The goal of this article is to critically examine the engagement between the European Union (EU) and a transnational policy network (TPN) that deals with an issue that has grown in importance in the architecture of the EU's energy policy: fracking. The author argues that successful engagement between the EU and networks on shale gas was facilitated by the fact that the TPN or the members of the TPN were in possession of technical and scientific information that is highly needed by institutions in Brussels. Also, the article reveals that the fact that EU energy insecurity has been high on the EU agenda increased EU's interest in actors that could provide vital insights into potential panaceas and palliatives to energy insecurity.  相似文献

Identity orientation provides a means to understand the social motivations of organisational relationships and organisational policy and practices. This study uses identity orientation to understand the highly marketised context of independent ‘elite’ schools in Australia and how they relate to stakeholders to straddle their roles as social institutions that are increasingly required to operate in a corporate manner. Interviews with managers in quite new school roles such as marketing communication and business management were conducted in non‐government schools to understand the schools' external orientations, coveted internal member traits, and frames of reference. The study shows that, in contrast to existing literature on the rhetoric of schools as focusing on ‘the child’, there was a strong emphasis on individualistic orientations in schools that saw stakeholders in instrumental terms of resources and connections, saw teachers as providing an innovative and leading edge, and used other prestigious schools as their frame of reference. To a lesser extent, schools would also be interested in the relationships with families, teachers, and the community for their own means. There were very few instances where the identity orientation was contributing to society, instead, focusing on university and network outcomes for pupils. Using identity orientation provides a theoretical lens to connect organisational governance to stakeholder engagement by providing insights into an organisation's identity including practices and behaviours, in relation to others. The last two decades have witnessed widespread demolition of public housing and a large-scale relocation of public housing residents. Much of the current literature has examined the impact of demolition on relocated residents, focusing primarily on individual outcomes such as employment, housing quality, and health. This article examines the potential collective consequences of relocation by using data from 40 in-depth interviews conducted with relocated public housing residents in Atlanta, Georgia, to examine experiences of civic engagement and tenant activism before and after relocation. Participants describe frequent experiences of civic engagement and tenant activism in their public housing communities prior to demolition and also discuss how these collective actions often translated into meaningful gains for their communities. Participants also describe challenges associated with reestablishing these sources of collective agency in their new, post demolition, private-market rental communities where opportunities for civic engagement and tenant activism were perceived to be limited, where stigma was a barrier to social interaction, and where they experienced significant residential instability.  相似文献

Empirical research has demonstrated a link between legal coercion and treatment engagement following conviction among those with severe personality disorder. Legal coercive pressures were often applied by the Indeterminate Sentence for Public Protection (IPP), until it was replaced by the Extended Determinate Sentence by the Legal Aid, Sentencing and Punishment of Offenders Act 2012. In this paper, it is proposed that use of the new determinate sentence will lessen motivation for treatment engagement. One effect of treatment refusal may be greater reliance by the Secretary of State for Justice on his jurisdiction to transfer prisoners due for release to secure hospital transfers under the Mental Health Act 1983. Not only will this risk posturing undermine the principal aim of the Offender Personality Disorder Implementation Pathway to improve treatment engagement among the target group, it will also have negative implications for medical practitioners working in secure forensic hospitals. To demonstrate what is at stake, the paper briefly recapitulates empirical findings familiar to readers of the journal, before drawing on original unpublished data.  相似文献

The Acholi region of Uganda was deeply affected by the war between the Lord’s Resistance Army and the Government of Uganda from the late 1980s to 2006. This article presents qualitative case-study research of how citizen engagement evolved during the conflict and period of internal displacement, analysing the mechanisms through which violent conflict affected the sense and practice of citizenship. The findings show that the securitisation of local institutions and the militarisation of the public sphere limited the opportunity for learning the practice of citizenship. In the post-conflict situation, perceptions and behaviours that developed during the conflict period persist among the Acholi. Finally, the experience of protracted conflict has a negative impact on a sense of citizenship, which weakens the confidence of the Acholi people to engage with the state. With practices of citizenship limited by inexperience and a sense of citizenship that is characterised by alienation, the Acholi find it difficult to hold state actors to account. This demonstrates the need for a clear understanding of the continued fragility of citizenship after violent conflict.  相似文献

Child- and family-centered care has permeated the practices of child welfare as a means to address fragmentation. Case management appears promising, but the approach is still in its infancy. This article aims to provides an understanding of the emergent organizational vision of a new approach to case management at multiple organizational levels. The authors conducted a case study on the implementation of Intensive Family Case Management in a Dutch organization that provides child and youth protection services. The focus is on the continuous and bottom-up process of visioning, which has helped to define the shared organizational vision. The key finding was an emerging, widely shared vision that is congruent at many organizational levels and that contrasts starkly with the old work approach. The conclusion is that innovative child- and family-centered approaches to case management are inherent to a multi-level organizational system that is consistent with the approaches it advocates, being embedded in organizational structures and embodied in practitioners’ mindsets.  相似文献

The growth in the use of collaborative governance arrangements has been accompanied by burgeoning scholarship in the field of public affairs that seeks to understand the benefits of engaging diverse stakeholders in common venues. However, few scholars have formally assessed the role of government actors in facilitating outcomes for individual participants in such efforts. Moreover, little work on collaborative governance examines how individual incentives and barriers to collective action are formed within the nested nature of these contexts. We contribute to the study of collaborative governance by formally investigating how the relative centrality of government actors in collaborative policy‐making venues affects individual relationship building and learning for participants therein. We find that government actor centrality is positively associated with relationship building and learning. However, in testing two different conceptualizations of “centrality,” we find that the definition of this construct clearly matters.  相似文献

Civic-republican theories suggest that an active citizenry is associated with community cohesion, better political institutions and inclusive democratic decision making. The influence of these arguments on the UK Labour government has led policy makers to focus attention on strategies to promote citizenship at a local level. In particular, English local authorities are expected to provide ‘support for citizenship’ as part of their wider duty to promote ‘effective community engagement’. The ways in which they can do this are various, ranging from the simple provision of information to direct support for community networks and groups. This article reports the findings of an extensive study of English councils' efforts to engage, educate and empower local citizens. The paper concludes that although local authorities have made significant progress in recent years in widening the structures for communicating with, and engaging citizens, there remains considerable scope for improving activities that address the learning implications of effective citizenship.  相似文献
