当前我国高学历人员犯罪呈现逐年增长的趋势，高学历人员犯罪低龄化趋势明显，且多以实施职务性犯罪和侵财性犯罪为主，高学历犯罪人员多为无业人员、外来人员，高学历犯罪人员中累犯的比例较小。高学历人员犯罪是高校扩招的影响、监督制约机制不完善、部分高学历人员意志薄弱、法制观念淡薄等因素造成的，应采取相应的预防对策。

外国法律史学科特殊的研究领域和观察视角，使它的发展与法学其他学科相比，在更大程度上反映了我国现代化进程中观念变革和对外开放的程度。从新中国建立到此后相当长的一段时期，外国法律史研究被赋予了浓厚的政治和意识形态色彩。上世纪70年代末期以来，外国法律史学科获得了突破性发展。外国法律史学科在研究方法、研究思路、观察视角、话语系统等方面应该具有区别于其他学科和法学部门法的特质，注重学科的法律专业化特征的塑造和独立学术品格的养成。     

The Crystal Curtain: A Postscript on Europe’s North-South Divide

The European Union’s sovereign debt and banking crisis has made apparent a gnawing gap between the northern and southern parts of Europe. Over the course of this past half decade, this divide has been brought into the public debate through a myriad of perspectives, from social trust to competitiveness. Yet, the governance sources of the divide are underestimated in policy practices and misrepresented in the political discourse. A governance approach can help clarify why the pursuit of convergence underpinning EU crisis-resolution mechanisms has become a contributing factor, rather than a prospective solution to the North-South gap. In doing so, governance also forms the basis for recommendations to policymakers in both halves of the continent, especially when confronted with the challenge of populist Euroscepticism.

Academic Inventiveness and Entrepreneurship: On the Importance of Start-up Companies in Commercializing Academic Patents

This article presents research that places the academic start-up phenomenon in the broader technology transfer context. Drawing on data on Finnish academic inventions, the paper illustrates that a considerable share of university-related patents are utilized in start up companies but that still most academic patents are utilized in established and predominantly large firms. Differences in utilization patterns are explored for different fields of science and technology.

改革开放以来，公安学术期刊队伍不断发展壮大，对公安工作起着积极的指导和推动作用，促进了公安理论研究水平的不断提高。但是，公安学术期刊的大众化和实践性问题一直困扰着我们。要解决好这个问题，必须明确三点：1.公安学术期刊的界定；2.大众化是提高公安队伍理论水平的关键；3.实践性是新世纪公安工作对公安学术期刊的必然要求。

本文对2008及2009年英国、美国、澳大利亚和联合国出版的几十种国际社科期刊的目录页进行分析,提出中文社科期刊目录页英译应遵循信息传递原则、要素规范原则和语言地道原则。在分析目前我国部分社科期刊英文目录页存在的主要问题和问题症结所在的同时,呼吁译者应增强使命感和责任意识,提高翻译质量,使中国社科期刊英文目录页真正成为对外学术交流的窗口之一。     

Protection and conservation--TRIPs and CBD: a way forward

Legal context: There is a complex relationship and interplay between TRIPsand CBD, two multilateral agreements adopted to attain inherentlydistinctive objectives. Key points: The CBD/TRIPs issue has been discussed in the WTO since 1996in the Committee on Trade and Environment, and has been on theagenda of the TRIPs Council since 1999. At the WTO Doha MinisterialMeeting in 2001, a Trade Minister made reference to the issuein paragraphs 12 and 19, instructing the Council for TRIPs tolook into the relations between TRIPs and CBD. The discussionin the TRIPs Council has gone into considerable detail witha number of ideas and various proposals have been mooted todeal with the same. Practical significance: This paper attempts to discuss and analyse the areas of possibleconflict and reasons for such conflicts. It also seeks to gainan insight into the thought-process of the various stakeholders,then discusses alternative courses of action, and attempts tochart the way forward.     

U.S. and East Asian Integration

the U.S. is directly impacting on the future of the East Asian community. Therefore, finding ways to get along with the U.S. is crucial to the speed, direction, configuration and character of the East Asian community. In this paper, the author has analyzed the interests of the United States in East Asia and its stands towards the East Asian integration. The author concludes that it is to the interest of the United States to make more efforts to further join in the East Asian integration. And East Asia should accept and welcome the American participation.
