在职民警培训是公安教育改革的主体工作,随着云南警官学院警察职业化教育改革发展的不断深入,对学院在职民警培训工作怎样科学定位,确立特色,打造优势,是学院构建具有云南公安特色"大教育、大培训"工作体系亟待解决的问题.     

情报主导警务与社区警务有机结合之途径浅探

近年来,以美、英为代表的发达国家警方着手调整警务战略,实施警务改革。其中,"情报主导警务"已成为继"社区警务"运动之后的警务改革的又一主导理念和工作模式,其思想根源根植于不断发展的警务管理及业务的新方式。实践看来,这种警务模式在提高警务效能方面有社区警务模式无法比拟的优势。新的警务模式——情报主导警务的学习、借鉴是否意味着对社区警务模式的否定?本文正是从两种警务模式的碰撞入手,找出了一条科学的解决方法。     

Crowd Situations and their Policing from the Perspective of Finnish Police Officers—a Case Study of Finnish Police Knowledge

This study explores crowd situations from the perspective of the Finnish police. The qualitative data consist of focused face-to-face interviews with police officers (n = 15). The results of these interviews indicate that special crowd control units have shifted from being an innovation to being an ordinary part of public order policing, despite the infrequent use of these units. Furthermore, police knowledge concurrently involved diversity and polarity. Crowd situations vary from political protests to sporting events and street festivals, and the police play multiple roles and apply diverse measures and tactics depending on the situation. Polarity is linked to the way the police perceive different crowds and crowd events as ‘easy’ and ‘ordinary’ or ‘difficult’ and ‘deviant’. Finally, tension emerges between national and global aspects within police knowledge. This tension is linked to how police perceive crowd events and public order policing in terms of the past, the present, and the future.     

论贿赂案件的诱惑侦查

诱惑侦查是侦查赂贿案件行之有效的手段。在适用诱惑侦查时,其范围应严格限定于有证据证明的严重受贿行为,其对象应是很可能因同一事件或其他事件继续受贿的犯罪嫌疑人,其证据条件则是缺少相关物证书证或"第三方证据"。可以从人、物和环境三方面来设置侦查诱饵,由此设计行动方案、创造侦查条件、确定合理行贿理由、实施贿赂交易、荻取监控证据。从而,利用诱惑侦查之结果,通过监听、搜查、调查和审讯等秘密的或公开的侦查措施,全面查清侦查对象的受贿事实。     

关于加强公安民警物证保全意识的思考

随着社会的进步和司法体制改革的深入,物证在公安司法实践中的作用越来越重要。目前公安民警在执法实践中对物证的发现、识别、提取、保管和运用等方面的工作与现代刑事司法标准还是有一定距离的。必须加强公安民警物证保全意识,掌握对物证的发现、固定、保管的技能。     

警察在维护社会稳定中的重新定位

面对全球一体化及中国加入世贸组织后我国严峻的治安状况的现实,我们应本着与时俱进　　的精神,深刻审视维护社会稳定的理念,重新定位警察在维护社会稳定中的职能。维护社会稳定不再只　　是警察部门独揽的警务工作,必须组织和动员群众积极参与,还权于民才是维护社会稳定的必由之路。     

警察应否出庭作证问题的探讨

民警出庭作证可以确立法院“最终裁判”的地位,抑制屡禁不止的非法取证行为,有助于提高诉讼效率,对于保障人权、维护司法公正、提高司法效率有着积极的现实意义。     

试论"从严治警"的制度安排

深入贯彻实施"从严治警"的方针,必须以制度建设作为保障.制度安排要重视制度设计,要狠抓制度落实,要加强自律教育.     

浅议大学内部学术治理

大学是一个以发展科学、培养人才、服务社会三大职能于一体的学术组织,学术性是大学的根本属性。学术是大学存在的合理性土壤,大学的管理从本质上说也是学术管理。只有学术之花在大学的土壤上开的芬香、开的绚丽多姿,大学才能永葆其生命力,大学才能培养出更多更好的优秀人才。而在当今时代,大学的学术研究的功利化、泡沫化、腐败化趋势愈演愈烈,如果这些现象得不到根本上的解决,大学的科学研究将难以有创新性或创造性．也难以做出创新性、创造性的成果。因此有必要对大学的学术进行治理。     

Gubernatorial elections and attitudes toward the police: State elections as focusing events

Traditional views hold that citizens’ attitudes toward the police are driven by local concerns. We contend that public attitudes toward the police are also responsive to systematic and periodic state-level political factors. We show that state elections as a focusing event alter periodically the determinants of attitudes toward the police. Using an ordered logistic regression model and data from national public policy surveys from 1998 and 1999, we find that gubernatorial elections have a significant effect on the state/police relationship. State elections create conditions that separate the bureaucratic and partisan functions of the state government. In turn, the bureaucratic performance of the state government is less related to police approval, while partisan contestation for control of the governor office (control of the state) is significantly and positively related to police approval. During gubernatorial election years, attitudes toward the state government account for more of the variation in police attitudes.
