EXCEL在交通事故分析中的应用

交通安全问题已引起了世界各国的重视,每个国家都在寻求和探索降低交通事故发生率的良策。我国是一个发展中国家,在相当长的一段时间内还会面临着严重的交通安全问题。EXCEL是一种简便、易操作的计算机软件,可以利用EXCEL的数据分析功能,求出道路交通事故中某些推测数据与多因素之间的比例关系,对道路交通事故分析有所帮助。     

Public administration in smart city: A bibliometric analysis

The role of the public administration is crucial for the development of smart cities. Several scholars have highlighted the need for greater contributions focused on the relationship between public administration and smart cities. This work aims to map the contributions on the topic highlighting the status of the field in the recent years. A bibliometric analysis was performed on a sample of articles published in business and management journals. The analysis was carried out using the R-studio Bibliometrics package. Results show that research on the topic is still in an initial stage and has several gaps that future studies could fill. The study is useful for scholars because it identifies the topics analyzed by previous research and highlights future research questions that could be investigated. The analysis highlighted the areas studied by scholars on the topic: urban planning, sustainable development, governance approach, Internet of Things and information and communication technologies.     

城市社区管理中的居民参与

居民参与在我国城市社区管理中发挥着重要作用,它有助于推动我国的民主化进程,有助于解决政府管理危机,有助于确保公共政策的有效运行。当前,我国城市社区管理中居民参与已经取得了一定的成效,但还存在参与广度与深度有限、参与发展不平衡、参与渠道不畅等问题。完善城市社区管理中的居民参与可以从三方面进行：一是大力培养和增强社区居民的参与意识;二是进一步健全与完善社区居民参与的组织体系;三是在法律中明确社区居民的参与权利与参与程序。     

Postmortem Analysis of Electrogram Records from an Implantable Cardioverter‐Defibrillator (ICD) in the Reconstruction of a Road Traffic Accident

The case of a 69‐year‐old man, equipped with an ICD and suffering from several chronic cardiac diseases, who died in a car accident, was presented. We analyzed electrogram records from the ICD explanted from the body during the autopsy, which showed that the driver had suffered from malignant ventricular arrhythmia—ventricular fibrillation (VF). A thorough analysis of the details of the accident, as well as the timing of VF and the rhythm observed after the discharge of the ICD showed that the direct cause of the accident was the episode of arrhythmia resulting in a loss of consciousness. Therefore, the presented case illustrates the usefulness of postmortem analysis of electrogram records from ICDs in the reconstruction of road traffic accidents. In such cases, if the victims are implanted with ICDs, it should be a routine procedure performed by forensic pathologists.     

A City‐wide Investigation of the Isotopic Distribution and Source of Tap Waters for Forensic Human Geolocation Ground‐truthing

Human geolocation is prefaced on the accuracy of the geographic precision of mapped isotopic values for drinking water. As most people live in cities, it becomes important to understand city water supplies and how the isotopic values uniquely reflect that city. This study investigated the isotopic distribution of δ²H and δ¹⁸O from sourced tap waters that were collected from across the Metro Vancouver (MV) area (n = 135). The results revealed that the isotopic values reflect their water sources with a range of 5.3‰ for δ¹⁸O_tap and 29.3‰ for δ²H_tap for MV. The results indicate that individual cities need higher resolution studies to determine their tap water isotopic ranges, and a good understanding of the water supply network itself for human geolocation work. With an extended high‐resolution understanding of each city, human tissue may be compared with more certainty for geolocation.

黄(石)黄(梅)高速公路是湖北省上世纪末峻工的一条设计标准较高的道路。近年来,黄黄高速公路的交通流量逐年增加,安全情况总体平稳,但在特殊的气候条件和部分路段也发生了一些有影响的重、特大交通事故。在发生的事故中,其事故形态不同,事故原因不同,驾驶员情况不同,天气情况不同。

交通事故处理是公安机关交通管理部门的主要职责之一,对于违法行为人导致交通事故的责任应当作出定性、定量的结论,公安交通警察应当熟练地掌握交通事故责任认定的标准、认定的方法、事故责任的推定方法、事故责任认定的原则,才能对当事人的责任进行认定,以正确地执法。

《中美限制进口中国文物谅解备忘录》及其对中国的影响

制止文物被盗和非法贩运需要国际社会的通力合作。根据1970年联合国教科文组织《关于禁止和防止非法进出口文化财产和非法转让其所有权公约》,中美两国于2009年1月14日签署了《中美限制进口中国文物谅解备忘录》,美国政府将对列入"指定清单"的中国文物实施进口限制。该备忘录的签署和实施对中国的文化遗产保护产生了巨大的影响。它不仅在很大程度上促进了中国相关法律法规的完善,推进了中国文物管理体制的改革,而且推动中国加大打击文物犯罪力度,并加快国际合作的进程。
