本文通过分析市政公用事业的特点和在我国的发展现状,说明引入外部资本对其进行市场化改革是大势所趋。而在具体操作方法的选择层面,目前流行的项目融资方式——BOT模式多用于基础设施建设领域。由于市政公用事业自身特点的限制,传统BOT模式并不完全适用。而基础设施建设领域中新近出现的BOT模式的改进模式——PPP—BASED BOT模式由于有效地引入了政府参与,理论上应当同样适于应用在市政公用事业。本文通过对2007年兰州市威立雅水务集团合作项目的具体实证分析,印证了这种理论上的可行性具有现实的可操作性,并且由此总结了PPP—BASED BOT模式应用于市政公用事业的优势。  相似文献

Although numerous studies document the effect of political institutions on foreign direct investment (FDI), few works in the political economy literature have investigated the link between political institutions and the mode of entry chosen by investors, be it mergers and acquisitions, joint ventures, or greenfield investments. Using panel data for 111 developing countries covering 1980–2006, we find that countries with political institutions that uphold good governance tend to attract higher levels of mergers and acquisitions, as opposed to joint ventures and greenfield investments, because such institutions help to mitigate the special risks faced by merger and acquisition investors. Our findings provide a nuance for understanding the different effects of political institutions based on the particular mode of entry.  相似文献

目的 分析法医尸体检验后送检器官的病理学特征,总结此类案件的特点.方法 对宝鸡市法医送检358例尸体解剖器官标本进行常规检查并进行组织病理学诊断. 结果 358例中以青壮年男性为主,死亡原因主要为创伤、猝死、中毒.组织学能明确死亡原因250例,无典型组织学病变101例,组织自溶腐败7例.病理诊断以心血管疾病为主,其次为呼吸、神经、消化系统疾病. 结论 法医解剖具有专业特点,与病理解剖不尽相同.组织病理学检验进行死亡原因诊断时,应积极与法医沟通,以充分掌握案情、死亡经过及特定的法医病理学特征.  相似文献

The paper contributes to understandings of contestation and resistance in urban politics, using a land use struggle against a “big-box” development in Vancouver, Canada as an example. It surveys Foucault's work on “governmentality,” highlighting the centrality of the notion of resistance in this work before focusing in particular on Foucault's yet underexplored conceptions of “conduct” and “counter-conduct”. These concepts offer an analysis of urban politics beyond the binary of successful implementation of city policies or their failure, and of cooption or revolt; therefore, proving especially useful in the analysis of urban governance which is increasingly characterised as “post-political”.  相似文献

Abstract

China’s engagement with global capitalism is driven by the emergence of a statist and private transnational capitalist class. Nevertheless, aspects of China’s foreign policy from the Maoist period still echo today. Consequently, elements of third world solidarity and opposition to Western domination continue to exist as China’s past is redefined to further its transnational strategies in Latin America and the US. The main Chinese investments in South America have been in energy and infrastructure among the left lead countries of the Pink Tide. In the US, Chinese capital has grown despite heated political rhetoric. This paper will examine how economic ties in South and North America reflect past and present conditions, and if China has initiated a non-Western globalisation.  相似文献

This study addresses fiscal distress in local authorities in Israel and around the world, and provides an in-depth analysis of the city of Bnei Brak from 1994 to 2003. When the city of Bnei Brak grappled unsuccessfully with fiscal distress, the Ministry of the Interior appointed a Convened Committee (CC; Va'adah Kruah) to handle the crisis. This study explores the methods and solution used by the government to extricate the authority from bankruptcy, while examining the sources and repercussions of this decision. The findings show that the CC solution was borne of necessity, due to the gravity of the financial crisis and the fact that the government had no other way of bailing out the city. However, the situation in Bnei Brak did not improve even after the CC was appointed, which challenges the very efficacy of the solution. This forms the basis for a discussion of the complexities of resolving the fiscal distress of localities in Israel.  相似文献

In a world still dominated by a geopolitical system of territorial states, one tool in the state- and nation-building repertoire is the strategy of moving a capital from one city to another, and to an ostensibly more ‘central’ location of a geometrically conceived territory. From Ankara to Brasília, the technique has been used in a variety of places around the world, and Kazakhstan's new capital since 1997, Astana, is one more recent iteration. Taking a Foucauldian approach to analysing political technologies of government, the author examines the strategy of the centrally located city and considers how it has been instrumental to simultaneously producing a ‘state effect’ and a ‘territory effect’ in newly independent Kazakhstan. Part of a larger mixed-methods study, this article draws on a diverse range of methods, including data from interviews, participant observation, textual analysis, focus groups and a country-wide survey.  相似文献

Following a period of some distancing through the 1980s and 1990s, Brazil has made a concerted effort to engage with Africa. Today, under the leadership of President Lula, Africa is clearly a priority, especially as Brazil emerges as a global economic power and leader of the developing South. Yet, relatively little is written of Brazil's engagement with Africa and the rationale behind the political and economic drive toward the continent. What is clear is that Brazil's engagement with Africa, viewed in the historical context, maintains its underlying foreign policy principles of economic development on the one hand and the preservation of autonomy in an asymmetric world on the other. Brazil's engagement with Africa has taken on a three-pronged approach of political diplomacy, commercial engagement and development co-operation. This is indicative of a new era of Brazilian foreign policy and Brazil's process of internationalisation in general. This is a complex and inter-related process that Brazil seems to have managed well through a high degree of diplomatic sophistication and open cooperation between the political, commercial and various development entities. Africa displays one of the best contextual examples of Brazil's delicate balancing act between commercial and strategic interests and external development assistance. The way Brazil manages this and builds on its positive image in Africa is indicative of its role and approach as a new and emerging power on the international stage.  相似文献

ABSTRACT

China’s growing trade, investment, and aid links are commonly believed to constitute a potent instrument of statecraft, generating important security externalities. Yet there is insufficient research tracing the precise mechanisms linking economic relationships between a “sender” and “target” state to actual influence in the security domain. We offer three contributions. First, we map out the theoretical mechanisms of influence in a sender–target relationship. Second, we empirically investigate these mechanisms through a case study of China’s economic influence in Sri Lanka since 2009. Third, we use our findings to generate new insights on the mechanisms of influence in the economic statecraft literature and the dynamics of great-power competition in South Asia. Beijing’s ability to convert its considerable economic resources into strategic influence in Sri Lanka is currently hampered by the poor planning and implementation of infrastructure projects, domestic politics, and Sri Lanka’s relationship with India, a regional competitor and rising power.  相似文献
