Climate change: the risks of stranded fossil fuel assets and resources to the developing world

Under the Paris Agreement, 80% of all proven fossil fuel reserves become stranded resources and investments already made in such resources turn into stranded assets. Much of the existing literature focuses on equitable burden sharing; only a few articles examine the risks for developing countries that invest in new fossil fuels. Hence, this paper addresses the question: What are the risks of investing in fossil fuels for developing countries? In doing so, it examines Kenya, a prospective fossil fuel producer, and China, an investor in fossil fuels. In terms of short- to long-term risks, ignoring new fossil fuels and investing in renewables is favourable and politically, socially, ecologically and economically more rewarding, not least because latecomers to development run the risk of having to compensate investors when new fossil fuel assets strand prematurely and become unrecoverable.     

Exporting to China and ASEAN countries： Perceived advancement in marketing competencies and export performance

Malaysians firms have made inroads into the non-traditional export markets. Such ventures are expected to result in increased knowledge about the marketing systems that are posited to be different from the traditional export markets. This paper reports on the perceived improvement in marketing competencies of Malaysian exporters. The results of data analysis show that there are five dimensions of marketing competency. In ranking order, segmenting and targeting competency is ranked highest followed by product management, export management, product differentiation and promotion. Multiple regression analysis was performed to test the explanatory power of each marketing competency on export performance of firms exporting to China and ASEAN countries. The result revealed that none of the marketing competency explained the variation in export performance for the China market. However, among exporters in ASEAN countries, it was noted that promotion competency resulted in a negative impact on both measures of export performance. Product competency is positively associated with financial measure of export performance. Competencies in segmenting and targeting, and export management are positively associated with non-financial performance.     

The Public Management of Risk: The Case for Deliberating among Worldviews

This article argues that the public management of risk faces inherent "wicked issue" problems which are further accentuated in the context of the contemporary regulatory state. It is suggested that in order to overcome these limitations and inevitable trade-offs, there needs to be a more conscientious effort in setting out distinct components of any public management of risk, which should be considered and discussed through the lens of distinct worldviews contrasting interpretations and solutions, as well as potential "black-spots." It is only by acknowledging limitations of any one strategy and by considering plural solutions that there is less likelihood of disappointment when dealing with crises and disasters.

论公安院校学员管理工作中的情感教育

在公安院校学员管理工作中,学员管理工作者要特别重视与学员之间情感的培养。良好的情感教育能够充分地调动学员的积极性和主动性、有效地促进学员人格力量的形成和发展、增强学员的集体责任感,同时也有利于形成集体愉悦和谐的人际氛围,从而促进学员管理工作的健康发展。文章认为应当从三个方面开展情感教育工作：一、通过了解、关心、尊重学员,建立深厚的师生情感;二、情感教育过程中讲求教育方式、方法;三、为人师表,树立情感威性。     

资源性国有资产之管理模式探讨

该文基于中国资源性国有资产管理的现状,提出在资源性国有资产管理模式选择上,应建立一个权威的统一的资源性国有资产管理机构,以克服政府的局限,解决代际公平的问题。同时,对资源性国有资产的管理应将直接手段与间接手段相结合,建立纵横交错、分工明确的资源性国有资产监督体制,健全资源管理方面的法律法规和评估市场,对资源性资产实行实物化管理,建立资源性国有资产开发、保护的基金制度等。

Laughter and Liability: The Politics of British and Dutch Television Satire

Contemporary politicians face immense rhetorical and communicative challenges. Performing on the intertwined stages of politics, media (including Internet) and everyday life, they need to master diverse and contrasting repertoires of talk. Political communication research, at present, has ignored the question of how politicians face and experience these challenges, and how they reflect on the new communicative field. In this article, we begin to redress this situation by analysing and comparing the motives, experiences and reflections of politicians who appeared in the British satirical TV show, Have I Got News for You, and its Dutch adaptation, Dit was het Nieuws. Based on in-depth interviews with seven Dutch and 14 English MPs, we conclude that they draw from three repertoires to legitimise and reflect on their participation: a strategic, indulgent and anti-elitist repertoire. The first repertoire is predictable in the context of current political communication research, whereas the latter two add new dimensions of pleasure and bottom-up representation to it.
