浅谈农业资源利用问题与对策

当前农业资源利用过程中存在着数量供给减少、质量下降、生态环境恶化、资源遭受污染、利用效率偏低、资源浪费严重、加工能力不足、经济效益不高等问题。因此,应采取珍惜节用、综合开发、面向市场、合理投入等对策措施,以提高农业资源利用率,确保农业可持续发展。     

对我国农业投入中绿箱政策使用之探析

农业问题是我国目前经济乃至各项工作中的重中之重.近年来我国对农业的投入量严重不足 ,影响了农业的发展 ,同时从投入的特点上看 ,结构也不尽合理。增加财政对农业的投入是提高我国农业竞争力的重要措施 ,而增加对农业的投入必须符合WTO规则 ,因此在WTO框架下用好绿箱政策 ,增加国家对农业的投入 ,调整农业支持的政策结构 ,是今后我国农业投入政策的重要研究课题     

创意旅游：乡村旅游提升战略——以桂林龙胜为例

创意旅游是创意产业和旅游产业相融合发展起来的一种新兴的高级旅游形态,经济和社会效益显著。面对创意时代的到来,站在乡村发展、旅游产业升级的视角,桂林龙胜应借助区域经济发展契机,以创意思维,研究开发农业创意旅游发展模式、民族民俗文化创意旅游发展模式、生态创意旅游发展模式、养生养老创意旅游发展模式,红色创意旅游模式,借此发展提升乡村旅游和区域整体价值。     

Agricultural trade within Northeast Asia： The prospects from Japan

The recent expansion of agricultural exports from China to Japan and Korea has marked one of the greatest changes in agricultural trade within Northeast Asia in the past few decades. Recently, China＇s influence in Northeast Asia as a major food consumer, not only as a food supplier, is spreading as well. In this paper, the issue of establishing collaborative relationships in agricultural trade among Northeast Asian countries is discussed from the following four viewpoints： factor analysis on agricultural export, the dynamic changes in the food system, the consensus building within the system of international trade, and the formation of a food industry cluster. It concludes that, it is necessary not only for agricultural economists to take the aspects of the region, the food chain, consensus building and industrial clusters into their research on international agricultural trade, but also for policymakers to have a similar perspective on the formation of a system for agricultural trade in order to obtain benefits from it.     

Impacts of land and agricultural commercialisation on local livelihoods in Zambia: evidence from three models

By examining three different models of commercial agriculture – a plantation, a commercial farming area, and an out-grower scheme – we observe heterogeneous impacts on different segments of rural communities. Each produces gender and generational differentials in employment and other income-earning opportunities. Our study supports the hypothesis that the plantation model typifies the ‘enclave’ economy that is poorly integrated into the surrounding communities and the local economy. While out-grower schemes have often been favourably compared to plantations, our evidence on the Magobbo sugarcane out-grower scheme points to the contrary: its block farming model consolidates smallholdings and creates a peasant-shareholder class. Shareholder ‘out-growers’ receive dividends from what is essentially an extension of the plantation. This accumulation for a few also produces land scarcity and fragile semi-proletarianised livelihoods for others. By contrast we find that the commercial farming model, while based on an elite form of large-scale commercial farming, does provide benefits to surrounding areas, through employment and local economic linkages.     

对增加农民收入的思考

进入21世纪,增加农民收入成为人们关注的热点。随着经济的发展,农产品供求关系的变化、农民纯收入增幅缓慢、城镇化滞后等因素制约了农民收入的增长。土地承包责任制中产权不清晰以农业为主的产业结构农户分散经营农业剩余劳动力难以转移农业生态环境恶化是影响农民增收的主要问题。因此,走农业可持续发展的道路应从国民经济全局出发,重新思考农民收入的增长,将农业结构战略性调整同城乡社会结构的调整结合起来,实现农业规模经营,实现农业产业化经营,发展农产品多样化、优质化、深加工,转移农村人口,加快城镇化步伐,保护生态环境。

农民专业合作社在我国农村有着蓬勃的发展态势。农民专业合作社作为法人应当具有法人财产权。此处的财产权是一个权利的集合,包括了物权、债权、知识产权和财产性利益等内容。但是有一些财产权,则因农民专业合作社权利能力的限制不能被其享有。
