The mass demonstrations in Costa Rica in 2000 opposing a government initiative to deregulate the electricity and telecommunications markets point to the importance of the paths of communication between the people and government leaders to understand mass political mobilisation. This article explains the surprising reaction of the Costa Rican public by focusing on the unwillingness or inability of the policy-makers to articulate their position in a way acceptable to the citizenry, leaving public space under the dominant influence of social organisations that opposed the initiative. 相似文献

Twenty years since the signing of the Peace Accords, shifts have taken place in Guatemala’s landscape of collective struggles for democracy. Instead of the historical peasant movements or the civil society organizations based in Guatemala City that dominated collective action in the context of the Accords, over the past decade local, rural nodes of resistance to neo-liberal policies have consolidated as the most sustained attempts to instil a democratizing impetus. In the context of Guatemala’s post-war state, captured by legal and illegal elite factions, this rural agency is directed primarily towards the municipal and community level. It is framed around the defence of territory and emerges on the basis of local meanings and practices. By analysing the case of an organizational process promoted by indigenous communities in Guatemala’s northern highlands, I argue for paying attention to these organizational patterns despite their limited geographical projection. I derive the importance of this collective agency from their attempts to transcend a purely antagonistic stance by reconfiguring local political interactions and making their immediate surroundings more democratic. 相似文献

ABSTRACTThis article presents an original research on the use of management tools in central government departments and agencies in 16 European countries. It is based on a survey conducted among senior managers (n?=?5,998). The analysis shows that the use of management tools results from a combination of top-down implementation of a list of management tools at the national level, combined with a bottom-up independent selection of tools by administrative units. The variation in management tool use depends on the type of tool. While the uses of a HRM tool, such as performance-related pay, or a financial tool, such as risk management, are heavily influenced by national public management policies, service quality-type tools, such as user surveys or quality management systems, tend to be chosen in a more autonomous manner by different administrative units, especially agencies. 相似文献

Multinational military coalitions are an increasingly common phenomena in international conflict, presumably because coalitions are more likely to secure their conflict aims than single states. Yet what makes a coalition more or less likely to succeed is poorly understood. We argue that the quality of multinational military coalitions—in terms of the coalition’s skill, coordination, and legitimacy—can provide better strategic decisions, more harmonious relations within the coalition, and thus a greater chance of securing conflict aims. Empirical testing reveals that elements of coalition quality do in fact affect the probability of military success: a history of success, both alone and with the same coalition partners, predicts military success. Moreover, increasing a coalition’s legitimacy via more diverse members has a weak effect, indicating that diversity comes at the expense of coordination and cooperation challenges. Last, we find that elements of coalition quality affect initiating and defending coalitions differently. 相似文献

This article addresses an issue previously neglected in the research on support for populist parties: How do perceptions of the local quality of government (QoG) and local service delivery affect voters’ propensity to vote for a populist party? It argues that personal experience with poor QoG makes voters more likely to support populist parties. The argument highlights the interplay between supply and demand factors in explaining populist support and discusses why populist parties have been particularly successful in certain regions in Europe. A unique dataset from the Quality of Government Institute that surveys citizens’ perception of QoG in their area is used to estimate both individual‐ and regional‐level models of the link between perceived local QoG and populist support in Europe. The empirical results show a strong and robust association between within‐country variation in QoG and support for populist parties. 相似文献

Community-based action research (CBAR) encourages students to view internships and other civic-engagement opportunities as the first steps in collaborative projects that build long-term relationships with community partners and model how democracy works. We marshal longitudinal data, qualitative and quantitative, on both attitudes and behaviors to demonstrate meaningful impacts of community-based work by university students. Our approach to this difficult question involves the use of a treatment group contrasted with two distinct control groups: one situated somewhat closely to the experiences of the treatment group and one more distantly. Despite the difficulty of developing metrics of attitude and behavior change over relatively short periods of time, we achieve leverage on the question of how project pedagogies and experiential learning shape civic attitude formation and associated changed behaviors. 相似文献
