Who's Afraid of WikiLeaks? Missed Opportunities in Political Science Research

Leaked information, such as WikiLeaks’ Cablegate, constitutes a unique and valuable data source for researchers interested in a wide variety of policy‐oriented topics. Yet political scientists have avoided using leaked information in their research. This article argues that we can and should use leaked information as a data source in scholarly research. First, the methodological, ethical, and legal challenges related to the use of leaked information in research have been considered, concluding that none of these present serious obstacles. Second, how political scientists can use leaked information to generate novel and unique insights concerning political phenomena using a variety of quantitative and qualitative methods have been shown. Specifically, how leaked documents reveal important details concerning the Trans‐Pacific Partnership negotiations, and how leaked diplomatic cables highlight a significant disparity between the U.S. government's public attitude toward traditional knowledge and its private behavior have been demonstrated.

行政伦理,也就是关于“治国”的伦理。它是执政党、国家机构和全体公职人员在治理国家的过程中,以权、责、利的统一为基础,以协调个人、组织与社会的关系为核心的行政行为准则和规范系统。行政伦理在“以德治国”中具有关键性价值。行政伦理失范的问题目前较为普遍。主要原因之一是行政运作过程中缺乏最基本的行政伦理规范和法制秩序。从自律性特点分析,需要加强行政伦理的养成机制建设,就是要加强行政伦理的教育与修养;从他律性特点分析,需要加强行政伦理的监督机制建设,不但要完善现有的法律,加大执法力度,而且要加快对行政伦理立法。     

公民生态道德教育初探

生态道德教育是公民道德教育的时代课题,它是随着生态道德理论的完善而逐步形成的.在我国开展生态道德教育有时代背景、理论依据和现实依据.生态道德教育的实施需要生态价值观念的更新,家庭、学校和社会的相互协调以及其经济、行政、法律等多种方式的结合.

行政荣誉机制的三重功能

行政荣誉机制具有三个层次的功能 :以道德评价的形式 ,通过对公务员个体进行道德激励和利益激励 ,促使个人有充分的道德自觉 ,促成完整人格的最终完成 :具有提高行政组织效率、增强行政组织的凝聚力、促进廉洁政府目标的实现、提升政府形象的功能 ;对社会 ,具有导向、示范的功能 ,并能最大限度地增进公共利益。     

“三个代表”、公共利益与政府改革

本文认为,“三个代表”思想的核心和归宿是代表最广大人民群众的根本利益问题,即公共利益。为实现这个目标,中国共产党作为执政党,通过公共财政、公共政策和公共管理等一系列公共机构的公共服务,政府行为是公共服务的载体,去实现公共利益。最大程度地表达和实现公共利益,是政府行政伦理的根本问题,而完成这个行政伦理的关键,是保证政府行为与公共利益的互动关系。政府改革正是建立和调整这一互动机制的动态变革过程。     

论儒家思想对培养公安院校大学生职业道德的作用

儒家思想博大精深,内容丰富,日益受到全世界的重视。其中的公忠为国、明义重公思想,重民爱民的“民本主义”思想,秉公执法、廉洁奉公的思想,忠于职守“敬事而信”、“行之以忠”的敬业乐业精神,见义勇为、成仁取义的献身精神,对培养公安院校大学生应具备的人民警察的“立警为公、执法为民”,秉公执法、清正廉洁,爱岗敬业、恪尽职守以及不怕牺牲、勇于献身的职业道德具有非常重要的借鉴意义。     

孟子论舜所涉道德判断与选择问题初探——以“不告而娶”为中心

孟子对舜的诸多论述体现出独特的观念：首先,孝作为一种道德原则源于人的本性之善。其次,孝是具有最高价值的道德原则,它不仅能够实现于血亲关系和家庭中,也可推及于社会群体及天地万物,具有强大的示范与感化作用。再次,在具体的实践方式上,为人子者应顺乎父母、得乎父母,对父母时时保持发诸本心的诚与敬。最后,在不同的道德原则发生冲突时,应根据具体情境选择具有更高价值的道德原则作为判断与选择的标准,做到原则性与灵活性的统一。     

‘There will be burning and a‐looting tonight’: The Social and Political Correlates of Law‐breaking

In the aftermath of the August 2011 riots, politicians and commentators offered a range of explanations for the social unrest and wanton violence. Drawing on survey and focus‐group data, this paper investigates those explanations by analysing how socio‐economic, normative and political factors shape contemporary attitudes towards law breaking in Britain. The paper finds that both economic deprivation and personal moral values help to explain attitudes toward illegal behaviour, but citizens’ mistrust of political leaders and their disengagement from public affairs are also an important factor. The findings suggest that politicians who want to provide moral leadership need to do so through their actions as well as their words.
