Summary

The Zweig Center for Special Education, based on the heritage and history of kibbutz special education, is a model for the school-university partnership and of the professional development school. This model integrates kibbutz education with special education in a unique way.

Kibbutz education is traditionally non-selective, emphasizing an educating society/environment; the integration of educational factors; the integration of society, studies, and work; active learning; informal methods; autonomy in the children's society; and autonomy of educational staff. These make possible schools as laboratories of community partnerships, training opportunities, and action research that show the varieties of school-university partnership and professional development schools.

民生决策中的公民参与——一个地方乡村治理的新技能与新策略

在乡村治理过程中,应如何提供有效的公共产品和公共服务?事关民生的决策,应以怎样的标准、在什么时候、多大范围、多大程度、以何种方式邀请和吸引公民参与?这是当今基层公共管理者迫切需要深思和回应的问题.浙江省温岭市泽国镇2005年在事关民生的公共基建项目安排上,以协商民主的方式,使公民参与到民生决策中去,为我们提供了一种在本土基层民主政治有了一定基础的情形下,公民参与的新技能与新策略,较好地回答了这一系列的问题.即:事关民生决策时,在所辖社区范围内,对所有公民,通过随机抽样的方式,以设计精良的程序邀请和吸引公民参与.泽国的善治样本带给我们的启示和价值意义在于:通过设计精良的公民参与程序,赋予公民参与民生决策的全过程,从而实现了政府的目标函数与公众的偏好相一致,保证了政府的行动镶嵌于社会之中,创新了协商民主形式,最大化了公共利益.这一地方经验,对于我们更加全面地制定和规划基层民主政治建设的目标与任务极具启示意义.     

公安高等院校大学生思想政治教育应当注重职业道德教育

公安高等院校大学生思想政治教育的重要目标之一,就是培养预备警察具备社会主义事业建设者和接班人所必需的思想道德素质,这内在地蕴涵了对预备警察职业道德素质方面的要求。把职业道德素质的培养作为公安高等院校大学生思想政治教育的重要任务,符合国家对人才素质的期望和毕业生个人职业定向的需要。公安高等院校大学生思想政治教育应在内涵方面注重警察职业道德素质的培养。     

Making innovations work: local government–NGO partnership and collaborative governance in rural Bangladesh

This article reports on a local government–NGO partnership in rural Bangladesh. The findings suggest that BRAC’s Strengthening Local Governance initiative, through partnership with Union Parishads (the lowest tier of the existing local government structure), has been successful in strengthening the governance of Union Parishads by changing the mindsets of Union Parishad officials through building their capacity and mobilising people in the community to become involved in the Union Parishad’s service delivery process. As a result, the service delivery process has been streamlined, corruption reduced, and accountability and transparency increased.     

Planning institutions as gatekeepers in housing production in Lagos,Nigeria

In every phase of housing production, there are certain “gatekeepers” that constrain access to housing resources. This article argues that the activities of physical planning institutions constrain access to residential building permits in Lagos, Nigeria. From May 2013 to May 2014, 7,281 residential structures were served with contravention notices while only 1,380 applications for residential building plans were approved in 2013. This figure is negligible in relation to the population of Lagos and its housing needs. There is therefore a need to review the criteria for granting residential building permits to encourage participation from the informal private sector.

2017年既是美国次贷危机爆发10周年和俄国十月革命胜利100周年,也迎来举世瞩目的中共十九大,世界大发展大变革大调整全面深化。在经济领域,历经近十年的动荡调整,世界经济渐呈清晰复苏态势,但深层结构性问题依然待解。在大国关系与国际安全领域,随着多极化深入发展,大国博弈水涨船高,国际安全风险明显加剧。在社会政治领域,各种社会政治乱象与转型风险进一步凸显。在全球治理领域,既有治理议程艰难推进,多边治理体系亟待升级。     

The challenge of assessing governance in Asian states: Hong Kong in the Worldwide Governance Indicators ranking

As countries in Asia work towards achieving development, the state of governance emerged as a benchmark for them. Assessing governance is an important exercise because a country’s image is influenced by its position in world rankings which plays a role in decisions by the international community regarding aid and trade. The methodology adopted in preparing the Worldwide Governance Indicators (WGI) rankings underlines the preference for some values that are dominant in Western liberal democratic systems. This places Asian states at a disadvantage as other traditional values are ignored in assessing the state of governance. This article examines the methods and criteria of the WGI with reference to the case of Hong Kong. An overview of the critiques of WGI and analysis of the scores awarded to Hong Kong reveal the challenge of assessing governance across countries with the same instrument without taking into consideration the context of the units. The article argues that there is a need for developing alternative criteria for accommodating indigenous institutional structures, processes, and practices to ensure that Asian countries can benefit from the desired values of governance and help overcome the partial picture of governance that emerges in the WGI.     

A rise of state activism in a competitive industry: The case of Russian retail trade law of 2009

The paper is aimed at exploring the Russian state return to the highly competitive industry of retail trade by adopting restrictive industry-specific legislation in 2009. We reveal a new precedent model of governance using the liberal rhetoric of the competition protection to justify intervention in interfirm contractual relations. We use survey data collected from 843 retailers and suppliers in 2013 to demonstrate that the new legislation had not achieved the proclaimed goals. The paper concludes that instead of market facilitation, the new state activism leads to the further suppression of business and the subversion of antimonopoly policy.
