From Reset to Restart: The US-Russia Cyclical Relationship in the Post-Cold War Era

ABSTRACT

After a quarter of a century of oscillating relations between Washington and Moscow, Trump’s 2017 National Security Strategy named Russia as one of the main challengers to the US-led order. Power transition theory is used to explain the alternating cooperative and competitive phases during each of the first three post-Cold War US presidencies: first, initial attempts at cooperation are driven by US willingness to integrate its former rival into the liberal order; then, regression into competition follows as Washington’s influence rises in territories that Moscow considers sensitive for its national security.     

Municipal population size and the benefits of inter-municipal cooperation: panel data evidence from Japan

ABSTRACT

Intermunicipal cooperation (IMC) facilitates efficient public service delivery. This study measures how the benefits municipalities gain through IMC differ according to municipal population size and service provision type. Focusing on public health and fire protection services, this study employs panel data regression for 1,706 Japanese municipalities over a five-year period, 2012–2017. This study has several major findings. First, an increase in the IMC spending ratio reduces public spending in both the studied services. Second, the marginal effect of IMC varies depending on the size of the municipal population. More specifically, the marginal effect of IMC on public health has a narrow confidence interval with a wide ranging population scale, while the marginal effect of IMC on fire protection produces negative values for only 151 municipalities due to extensive standard error. These findings can help municipalities take advantage of IMC to improve public service delivery.     

Is it Population or Personnel? The Effects of Diversity on Immigration Policy Implementation by Sheriff Offices

Abstract

The federal-local cooperative immigration removal program Secure Communities (S-Comm) has resulted in wide variation into how aggressively national interior immigration policy has been implemented locally. Some communities have removed thousands, but others have removed few if any. Community composition explains much of the variation, but representative bureaucracy tells us agency diversity also influences implementation. Focusing on county sheriff offices, a vital local partner in S-Comm, this study finds that agency personnel diversity (specifically, offices with larger percentages of Hispanics and African Americans) produce fewer removals and submissions to ICE for immigration background checks. Other agency-specific factors are also important. Both the agency’s total budget and whether it has a 287(g) agreement with federal immigration authorities increase removals. Despite recent efforts to blur the distinction between immigration and criminal justice policy, this study finds no relationship between local removals and local crime.     

Inclusive partners? Internationalising South Korea’s chaebol through corporate social responsibility-linked development cooperation

Abstract

In recent years, non-traditional or ‘emerging’ donors such as South Korea have organised their development cooperation models in a manner that seeks to complement the capacities of the private sector by extending the overseas activities of domestic businesses. To better understand this process, this article examines the role of South Korea’s large, family-led conglomerates (chaebol) in its growing international development sector. In particular, we focus on how the concept of corporate social responsibility (CSR) has been used to link the role of its large, and frequently scandal-ridden, private companies to international development, and, by extension, how it has helped to internationalise state–business networks long associated with the Korean developmental state. We examine two strategies through which this has been carried out. The first is by extending the logic of creating shared value (CSV, a derivative of CSR) to aid and infrastructure projects in which chaebol and other state-linked businesses have participated. The second is by directly embedding CSR-based aid initiatives in the value chains of the specific chaebol themselves.     

从法律经济学的角度看专利制度的利弊——兼谈我国《专利法》的修订

现代专利法均毫无保留地肯定专利制度对经济发展的积极促进作用,但是,经济学家却对专利制度总体上的成本与效益众说纷纭。多数学者怀疑甚至否认专利制度的经济效益可能大于其经济成本。经济学研究成果表明专利制度会引起的巨大经济成本,该成本可能超出专利制度潜在的经济效益。因此,各国专利法应在保护专利权和公共利益之间达成一种平衡,从而减少专利制度的成本。我国的专利法过于强调专利制度的积极作用,对该制度的潜在消极影响估计不足,有待于进一步修订。
