Pockets of resistance to globalization: the case of the Lega Nord

ABSTRACT

From its inception, the Lega Nord has been a populist social and political movement obsessed with the Other. In the world-view of the Lega Nord, the Other is anything that threatens the cultural and regional identity of Italians in the northern part of the country, particularly the Northeast. In the early 1990s the Other was constituted by corrupt politicians in Rome, Italian economic monopolies and southern Italians. By the late 1990s the Other had increasingly become the forces of globalization that, according to the Lega leadership's shrill arguments, threatened the economic and social fabric of what the party now refers to as ‘Padania’. Woods explores the manner in which anti-globalization became the dominant ideological Other in the rhetoric of the Lega Nord.     

In Defence of Politics: Interpreting the Peace Process and the Future of Northern Ireland

The interpretation of the Northern Ireland peace process is highly controversial because it not only has implications for the future of Northern Ireland but ‘lessons’ are also drawn for dealing with terrorism and insurgency globally. This article reviews and critiques key interpretations of the peace process. ‘The Militarists’, Republican Dissidents and Neoconservatives, offer a ‘fundamentalist idealist’ interpretation which leads them to reject political compromise and continue to pursue victory by military means. ‘The Enthusiasts’ are leading figures in the Labour government who champion the outcome of the peace process and recommend ‘talking to terrorists’. ‘The Sceptics’ argue in defence of politics and support the pragmatic realism used to negotiate accommodation. They are critical of ‘The Militarists’ for misinterpreting the peace process and threatening to go back to ‘war’. ‘Sceptics’ welcome powersharing but criticise the ‘Enthusiasts’ for mishandling the peace process and undermining the moderate parties. This has left Northern Ireland with high levels of segregation and economic inequality that prevent the consolidation of peace.

贵州地方政府依法行政动力研究

经过近十年的努力,依法行政有了明显进展,但在外部要求依法行政呼声日益高涨的今天,推进依法行政工作还存在一些不容忽视的问题,那就是政府自身依法行政的动力明显不足,主要表现在推进依法行政工作进展不平衡,工作力度有自上而下呈现逐级递减的趋势。本文以贵州为例进行分析,试图在查找出阻却贵州地方政府依法行政的原因的基础上进行实践性制度设计,激发地方政府,特别是市、县两级基层政府依法行政动力。*     

从山西村治看民国特色的地方自治

民国时期,阎锡山兼管山西军民两政,开始推行村本政治,历时数十年形成规模并影响全国,使得山西能够在政局动荡之时基本保持了比较完好的地方秩序。山西村治是地方自治思潮与中国传统文化相互影响下的产物,其中既具有西方地方自治经典定义中的一些成分,又具有传统儒家文化色彩,凸显了官治与民治的耦合。对山西村治的研究能够为地方自治在中国的具体化、本土化提供有益的历史启示意蕴。
