The Role of Experts in the European Union's Research Policy

This research analyzes the role of experts in the European Union's policy‐making process. Focusing on the field of research policy, this study seeks to probe how expert participation in the Open Method of Coordination informs policy decisions. The paper reports on an analysis of the expert group in the European Internationalization Strategy in Science and Technology. Our analysis reveals the dynamics of expert participation at the micro level, as it identifies who these experts are, how they are appointed, and in what ways expert knowledge gets used in policy making.

The role of student evaluations in a PBL centred law curriculum: towards a more holistic assessment of teaching quality

ABSTRACT

Students’ evaluations are used to measure teaching effectiveness of staff. As such they are used to assess and appraise staff. The article – taking a doctrinal rather than an educational science approach – shows that there are considerable problems with the hypothesis that students’ evaluations measure teaching effectiveness. This is even more so in systems where an overarching teaching philosophy like problem-based learning (PBL) is applied. The article identifies a working hypothesis that students do not use the teaching philosophy as primary motivator to evaluate staff, leading to a perverted incentive. Changes made to the system of evaluation in the law faculty of Maastricht University are described.

Learning By Doing: The Long-Term Impact of Experiential Learning Programs on Student Success

Abstract

As the advisers for the Model United Nations and Judicial Internship programs at our university, we have witnessed first-hand the benefits of simulations and experiential learning. Specifically, students are able to apply knowledge from other classes to real-world situations, all while honing their writing skills and communication skills, as well as their ability to analyze and synthesize information—skills that are critical to success in a wide variety of careers. This practical experience also gives students confidence as they prepare for and make decisions about their future career paths. While we have anecdotal evidence suggesting that these programs contribute to student success, we use survey data from former students to assess formally the longer-term impact of participating in these programs. We find that experiential learning programs contribute to student success by improving time to graduation and increasing the likelihood of attending graduate school or law school and/or finding employment after graduation. In addition, the students’ own assessments indicate that these programs instill numerous practical skills and provide insights that help prepare students for success in their future careers.     

Advocacy 20 years on from Hampel: is it time we revisited the postgraduate teaching of advocacy?

This paper seeks to discuss the teaching of advocacy as a discipline with specific reference to the way in which advocacy is taught on the Bar Professional Training Course in England and Wales. The Advocacy Training Council favours the Hampel Method of teaching advocacy first developed more than 20 years ago in Australia. The paper seeks to review the use of the Hampel Method by offering a critique of behaviourist learning theory from a constructivist standpoint and putting forward alternative teaching techniques which are in harmony with the principles of constructivism, experiential learning and productive failure. We conclude that the teaching of advocacy can be improved and that greater scholarship is needed in this important area to ensure students are taught using the best techniques.     

Is the SEC a learning regulator? Lessons from proxy access

Analysis of the US Securities and Exchange Commission's (SEC) treatment of the concept of ownership in the federal proxy rules, between 1934 and 2010, suggests SEC systems and procedures may not employ optimal organizational learning. Addressing this, I develop the Learning Regulator Framework, a normative model facilitating organizational learning and allowing regulatory agencies to maintain awareness of, and adaptation to, socio‐economic realities in regulated environments, thereby promoting reflective, responsive, relevant, and efficient regulatory frameworks. The relevance of the model to other institutional settings is also considered.     

Reflections on Critical Thinking: Lessons from a Quasi-Experimental Study

In a pre/post quasi-experimental study assessing the impact of a specific curriculum on critical thinking, the authors employed a critical thinking curriculum in two sections of a U.S. foreign policy class. The authors found that the interactive and scaffolded critical thinking curriculum yielded statistically significant critical thinking increases for students scoring below average on the pretest. Within a discussion of the overall need for strengthening critical thinking in higher education, the authors demonstrate that the study’s findings support the developmental process of acquiring critical thinking, and illustrate that early jumps in critical thinking can be achieved within one semester. Additionally, the results point to the need for more long-term approaches to assess larger increases for those scoring above average.
