关于社区警务的理性思考

社区警务自20世纪80年代引入中国,已有二十多年的历史。社区警务理论的核心是预防警务论,警察职能的重新定位是服务公众、服务社会。我国实行社区警务还受到社区发展不成熟、原有行政制度和管理方式的影响及基层派出所的现状等不利因素的限制。     

城市外来人口管理急需转换思路

外来人口对城市社会治安的影响是不容回避的,但城市社会对待外来人口的态度以及职能部门对外来人口管理中存在的问题也是不容忽视的。我们必须转换思路才能提高管理的效果,并进一步促进全社会的稳定和发展。     

Co‐Parent Court: A Problem‐Solving,Community‐Based Model for Serving Low‐Income Unmarried Co‐Parents

The Hennepin County Co‐Parent Court Project was a 3‐year demonstration project for unmarried co‐parents. The goal of the project was to remove barriers to co‐parenting in low‐income, unmarried parents. The Co‐Parent Court Project encompassed a number of services, including educational workshops, individual case management, parenting plans, legal mediation, and, if needed, supports and treatment for domestic violence. There are published articles that highlight the participant outcomes of the Co‐Parent Project. This article, however, focuses on the background for why this project was developed, components of this project, and lessons learned from implementation.     

略论加强高校学生社团建设——以北京大学和兰州大学为例

高校学生社团组织具有自发性、实践性、服务性、创造性、社会性的特点,对提高学生的综合素质能力具有独特的作用。针对我国高校学生社团组织目前存在诸如缺乏科学规划和必要引导、社团建设理论水平低、重复建设问题突出、社会化程度低、缺乏品牌效应等问题,应该着重从以下几方面入手：完善管理机制,健全制度建设,给予必要引导;加强社团骨干建设,发挥领导带头作用;提高社会化水平,多方筹措所需资金;开展特色活动,树立品牌意识。     

Proposing Problem-Based Learning for teaching future forensic speech scientists

In the last 10–15 years, Masters programmes and undergraduate modules have emerged in the UK that teach forensic speech science. Forensic speech science is the forensic subdiscipline concerned with analysing speech recordings, such as telephone calls of unknown speakers, when they arise as evidence. In order to answer questions surrounding the identity of the speakers in these recordings, forensic speech analysts draw on their expertise in phonetics and acoustics. Even though existing UK forensic speech science programmes do not claim to train students to a level where they are in a position to carry out real-life forensic casework, a proportion of the graduates from these programmes do go on to fill discipline-specific roles in security organisations or for private providers of forensic speech analysis. It is therefore surely in the community’s interests to review educational approaches to capitalise on the current training opportunities. This paper specifically proposes to explore the potential of a Problem-Based Learning (PBL) approach to forensic speech science teaching. PBL is a student-centred learning approach that heavily relies on the students’ independence in the solving of ill-structured problems. PBL has shown to be beneficial to programmes that directly lead on to discipline-specific professional roles, and has even become the standardised teaching approach in some of those areas (medicine being the flagship example). Given its reported success in other disciplines, the question arises as to whether PBL could bring similar benefits to prospective forensic speech practitioners and to forensic speech science as a whole.

无线网络WLAN作为有线网络的补充,弥补了有线网络不足。随着无线网络的广泛应用,出现了许多安全问题：网络设备未设防;WLAN覆盖设计不合理;无线网络监听技术的存在;WLAN中合法终端因素等。要预防无线网络导致犯罪,需禁用DHCP服务器;过滤物理地址（MAC）;使用网络通信加密技术;布设防火墙、入侵检测系统;设置高强度的登陆密码;隐藏甚至关闭SSID等。     

“天网工程”视频监控设备管理现存问题及对策研究

自“天网工程”建设并投入使用以来,公安机关打击犯罪的工作又多了一把利剑。视频监控技术已经成为继刑侦、技侦之后的第三大侦查手段。由于建成时间短,一些视频监控设备管理层面和技术层面的问题还有待解决。对策：1．实现视频监控装备的“全寿命管理”;2．合理规划探头覆盖面;3．科学合理地选择储存介质等。     

Academic Achievement and Problem Behaviors among Asian Pacific Islander American Adolescents

Using data from the National Longitudinal Study of Adolescent Health, this study tests whether the relationship between academic achievement and problem behaviors is the same across racial and ethnic groups. Some have suggested that academic achievement may be a weaker predictor of problem behaviors among Asian Pacific Islander American (API) youth; that they can have high grades but still exhibit problem behaviors. This study finds that academic performance is a significant predictor of aggressive and nonaggressive delinquent offenses, gang initiation, sexual behaviors, and substance use, and that the relationship generally does not vary by race and ethnicity. Thus, there is little evidence that API youth are high achievers who are also engaging significantly in problem behaviors. The existing perceptions of API youth may be largely based on stereotype and ambivalence.

地方大学治安学专业实训教学中的问题与对策

治安学专业是培养高素质、综合型警察人才的专业,具有很强的实践性和经验性,其实践技能的培养尤为重要。通过对地方大学治安学专业实训教学现状的调研,分析了地方大学治安学专业实训中存在的问题及其原因,提出了解决对策,对完善实训教学模式提出了构想,以期提高实训效果,培养合格的治安学专业人才。     

Family Relationships and Family Justice in Europe: Changes and Challenges

The huge diversity in family life and living arrangements across the globe has far‐reaching implications for the ways in which families are supported and family justice is administered. Given the serious concerns about the number of relationships that break down and the potentially detrimental impacts on children and their parents, it is essential to understand the triggers threatening the stability of couple relationships, including the financial stresses caused by the recent global recession and accompanying fiscal austerity. Since family relationships are central to the psychological, emotional, social, and economic well‐being of adults and children everywhere, policy makers and practitioners should collaborate across international boundaries to develop interventions that promote family well‐being, secure the best interests of children, and ensure the conditions and systems in which families can thrive.
