This article uses public documents and first-hand accounts of late 19th and early 20th centuries child life to examine attempts by public policymakers in the United States and New Zealand to change the quality of rural child life in those countries through compulsory schooling and other related measures. These attempts, however, largely failed due to the demands of the farming economy and the unwillingness of public officials to go to extraordinary lengths on behalf of farm children, as opposed to urban children. Rural children's lives would be changed, not by policy, but by technological developments and the vagaries of the farm economy. 相似文献

This paper argues that while quotas can quite easily be used rapidly to address the problem of insufficient numbers of women in representative political institutions, effective representation requires us to pay attention to far more than merely the numbers of women present. This article suggests that, in particular, we need to look at which kinds of women are made present by quotas, how these women gain office and what they do once they are there. Using the South African example as a case in point, the paper suggests that where women become representatives through mechanisms controlled by party political hierarchies rather than by way of more broad-based political processes reflecting real social change, quotas can act to legitimate and perpetuate women's actual absence of power rather than being an effective remedy. 相似文献

In 2007 British Prime Minister Gordon Brown agreed that House of Commons committees should start holding pre-appointment hearings for key public appointments. This was initially welcomed by MPs, who viewed it as an important step towards limiting executive power and strengthening the role of parliament. However, following the appointment of the Children's Commissioner against the advice of the relevant select committee, many MPs became disillusioned with the hearings. Based on extensive interviews with those involved in the appointments process, this article argues that while committees may lack formal veto power over appointments, they do have considerable influence. Most candidates said they would not have taken up their appointment against the advice of the select committee. So pre-appointment hearings should not be dismissed as pointless, but rather seen as an important mechanism through which committees can exert influence over public appointments. This tells us two important things about the powers of legislatures. First, it confirms that legislative influence is far more subtle than the simple exercise of veto powers, as scholars have long noted. But second, it also demonstrates that even the most central actors in the process (the MPs) may not appreciate this fact. 相似文献

Nigeria is an emerging strategic partner of China. This may at first glance appear to have some important implications for the United States, which has long seen Nigeria as a significant player in the region and has often cast Nigeria as an ally of some import on the continent. However, when examining Sino–Nigerian ties in the context of the United States, the hyperbole about China's role needs to be tamed. Washington, DC does not seem overly concerned by China's rising influence in the country. Though US ties with Abuja are robust, its economic interest in Nigeria is declining and is not threatened by Chinese activities. 相似文献

Abstract The process by which diverse ethnic groups from around the world blended into a unique civilization called the United States of America has provided insight into how mass immigration impacts on the development of human societies. This study explored the economic, educational, and social integration of a group of 409 first generation West Indian immigrants into the fabric of the society in New York City. It used the self-reports of those who were born and had worked in the West Indies, and had migrated and lived for several years in New York. The survey asked about their economic and educational status in the West Indies, compared with their current socio-economic profile, in order to determine the degree and quality of their social mobility. The criterion variables economic integration and experiencing problems of living in the United States of America were associated with nine input factors: age, citizenship, education, gender, income, length of residence, marital status, occupation, and reason for migrating to the United States. 相似文献

The European Union has low expectations for the international climate regime after 2012, when the Kyoto Protocol effectively expires. The United States is not thought likely to sign up to new binding international commitments, whereas EU countries have experienced unexpected difficulties in implementing existing commitments. As a consequence, the European Union may be prepared to settle for a surprisingly weak follow-up to the Kyoto Protocol. At the same time, the European Union will pursue bilateral and regional climate agreements with like-minded countries, parallel to the UN framework and possibly independently of it. Collectively, such agreements could produce an international climate regime that is more robust than what could be agreed at the consensus-based UN level. Nevertheless, the European Union will continue to support the UN process as the only legitimate forum for international negotiations on climate change. 相似文献

The study is based on a three-wave panel survey of a representative national sample of Russians, conducted between 1996 and 2000. Regional powers such as China, India, Russia, and to a lesser degree Brazil and South Africa, now occupy a significant role on the world stage. The United States, while still enjoying superpower status, has taken note. At the same time, the transnational nature of the challenges facing the world will require multilateral and bilateral co-operation perhaps unprecedented in modern history. How will the United States respond to these new requisites within the context of this changed world? While it is too early to assess the Obama administration's foreign policy substantively, it looks to be adopting an approach emphasising the building of consensus and multilateralism in its international engagement. Moreover, there is reason to expect that it will actively seek a more constructive set of relationships with regional powers. United States domestic political constraints may yet hamper Obama in this new approach, as might the type of response the new administration receives from old and new powers to its overtures. With governments around the world needing to attract talented professionals, this exploratory, cross-cultural research analyzes career values of 384 MPA and MPP students at major universities in the capitals of China, Malaysia and the United States. Malaysians and Americans structured 23 goals along dimensions that contrasted sharply to those of the Chinese. Moreover, Malaysians and Americans cared more about self-actualization and less about co-worker comradeship than did the Chinese. All three groups prioritized elements of altruism and affluence. Segmentation analysis uncovered six distinct subgroups (Acheivers, Altruistic Analysts, Administrators, Altruistic Affluents, Acquiescents, and Apathetics) with their distributions varying by country. 相似文献
