文件鉴定人员质量控制内容比较及启示

文件鉴定作为一项重要的司法鉴定活动，其鉴定意见作为证据被广泛地应用在诉讼阶段，同时，文件鉴定意见作为证据使用的风险也不容忽视。为了提供高质量的鉴定意见，文件鉴定专业的质量控制就显得尤为重要。特别是其学科较大地依赖于文件鉴定人的技术、经验、能力等背景，质量控制更应该侧重于对从业人员的质量管理。本文在调研国内外关于文件鉴定质量控制相关标准规范的基础上，在从业人员的资格审查、培训制度、考核制度等方面进行对比分析，从中发掘有益的启示，旨在为我国文件鉴定从业人员质量控制的建设和发展提供借鉴。

Audience,Purpose, and Civic Engagement: A Reassessment of Writing Instruction in Political Science

In the present study I examine meaning-making as an integral aspect of successful writing assignments in political science. Results of a semester-long quasi-experimental pilot study show that meaning-making writing tasks help students in Introduction to American Politics courses become more politically engaged through the inculcation of civic skills.

Champions of the poor or “militant fighters for a better pay cheque”? Teacher unionism in Mexico and South Africa, 1979–2013

There are some fascinating historical parallels between Mexico’s giant teacher union, the Mexican National Education Union, and the South African Democratic Teachers Union. Although both teacher unions played an important role in challenging political oligarchies at certain points in their history, they became increasingly protectionist. Through their close affiliation to ruling parties, they were able to wield substantial political influence. In both of these cases, the unions played a controversial role in preventing central government surveillance and intervention in schools. Arguably, this often allowed not only for corruption in appointments and promotions, but also the protection of negligent teachers. There is some evidence to suggest that in protecting their sectional interests, both unions have frequently alienated parents and students at the community level. This paper addresses broader debates about the impact of powerful teacher unions on the quality of public schooling.     

From Politics to Performance: How Perceived Support Matters for Public Organizations

Research on support for educational institutions has ebbed and flowed with much of the focus directed toward internal mechanisms including teachers, administrators, and staff. This study stresses the importance of support from external environments and tests its influence on student achievement. Using panel data from over 1000 public schools, empirical results suggest that support increases test scores and daily attendance. The findings encourage scholars to consider the politics of educational environments and delve deeper into the consequences of external drivers for the performance of public schools.     

An exploration of the financial practices of tribal communities in Jhabua,India

Tribal communities of India have been facing financial challenges for many years, and these have increased alongside commercialisation led by industrialisation. The major reason for this is that tribal communities are neglected by the state, which has had a negative impact on their livelihoods and financial status. The state has made some attempts to promote these communities, but these have been unsuccessful. Against this background, this article explores the financial practices of tribal communities in Jhabua district of Madhya Pradesh, India and presents a microfinance model which could be suitable in the Jhabua context.     

"Dangerous" Sexual Consciousness: A Reflection on the Sex Education for Disabled Institutionalized Children in China

This ethnographic study investigates how childcare workers view and react to behaviors of disabled institutionalized children which they consider sexual in a Chinese orphanage. Presuming them primarily as “asexual” or “sexually immature” subjects based on a biomedical understanding of disability and childhood, the childcare workers are anxious to find signs of sexual consciousness in some of these children. Labelled as either “dangerous” or “abnormal”, the sexually conscious candidates are subject to physical punishment and denied access to sex information. In spite of this, they continue to have sexual feelings and engage in sexual behaviors, and some may even develop specific strategies to fulfill their own needs. The interactions between childcare workers and disabled children exemplify the tensions between a disapproving environment for sexual and the sexual agency of disabled people in China. The findings may have wide policy implications for the state, as well as organizations of children’s rights and disability rights, to promote ideas and measures that enable disabled institutionalized children to develop into sexually expressive and fulfilled persons.     

中国高等教育顾客满意度指数模型的构建

办人民满意的教育是我国高等教育的宗旨,对高等教育质量进行评估是受教育者的权利.根据我国高等学校的具体情况,在借鉴美国顾客满意度指数模型(ACSI)的基础上,尝试建立了由高校形象、顾客期望、感知质量、顾客满意、顾客忠诚和顾客信任等结构变量构成的中国高等教育顾客满意度指数模型(CHE-CSI).依据顾客满意度测量理论,设计了包括自我发展、专业课程设置、教师队伍、教学质量、图书馆、文娱活动和校园服务等质量因子和通行的满意度测量因子的指标体系,并编制了相应的问卷.总量表信度达到0.8999.因子分析表明,学生对高校教育质量的感知主要包括教学质量和校园服务两个方面.利用结构方程分析软件LISREL8.7对沈阳市六所高校的596名学生样本数据进行了模型验证分析.各项拟合系数均表明数据与模型拟合良好,其中RMSEA达到0.064.

音乐教育在儒家的成德之教中始终占据重要地位.本文上篇通过王阳明乐论的个案研究,初步考察了"美"与"善"的关联及其在以美的教育实现善的教育的目的中的思想意义.下篇通过对王阳明<训蒙大意示教读刘伯颂等>文献的考察与诠释,说明了音乐教育在儿童教育中的特殊意义.
