高校图书馆过刊实行计算机管理的重要性在于 :可以方便读者查询与索取资料 ;有利于图书馆员进行过刊科学管理 ;有利于实现文献资源共享。过刊实行计算机管理的主要步骤是 :(1)进行过刊的科学排架 ;(2 )做好硬件与软件的选择 ;(3)建立过刊数据库 ;(4 )实现过刊数据库的网络化     

程序正义理论的再梳理:从《正义论》到《政治自由主义》——遵循罗尔斯思想发展的轨迹

在1971年出版的<正义论>里,罗尔斯将程序正义分为:完善的程序正义、不完善的程序正义、纯粹的程序正义;并认为:纯粹的程序正义决定了结果的实体正义.在学术界,罗尔斯的程序正义理论产生了涟漪:赞同观点和反对主张同时存在.作为自身学术思想的发展,在1993年出版的<政治自由主义>里,罗尔斯修订了其在<正义论>里的观点,认为:程序正义的正义性,部分依赖结果的实体正义性.学术思想的修正,并不代表罗尔斯对程序正义理论的放弃,而是加强了程序正义理论的现实实践基石.     

试论近30年中国学术翻译的形态嬗变

1980年代末开始,述评性学术翻译应运而生,以弥补移植性翻译的三种局限:难以应对文化背景的未及性,移植性翻译与学术研究之间的某种内在紧张,移植性译者缺乏消极自由.如果从解构主义路径突破这些局限,容易否定平等对话和重叠共识,导致话语霸权.基于构述法的述评性翻译有助于厘清翻译内容的文化语境,赋予翻译者更大的、合法的言说自由,发挥研究与翻译的双重价值.     

The Impact of Political Change on the State of Academia Including Academic Freedom in the Arab World: Libya as a Case Study

ABSTRACT

Furthering Western style academic freedom has been challenging, as Arab countries, especially Libya, have known only autocratic regimes throughout their modern existence. Amidst its current political and social upheaval, Libyan society is drifting towards the unknown. The problem addressed in this study is the impact of political change on the state of academia but, more specifically, academic freedom. Since the intervention in Libya by NATO states, many academics have lost their jobs. Some have become refugees outside of Libya as a direct result of the appropriation of most of the governmental posts in the country by religious and political radicals. The research questions reflect ways in which the new inserted de facto leaders of post-transitional Libya have impacted life on Libyan campuses and academic freedom.

Reflections on law and impact in the light of Brexit

ABSTRACT

The impact agenda in academic research affords rich opportunities – to inform the media, policymakers and the general public; to co-produce research with third sector organisations. In the context of Brexit, the prevailing ignorance of politicians and other stakeholders has been so profound, and the falsehoods that have had popular purchase so baseless, as to make the need for impact and public engagement all the more acute. This is not simply about fact-checking, but about making the case for the very worth of expertise, and reasserting the basic, core scientific values that drive academic work – values that have been trashed by the precepts of a postmodern nihilism, in which all positions are equally (in)valid and only your own gut can be trusted. But challenging these precepts in public arenas has personal and professional costs: significant workload implications, the acquisition of new skills and often a torrent of abuse. As such, this work needs institutional support. Departments need to value it appropriately, to promote equal access to impact opportunities and to confront the discriminatory barriers to (and consequences of) taking up the impact gauntlet. Throughout the Brexit process, expertise and experts have been dismissed and denigrated. The task now is to restore public faith in the value of the pursuit of truth.

区域协调发展机构是专门负责区域规划,制定区域政策,促进区域协调发展的机构.目前很多国家都通过立法特别设立了协调区域发展机构,其对于区域协调发展起了很大的促进作用.但是,我国在这方面的法律层面的立法几乎是空白,因此没有依据法律规定设立的专门协调区域发展的机构.而现今存在的一些根据政策法规设立的协调区域发展的机构也存在诸多问题和不足,因此,制定专门的法律,并基于此设立专门的区域协调发展机构,对于促进区域协调发展是非常必要的.

本文梳理了近年来国内外学者关于《南海行为准则》制定问题的最新研究成果,试图在一定程度上展现学界对准则问题的基本认知,以期为相关部门和国内学界开展进一步的对策研究提供有益借鉴。在行为准则制定工作久拖不决的情况下,部分学者倡议的先行尝试制定岛屿规则、专属经济区行为规则等"准则单行本"或绕开《联合国海洋法公约》而另行创制《南中国海海洋法公约》等新观点尤其值得国内重视和研究。
