警力资源分类管理机制建设的探索与思考

在警力资源配置中引入分类管理机制,对进一步优化警力资源配置及实现其无增长改善,具有十分重要的意义。为此,必须探索和完善岗位分类制度、警力资源配置和流动机制、警力绩效考评机制、激励保障机制和警力辅助机制。     

书写能力的结构

目的提出人的书写能力由基础因子构成的假说。方法根据因子说,不同字的笔顺可能相关。以反犬旁、山字为目标字,收集799份有效实验样本,分性别检验实验样本中2个目标字的笔顺是否相关。结果统计检验表明反犬旁笔顺与山字笔顺相关（p〈0.01）,用一个笔顺在另一个笔顺出现的条件下的出现率与它的出现率之比测定它们相关性的大小,最高的比值为3.65。结论证实了人的书写能力由基础因子构成的假说,这个假说可以作为笔迹比较的理论基础。     

Present but not prevalent: identifying the organizational correlates of researcher-practitioner partnerships in U.S. Law Enforcement

ABSTRACT

Federal funding streams, the International Association of Chiefs of Police, and policing executives and scholars alike have advocated for more researcher-practitioner partnerships in American law enforcement. While a few studies have explored the growth and prevalence of research partnerships in policing, less attention has been placed on the organizational correlates of such collaborative relationships. Using a nationally representative sample of US law enforcement agencies, the current study investigated participation in what we term ‘rigorous partnerships’ – more formal, long-term relationships between researchers and practitioners with increased opportunity for interactive knowledge exchange. Policy implications and directions for future research are discussed, with a specific focus on the barriers and impediments that both parties face for successful collaborative efforts and research translation.     

Writing,Space and Authority: Producing and Critiquing Settler Jurisdiction in Western Australia

On the edge of Stirling Gardens in central Perth, Western Australia, five large, old-fashioned pen nibs stand in a curved line, their tips in the ground. Anne Neil’s sculpture, Memory Markers, commemorates the history of this site, which includes the Supreme Court. Taking this sculpture as an emblem of writing, which in the context of its setting highlights the relationship between literature and law, this article explores the image of the pen in the ground. As a symbol of literacy, it evokes the powerful network of discourses—particularly law, science and religion—that underwrote the imperial project. It signals, in Michele Grossman’s terms, “the event of literacy [that] radically interrupts and disrupts—but never eliminates—pre-existing Aboriginal epistemologies”. The article goes on to explore the sculpture as a symbol of the assertion of jurisdiction, the speaking of law in and over colonised space. It analyses a group of written texts associated with this site, from colonial legal assertions of jurisdiction over Aboriginal people in Edward Landor’s The Bushman (1847), through a proclamation under the Aborigines Act 1905 (WA), to Stephen Kinnane’s Indigenous family memoir of life under that act, Shadow Lines (2004).     

Determining Line-Crossing Sequences Between Laser Printing and Writing Pen Using Coaxial Light

Determining the application sequence of hand-written pen ink and printer toner lines has attracted significant interest in questioned document examination. This study uses coaxial light to determine line-crossing sequences, with intersections observed under a VSC600 forensic document workstation and a Leica M205A Stereo-microscope. Results show that reflected light at intersections and color contrast between intersections and nonintersections was observed when a hand-written ink line passes over a toner line, while a toner line passing over a written line appeared dull, with no color contrast. The procedure was tested under a range of conditions, such as types of writing pens and laser printers, the writer, and writing pressure, with the latter playing an important role in the evaluation. To validate the results, a 90% detection rate and 98% accuracy rate were achieved from 50 samples of blind testing, which is more effective than optical microscopy.

韩国警察当局在警察绩效管理方面采用新的理念作指导,对每个警员的工作能力、态度、品行、工作成绩等按照一定的标准进行评价,从而促进警察个人工作能力的提高。通过对警察个人工作成绩的评价,使绩效管理制度灵活地运用于其晋升和任职过程。这对我国公安机关的绩效管理工作具有一定的启示和借鉴意义。     

公安行政问责制的完善

随着我国"问责风暴"向"制度问责"的转变,如何更好地完善公安行政问责制就成为一个紧迫而现实的课题。目前制约公安行政问责制功能发挥的因素主要包括:公安行政文化滞后、职权划分模糊、问责主体角色缺位、警务公开度有限和警察绩效评估机制不完善等。针对上述制约因素,营造公安行政问责文化、严格划分权责界限、强调异体问责、加强警务公开以及完善绩效评估机制就构成了完善公安行政问责制的基本思路。     

Here be monsters: a choreomaniac's companion to the danse macabre

Consider this a vade mecum: an invitation to “walk with me” through more or less uncanny terrains of worlds in the making in search, of(f) course, of monsters. The search will be delving into the areas of “creepypasta:” pieces of cursed prose and pictures that circulate online, waiting to contaminate and possess the next reader. Using a theoretical framework of posthuman and feminist theory, not least the work done by Jacques Derrida and Donna Haraway, this vade mecum asks what it might mean to engage ethically with that which is not supposed to exist, but which haunts us nonetheless. In other words: what does it mean to move, live and engage with spectres in digital times?     

Regendering modernism: the woman artist in Irish women’s fiction

The period between 1922 and 1960 is often characterized as one of social and cultural stagnation in Ireland. Irish fiction was dominated by an avant-garde writing in exile and the local dominance of the short story. Attention to the non-canonical fiction of women during the period, however, reveals a literature that exceeds this paradigm. Meaney focuses on two novels, The Troubled House by Rosamond Jacob and As Music and Splendour by Kate O’Brien, which both feature women as artists. This figure provides in both cases a mode of combining a commitment to narrative realism with a self-reflexive exploration of the role of art, thus evading the fictional polarities of the period. The woman artist as fictional character also offers an opportunity to explore the relationship between gender, sexuality, politics and art. The linkage between sexual dissidence and aesthetic freedom is a persistent trope of modernism in the Irish context, even if it is often critically submerged under the figure of exile. Both The Troubled House and As Music and Splendour might be considered to be supplements to Irish modernism in the Derridean sense, ‘an originary necessity and an essential accident’. Through the figure of the woman artist, both of these marginal novels transgress the configurations of gender at the heart of that modernism’s aesthetic project. Both link transgressive sexuality with artistic production. In doing so they posit a very different relationship between sexuality, aesthetics and politics.
