The case for ‘face-time’ in a computer-mediated global economy

Abstract

The structuring of marketing and communication management within key organisations in South Africa is changing. These changes are affecting the relationship between marketing and communication practitioners, as well as the key tasks they are responsible for within the organisation. Globally, companies are downsizing, restructuring and eliminating hierarchy. This article investigates how key South African companies have responded to these changes, by looking at how the marketing and communication functions are structured within the organisation. Marketing and communication managers from top South African companies were interviewed telephonically. Findings from the study indicate that the two functions are progressively moving towards an integrated approach. However, a commonly agreed organisational structure is still not pervasive. Each organisation structured the marketing and communication functions differently, and various perspectives existed on the key tasks of both marketing and communication managers. From these findings, it is evident that the relationship between marketing and communication, as well as the role and tasks of marketing and communication managers, is still very diverse in the South African context.     

Media-usage patterns and political knowledge of NWU students: The 2009 election

Abstract

One of the central elements in a sustainable democracy is an informed and independent voters’ corps who is knowledgeable regarding democratic values and the policies of different parties, and who participates in democracy. The literature suggests that voters who are more heavy media users are also more politically knowledgeable. It follows that the media have an important informational role in a democracy. Against this background, the media usage patterns, media usage perceptions and political knowledge of the students of the North-West University on the Potchefstroom, Mafikeng and Vaal Triangle campuses were investigated during May 2009. This was done in the form of a quantitative survey that allowed students to report their real perceptions, experiences and knowledge levels. Questionnaires were administered in a self-administered style to avoid interviewer bias and to increase truthful self-reporting. Trained field workers used certain guidelines to ensure that the sample was representative of NWU students. The study found that students on all three campuses had poor levels of political knowledge. It was furthermore established that they were light users of media and did not often engage in political discussions with peers. On all three campuses, for political information television was the preferred medium, followed by radio. Although there were only weak correlations, it would seem that the students who were heavier users of media, were also more politically knowledgeable.

论行政执法检察监督范围、方式与权力边界

在社会转型、法治初创的社情下,由于种种原因,检察机关的行政法律监督较为薄弱,在一定程度上存在法律监督空位和监督不力的状况。这种＂缺位＂现象主要体现在行政执法监督的范围、方式以及权力行使边界等基础的检察监督理论尚未形成统一认识和可行性监督路径。检察机关的行政执法监督的范围应界定为＂具体行政行为的合法性＂。行政执法监督权方式可划分为检察监督侦查权、检察监督诉权、检察监督建议权三类。行政执法监督的权力边界,即行政执法监督权的行使应坚持谦仰原则和＂刑事先理＂原则,形成内外结合的权力制约机制和＂被动申请为主、主动介入为辅＂的权力启动机制。

涉自贸区行政诉讼被告资格制度是上海自贸区司法制度中的重要组成部分。涉自贸区行政诉讼被告具有复杂性、多样性和创新性三个特征。传统意义上将行政主体资格与行政诉讼被告相等同的范式在当下受到了越来越多的挑战,同样体现在涉自贸区行政诉讼中。建设上海自贸区本身是在全面深化改革的时代背景下的制度创新,为此必须对涉自贸区行政诉讼被告资格制度进行大胆改革。笔者认为涉自贸区行政诉讼被告资格的认定应当在坚持司法便民、司法效率和救济有效三个原则的前提下,有选择的借鉴国外的先进经验,综合运用行为标准、权力标准以及公务标准等多重标准,在各种具体情形下分别准确认定。
