around the Protocol on Ireland/Northern Ireland. It illustrates the difficult relationship between academic, public and politicised histories, and considers the lessons for historians whose expertise places them at the interface of those different ‘pasts’.

对我省青少年网络道德和现实道德状况的调查显示:大多数青少年能理性地面对网络,但也有少数青少年沉溺于网络;青少年的网络本质观基本是正确的,但对网络的使用存在偏差;青少年道德观念和道德行为的主流是正确的、积极的,但在网络虚拟世界和现实真实世界有着不同的表现。问题的原因:道德教育主体比较单一,未能在全社会范围内形成一种德育合力;网民教育还未真正纳入教育体系之中;道德教育缺乏应有的实效;现实道德环境的缺失。我们认为在青少年道德教育中,道德教育主体应三者并重,形成家庭、学校、社会三位一体的教育网络;道德教育内容应具体化,突出基本道德规范教育;道德教育途径应多样化,教育主体必须充分利用网络中介开展德育活动;道德教育方式要增强针对性,提高实效性;道德教育体系应有系统性,它的运行和发展需要社会其它领域的支持、需要其它社会意识形式的支持、需要德育管理的支持。     

民族地区农村党员干部现代远程教育浅析——以贵州黔东南苗族侗族自治州为例

黔东南苗族侗族自治州开展的农村党员干部现代远程教育试点工作,为其他民族地区乃至全国开展这项工作积累了宝贵的经验。为了使农村党员干部现代远程教育对民族地区的经济社会发展发挥更加积极的作用。文章提出:把开展农村党员干部现代远程教育作为建设社会主义新农村的抓手;采取措施解决民族地区开展农村党员干部现代远程教育所急需的资金;各级政府在转变职能中,要为农村党员干部现代远程教育搞好管理和服务;要抓好农村党员干部现代远程教育中的基础性工作等建议。     

从教学改革看贵州高校少数民族大学生英语教育的困难因素及对策

本文采用问卷调查法、数理统计法、访问调查法、文献资料法等方法对贵州省高校少数民族大学生的英语学习情况进行了调查;分析了少数民族学生学习英语困难的现状;指出了问题形成的原因;并根据贵州省少数民族大学生的实际学习情况给出了教学改革的对策。     

加大改革力度 缓解水资源危机—关于缓解吉林省水资源短缺状况的几点建议

2000年,吉林省遭受了有气象记录以来的罕见旱灾,致使城乡经济蒙受巨大损失。从根本上改变这一状况,政府责无旁贷。在市场经济条件下,政府应在管水用水治水方面加大改革力度,实现水资源的合理配置。国内外实践表明,对城乡防洪、排涝、蓄水、用水、节水、污水处理及回用等涉水事宜进行统一管理,是符合经济社会发展要求的,也有益于经济社会的可持续发展。

从诏令看北宋时期君主的“畏天”之德

由于北宋特殊的政治环境,"畏天"成为君德的重要内容,其核心意义是敬慎。"畏天"在诏令中的使用语境,包括新皇即位、发生灾异、群臣上尊号三种,一方面表现出对天的敬畏之意,一方面表达了建立在天命基础上的皇位合法性诉求。"畏天"也是北宋士大夫对君主德行的期望。他们通过上书、撰写专门论证文章的形式,阐发"畏天"是约束君主的手段之一,以此说明君主的"畏天"之德不仅仅只是道德领域的事,还具备了政治上的重要作用。既能表明其为君之合法性,又能教化百姓,有利于形成修德、立身、听命的社会之风,稳定其统治。
