The goal of this article is to critically examine the engagement between the European Union (EU) and a transnational policy network (TPN) that deals with an issue that has grown in importance in the architecture of the EU's energy policy: fracking. The author argues that successful engagement between the EU and networks on shale gas was facilitated by the fact that the TPN or the members of the TPN were in possession of technical and scientific information that is highly needed by institutions in Brussels. Also, the article reveals that the fact that EU energy insecurity has been high on the EU agenda increased EU's interest in actors that could provide vital insights into potential panaceas and palliatives to energy insecurity.  相似文献

The research examines a government-initiated online engagement program in China, mainly including its history, mechanism, and how netizens participated in it. To clearly address the participation scenario, a framework is proposed to further explore the quality of participation. The result shows that participation chaos is prevalent with poor-quality proposals. A government censorship exists all the time and changes with the popularity of the forum. It also implies that the purpose of a Chinese government-initiated online engagement forum may be varied, one for engagement and the other for maintaining stability, which partly attributes to the online participation chaos.  相似文献

Engaging youth who live with high-risk, marginalized conditions presents a significant challenge in our society, considering the prevalence of disconnect and distrust they often experience within their social environments/systems. Yet, meaningful youth engagement is a key concept not only for youth development, but also for a systems change to more effectively support high-risk youth and families. This article presents a framework of youth engagement developed over 9 months, using participatory action research (PAR) with 16 youth leaders in a community-based research team. Although this framework has incorporated the youth leaders’ lived experiences, talents, and voices, positive youth development (PYD) and social justice youth development (SJYD) have theoretically contextualized our research. Youth leaders guided the framework's development, including the identification of key themes/dimensions, definitions, and practical examples. The framework's three components—“Basis” (philosophy and principles), “What” (goals/outcomes), and “How” (actions/processes/pathways to change)—are supported by nine themes described in this article.  相似文献

This chapter sets out to explore the six significant findings of this study by relating the interview content to the sociological risk literature. It examines thinking behind loss zones and gain zones and then moves on to look at individual versus collective risk and perceptions of risk. In civic youth wouth work program staff focus on larger outcomes and do not often attend to the importance of seemingly mundane and simple tasks. Young people talk about how these simple tasks have powerful meaning for them and their work even as adult volunteers talked about the challenges of working democratically with young people. To integrate these perspectives there are some practices that describe how this work is done: co-creation, contributory, interrogatory, contextual, caring-for-the-world, processual, open, invitational, and a commitment to more than the self.  相似文献

SUMMARY

The concept of citizenship is a central, necessary, and defining feature of youth civic engagement. Any effort to educate young people for citizenship entails an implicit idea of what a “good citizen” is. There are a number of different and sometimes competing versions of what is a “good citizen.” This chapter reviews “standard” accounts of citizenship in political theory and offers lived citizen as a critical expansion and bridging dimension to current discourses of citizenship. We develop this idea through our readings of the three initiatives in conversation with the writing of Hannah Arendt and John Dewey. Our reading of Arendt and Dewey provides a grounded, embodied, and fluid understanding of the relationship between doing citizen activities (PA, YIG, YSC), becoming citizen (learning through interaction), and being citizen.  相似文献

Social capitalist assert that civic engagement and participation yield significant economic gains for a county but, generally focus on democratic governed societies. The objective of this research is to determine if social capital transitions to Vietnam, a single-party governed country. This analysis first identifies factors that impact civic engagement and participation. Then it analyzes the relationship between civic engagement, participation, and economics. Using the 2012 Provincial Governance and Public Administration Performance Index, we find human capital is a stronger predictor of economics in Vietnam. We conclude by offering policy implications for understanding social capital in single-party, transitioning economy countries.  相似文献
