This study contributes to the understanding of informational approaches to bringing about compliance with environmental regulations with particular attention to differences in the influence of information provided by different information sources. Based on theorizing from a combination of information processing and interest group literatures, we develop hypotheses about regulatees' reliance upon and the influence of different sources of information. We test these hypotheses for Danish farmers' compliance with agro-environmental rules. Our findings show that information plays a role in bringing about regulatory compliance, but its influence is not as strong and is less direct than might be thought to be the case. In addition, we show that not all information sources have the same influence. The findings demonstrate that interest groups have important roles in information provision and legitimization of policies that have often been assumed in the literature but have rarely been empirically examined.  相似文献

The boost to activism to which the internet has largely contributed has been underlined by financial and image issues growing from hacker attacks and the online promotion of activist groups. Emergency corporate counteractions with regard to these cyber threats have not analysed this new phenomenon. The state of the research in this area has consistently remained at the period before the development and widespread use of the internet. Cyberactivism, therefore, is a cyber phenomenon without a clear meaning or a clear definition. In order to understand cyberactivism, it is important to understand that it is much more than simply about hacking and activists' online promotion. It is a new phenomenon, growing out of activism but changing the pressure on corporations. With the internet, new dynamics of issue selection have been established and a different aggregation within groups has taken place. A new organisational set‐up among activist groups puts new pressure on corporations, which must develop new strategies concerning online rules. Cyber actions are originated by individuals triggering a spontaneous relationship between many users. The pressure is no longer the result of a long aggregation into association, but of an immediate and spontaneous network of relationships. Copyright © 2003 Henry Stewart Publications  相似文献

This study of municipal enforcement of agro‐environmental regulations in Denmark provides an empirical understanding of how enforcement affects compliance. A key contribution is sorting out the relative influence of inspectors' different styles of enforcement and choices made by enforcement agencies. The latter are shown to be more important in bringing about compliance than are inspectors' enforcement styles. Municipal agencies are shown to increase compliance through the use of third parties, more frequent inspection, and setting priorities for inspection of major items. The findings about enforcement styles of inspectors suggest it is necessary to get tough up to a point, but beyond that the threat of coercion can be counterproductive. These findings cast doubt on the effectiveness of overly legalistic enforcement styles, particularly for the Danish culture with its strong emphasis on cooperation and consultation in regulation. But the findings also advise us to be cautious about the use of cooperative styles of enforcement in that we find evidence for capture of the enforcement process by agricultural organizations. This leads to a more nuanced view of enforcement rather than the broad generalizations found in the literature concerning legalism and cooperation. © 1999 by the Association for Public Policy Analysis and Management. <@:>  相似文献

Environmental impact assessment (EIA) is a process that involves the identification, prediction, evaluation and mitigation of the environmental and other impacts associated with development proposals and policies, plans and programs. Australian governments were amongst the first in the world to introduce EIA in the 1970s. Since then, the federal, state and territory EIA regimes have undergone multiple changes. In recent times, the push for EIA reform has intensified as governments have sought ways to improve the cost‐effectiveness of regulatory processes. In light of the impetus for change, this article outlines principles and a framework for best practice EIA in Australia. The intention is to inform the policy development processes at the federal, state and local levels.  相似文献

This paper contributes to the environmental justice literature by addressing several outstanding issues in a single study. Using a cross-time data set that allows us to control for the prevalent "chicken-and-egg" or "which-came-first" problem, we analyze the relative importance of poverty and race/ethnicity in an analysis that includes economic costs, potential legal costs, and potential collective action. Because the most appropriate functional form is not obvious, we use several methods, including Tobit, Poisson, and ordinary least squares, on different forms of the dependent variable. In every case, controlling for the population present at the time of disamenity location and controlling the other factors mentioned, we find evidence of disproportionate collocation based on race/ethnicity, but not on poverty alone. We also find that the potential for collective action decreases the likelihood of receipt of the studied disamenities.  相似文献
