我国海上犯罪体系亟需健全与完善

我国海上犯罪体系指由国际刑法规范和我国刑法规范所调整的各种具体涉海犯罪构成的统一体。我国现行海上犯罪体系存在诸多缺陷和不足,难以适应我国实施海洋发展战略、履行国际条约义务和维护我国海洋权益之需要,亟需健全与完善。

经济结构调整是经济发展的重要基础.社会主义市场经济体系的不断完善和经济全球化的趋势,要求我们加快经济结构调整步伐.我们要调整农业的种植品种结构,推进农业产业化进程.加快工业的改组改造,发展高新技术产业.加快城市化建设步伐,努力实施西部大开发战略,继续调整和完善所有制结构.     

西方个人主义价值观研究

个人主义是近代西方社会的主流价值观,它包含两个层面的内容在个人层面上经历了人道主义、利己主义和功利主义、自由主义三个阶段,在国家层面上经历了资本主义、殖民主义、帝国主义和法西斯主义与霸权主义.个人主义具有平民性、自由性、民主性、侵略性等本质特征和非本质特征.     

Conflicts of customary land tenure in rural Africa: is large-scale land acquisition a driver of ‘institutional innovation’?

This study combines legal and anthropological approaches to investigate how the establishment of a large-scale biofuel agro-industry is reinterpreting and potentially transforming customary institutional arrangements in rural Sierra Leone. The contractual relationships established between land acquirers and local authorities can be seen as an ‘institutional innovation’ that aims at interpreting and overcoming the limits of the national land regime. However, by formalizing customary land tenure structures through land registration, such innovations are exacerbating pre-existing social inequalities. We identified four categories of resulting conflicts: interlineage, intervillage, interfamily and intergenerational conflicts. Taken together, these conflicts question the current land-based sociopolitical structures of rural Sierra Leone and could be drivers of societal change.     

实施社区和农村警务战略的难点与对策

实施社区和农村警务战略,是公安机关主动适应新形势新任务的要求,立足自身实际,不断增强自身战斗力的重要举措,但是在实践中,存在认识不足、公安决策和公安管理体制滞后、群众参与不够、民警素质有待于进一步提高等诸多问题。对此,应采取建立服务群众的工作机制,改革现行的公安管理体制和公安决策运行机制,加大对民警的培训力度,充分整合社会资源等对策。     

中国农业立法体系研究——社会主义新农村建设的一种法治视角

我国正在进行社会主义新农村建设,为发展农业经济,需要从农业产业自身的特点出发,依法治农,完善农业立法体系.从农业发展的自身规律出发,概括论述农业立法体系的基本体系,从纵向看中国农业立法分为5个层次,从横向看主要涵盖17个领域.     

Crises and unpredictability in developing countries

Developing countries have suffered most of the financial crises in the context of the process of economic and financial globalisation. Both current and previous crises have revealed that unpredictability is a feature common to all the episodes which occurred during the process of globalisation. Although certain alarms went off, any of those external financial crises were actually predicted by the advanced methods in use for prediction and country risk analysis. Taking into consideration the information above, the aim of this paper is to check the ability to foresee external financial crises in developing countries of both the country risk index published by Euromoney and the Credit Ratings variable included therein. We have focused on the external financial crises that took place between 1992 and 2011, that is, in a full globalisation era. The results are negative. It appears that neither the index nor the sovereign ratings are able to reflect early enough the vulnerabilities that arise previously to the setting off the crisis episodes. This leads us to conclude that the existing models of country risk have limits. Thus, it would necessary to develop new instruments to measure this risk, considering uncertainty as an essential feature of the current economic and financial environment.
