天津市犯罪人刑期的群体异同分析

由于不同社会群体的文化特质、生活方式、社会认知水平等方面的差异,其犯罪行为具有群体上的倾向性,并有可能在群体的刑期上显现出异同。分析结果表明,不同职业、不同婚姻状况、不同文化程度及不同省籍犯罪人的刑期之间存在显著差异,而不同犯罪年龄、性别以及城市居民与外来犯罪者之间,其刑期的差异并不明显,具有刑期上的“相似性”。     

论高危人群管控系统建设

下岗失业人群、外来流动人群是我国的两类高危人群。高危人群引发了大量的治安问题,我们应当加强高危人群管控系统建设,重点建立网上源头信息管理机制、网上作战机制,网上管制机制,全面提升信息化应用水平。     

西北少数民族地区地方政府民主化与公民参与

政府民主化是指政府通过各种方式吸收公民参与政策制定,因而也可以说是政府自身重建的过程,即从精英化管理走向精英化管理与大众化管理相结合的政治状态的过程。西北少数民族地区地方政府在民主化过程中在观念、具体操作办法上取得了很多经验,也存在不少问题。     

The Israeli criminal justice system in action—Is justice administered differentially?

This study focuses on two major junctures in the Israeli criminal justice system, the preadjudication stage and the trial stage. The data are gathered from records accumulated during the period 1980 through 1992. For each year between 1980 and 1992, a random sample of 3637 persons, who had their first police contact that year, was drawn from the computerized central file at Israeli Police Headquarters. A total of 40,007 individuals, with a total of 97,000 records, constituted the study population. The results identify which criminal records were most likely to be terminated prior to adjudication and which records, once adjudicated, were most likely to conclude in conviction. Major emphasis was placed on the issue of nationality—being an Arab or a Jew—while the effect of other variables, such as the type of offense and the time period, were controlled. The criminal justice system was found to be less discriminating at the early stages of the criminal process, but as the offender moved along the process, the chances that nationality would play an important part increased. Assimilation and intermarriage for U.S. immigrant groups, 1880–1990

Marriage outside one's ethnic or racial group constitutes the ultimate test of assimilation. In this research, we offer a new test of theories of assimilation by examining the choice of marriage partners among Mexican Americans, several European immigrant groups, and natives. Data from the 1880 to 1990 Integrated Public Use Microdata Samples (IPUMS) are employed, augmented by additional identification procedures developed for the Hispanic population. Assimilation measured by intermarriage rates varies by ethnic origin with striking affinity in historical patterns for Italians and Mexicans. Density and location of ethnic settlement, sex ratios, and generational mix played a role. Continued immigration marks certain groups, such as Mexicans, as structurally distinct.

边境民族旅游景区治安管理难点与对策研究——以云南西双版纳旅游景区为例

在中国—东盟自由贸易区建设,以及泛珠区域合作的推进和云南旅游二次创业的过程中,西双版纳旅游业蓬勃发展。但是旅游治安管理工作中的一些困难和问题突出。对策:1.严厉整顿和规范旅游市场经济秩序;2.加强教育和监管;3.构建完善、科学的旅游景区(点)治安防控体系;4.实现管理与服务的统一;等。     

新安全观视角下新疆地区恐怖主义活动及对策

上个世纪七十年代以来,新安全观的研究已使人们对安全的认识产生了质的飞跃,人们开始了真正意义上的安全研究。安全的对象到底是国家还是包含更广泛的主体等一系列问题相继被提出,主张扩大安全概念范畴和用建构主义进行安全分析的哥本哈根学派①应运而生。我国新疆恐怖主义活动使中国也在一定程度上面临着现实的恐怖主义威胁,对其进行分析研究并提出对策是保持国家稳定的当务之急。     

一百年来马来西亚华社所走过的道路

100年来,马来西亚华社经历巨大的变革,从一个殖民地的移民社会蜕变为一个独立国家的重要组成部份;从一个保守和内向的移民社会蜕变为一个现代化速变的地球村。本文从历史角度来考察这种变革的动力和方向,并认为:马来西亚华社应该走的方向,就是在马来西亚的框架下,加深政治与经济的融合,但保持华文教育及华族文化的特色。
