我国社会救助发展源远流长,已形成以基本生活救助为核心,以专项救助与临时救助为主体的具有中国特色的社会救助法律体系。但从当前社会救助立法理论研究和实践运行来看,我国社会救助存在立法层次低、标准不科学、救助方式过于单一等问题。2020年是我国脱贫攻坚和全面建成小康社会的决胜之年,在新的历史时期,我们要更新救助理念,提升立法层次,设计科学的社会救助标准,逐步提升救助水平,发展建立多元化救助方式,利用现代化科技手段,理顺社会救助管理体系,提升管理效果。  相似文献

随着我国改革开放的不断深入和对外交往的日趋频繁,来华外国人人数逐年递增,现行“二级机构、三级管理”的属地管理模式不足的方面显现出来。公安机关对境外人员管理上出现了一些漏洞,甚至构成安全隐患。要构建和谐社会,应强化对社区境外人员的有效管理。要善用社会资源,强化指导性功能,完善法律和体制,依托科学技术,探索境外人员管理新模式。  相似文献

We conducted a content analysis of presentations on women, crime, and criminal justice at the annual meetings of the American Society of Criminology from 1999 through 2008 to determine not only the range of topics that were presented on women and crime but also who made the presentations. By focusing on presentations of research on women, crime, and criminal justice, we attempt to determine whether these areas are more or less likely to be recognized, explored, and discussed. Findings suggest that (a) the issues of women, crime, and criminal justice were included in 16.13 percent of American Society of Criminology conference presentations during the period of study, and the annual percentage of presentations on these topic areas has remained constant; (b) although there is a wide array of topics in the presentations on women and crime, the most frequently addressed topics and rarely addressed topics are constant over the years; and (c) presentations on and about gender issues have been conducted primarily by female scholars.  相似文献

The classic studies of the authoritarian personality imply that free‐and‐just societies would need a different kind of personality. Social structure and personality are interdependent. The whole is greater than the sum of the parts but the nature of the parts is not irrelevant. Without a truly utopian world, we have to guess at what such personalities would look like—an important, often neglected insight of Marx. So we look for hints in a less‐than‐perfect world. Towards that end novelists have offered, intentionally and unintentionally, certain indices or codes of the kind of personality necessary for a just world. Kazantzakis’ Zorba is one such hint, as seen in his autonomy, manifested most importantly in his anti‐nationalism. In Zorba we see that community is possible where he has become “free” (rejection of nationalism, etc.); it is not possible where he is not “free” (vis‐à‐vis women). The paradox is that the just society needs autonomous personalities. Crudely put, real human community might require personalities who do not need it.  相似文献

Abstract

This article describes the organizational and operational aspects of diplomacy's interplay with the news media in Britain. It examines the media's role as a source of information for ministers, officials, and the wider public; the media's effect on official and unofficial thinking; the media's roles in interdepartmental coordination and during international negotiations; and the uses of the media by the government as channels to mold public attitudes at home and abroad. It concludes by considering the implications of advancements in media technology, and greater public interest in international affairs, for media diplomacy.  相似文献

This paper presents a framework of the interdependence of various sectors of society and then investigates the development and current status of the civil society sector, specifically the growth of NGOs in South Korea. Recent years have witnessed an increase in public awareness where civil societies have begun challenging states in addressing public issues. The directive state intervention following the Korean War disallowed for a strong civil society, thus restraining the development of significant non-state actors. The 1987 Democratization Movement marked an increase in the activity of NGOs and also the provision of a pathway for citizens to begin engaging in social activity. The repressive apparatus of the state has weakened allowing Korean NGOs to mature in dealing with diverse social issues in the public domain. They have extended the scope of policy-related activities to ensure an environment conducive to the enlargement of public space and the expansion of citizens’ rights. The results of this study indicate that the growth of NGOs is both the result of the demise of authoritarian regimes and further stimulus to the transition solidifying democracy. The challenges for Korean NGOs will be to ply strategic roles as partners of the state in the transitional period.  相似文献
