中国与阿拉伯国家生态环境领域合作研究——兼论防沙治沙合作与技术输出

中国与阿拉伯国家在科技与生态环境合作是近些年乃至未来中阿经贸合作凸显的一个新领域,双方合作潜力巨大,合作领域广泛,合作意义深远.     

扩大中阿经贸合作领域的新起点

中阿经贸论坛作为宁夏实施内陆开放战略的突破口和重要着力点,掀开了宁夏历史上举办国际性常设论坛与会展的崭新一页。作为中阿经贸论坛永久举办地,宁夏将更高频率地进入世界的视野,更深层次地融入世界的发展,有利于充分利用两个市场、两种资源,推动宁夏在新的起点上、更广阔的空间里、更大的平台上,更广泛地参与国际国内经贸交流合作。

广西、海南、浙江三省(区)在对外开放合作型人才建设方面逐步形成了一些好做法、好经验,为宁夏中阿人才建设提供了有益启示。宁夏中阿人才建设在中长期需要处理好八大关系,培养和吸引各类人才,最终为中阿经贸合作和宁夏的跨越发展提供智力支撑。     

Militares Empresarios: Approaches to Studying the Military as an Economic Actor

In the twentieth century, Latin American militaries developed economic industries, organised businesses, and provided security and development assistance in lieu of the state. Despite shifts to democracy and the market, the military remains an economic actor in many countries in the region. This article seeks to open debate and suggest ways to approach the subject theoretically. It examines the concept of military entrepreneurs and scholarship on the topic, and then suggests how three approaches from the domain of comparative politics – rational, structural and cultural – can be useful to develop theoretical frameworks for studying the military's role in the economy.     

Subnational Regionalisation in Argentina: The Effects of Subjective Interdependence and the Relationships between Actors on Intermunicipal Cooperation

This article studies the networks of intermunicipal cooperation that occur through a process of subnational regionalization. It analyses data from two Regional Communities in the Province of Córdoba, Argentina. The results show that interlocal subjective interdependence and strong relationships between actors, results in greater inter‐municipal cooperation Furthermore, the results of the analysis suggest that interpersonal trust does not necessarily result in institutional coordination. While the local political parties are not a significant variable in this study, geographic distance does seem to play a role in the larger process of intergovernmental coordination.     

试论中国特色社会主义的民生经济观

重视民生问题是中国共产党指导思想的必然要求,是社会主义国家执政理念的本质内涵,成为检验党和政府路线、方针、政策成败的根本。科学发展观对民生提高的深切关注,创造了一整套的民生理论和民生实践,标志着中国特色社会主义的最新和最大创造。中国特色社会主义的民生经济观,具有全面体现科学发展的崭新性能和时代特征;同历史上的诸多民生追求和主张具有本质区別;形成进一步实现经济社会科学发展的路径体系,已经深深地融入到党的执政思想和治国方略之中。     

研究经济理论和破解经济难题必须从生产方式入手

当前,经济理论界负有两大社会责任：一方面,从理论上说明我国现阶段社会形态的历史定位和全部社会经济关系的性质,为改革提供更加科学的理论依据;另一方面,从理论上揭示我国面临的诸如贫富悬殊、民生难题、经济失衡、蕴含危机等问题的经济根源,为解决问题提供正确的思路。但是,研究经济理论和破解经济难题必须有科学的思维方式,必须从生产方式入手。＂生产方式＂是政治经济学的核心范畴和首要研究对象。为此,经济学界必须改变忽视和贬低生产方式范畴的传统偏见。     

适应形势发展推进和深化中国特色政党制度理论研究

新世纪新阶段,中国特色政党制度的建设和发展面临着新的形势和新的课题。适应形势发展的要求,回顾中国共产党与各民主党派和无党派人士团结合作的历程,研究中国共产党领导的多党合作和政治协商制度的功能和价值,探讨多党合作理论和实践中的热点、重点和难点问题,有利于推进和深化中国特色政党制度理论研究,不断推进多党合作事业的发展。
