Technology and Politics: Have the ICTs Turned into a Domain for Civil–Military Relations in Turkey?

The implications of technology have been widely acknowledged in international relations. Studies ranging from the causes of war and military effectiveness to terrorism and nuclear proliferation have explored how technology shapes international politics. However, the implications of technology in domestic politics have not been scrutinised much. This paper helps fill this vacuum through an analysis of Turkey’s civil–military relations. Although civilian control over the Turkish military has improved in the past decade, this process has not been smooth. With a focus on the recent court cases involving the military, the 2007 e-memorandum and the transfer of electronic military intelligence apparatus to the civilian authority, this paper demonstrates how technology has become an important domain for civil–military relations in Turkey.     

Social Media and E-professionalism in Child Welfare: Policy and Practice

The professional child welfare literature offers little guidance to child welfare managers and agency policy makers about the use of social media to search for or communicate with clients. Ethical social media use relies upon e-professionalism, defined as the professional identity established by workers through the way they utilize digital communications. This article offers considerations for standards of e-professionalism in child welfare policy and practice. Specific considerations are outlined for social media policy and practice scenarios are offered, which can be used to prompt agency discussions with child welfare workers.

金融全球化、全球金融治理改革与国际金融安全*——基于信息科技革命的视角JP〗*

从本质上说,金融业是一种“信息密集性”或“信息敏感性”产业,对于金融全球化而言,信息技术进步具有特殊重要的意义。在信息科技革命引领和推动下,互联网与金融业相互融合,掀起了人类历史上第二次大规模的金融全球化浪潮。当代金融全球化迅猛发展对国际金融安全产生了重大而深远的影响,新一轮大规模金融全球化、国际金融体系的巨大变化以及由此而形成的新的国际金融格局与既有的全球金融治理框架之间的均衡逐渐被打破,既有的全球金融治理框架越来越难以适应信息科技革命条件下金融全球化发展和维护国际金融安全的要求。为更好地适应当代金融全球化条件下建立新的国际金融公共秩序,更好地维护国际金融安全的需要,以2008年全球金融危机爆发为契机,国际社会揭开了全球金融治理改革的大幕。在国际金融体系和全球金融治理框架处于大变动和寻求新均衡的背景下,中国应抓住有利时机,以更加积极、主动的姿态参与和推动全球金融治理改革,坚持命运共同体理念,遵循责任、权力相一致和平衡的原则,倡导在全球金融治理中加强互联网的运用,为维护国际金融安全做出更大贡献。

Recasting Title IX: Addressing Gender Equity in the Science,Technology, Engineering,and Mathematics Professoriate

Questions of gender equity and the underrepresentation of women in the science, technology, engineering, and mathematics (STEM) professoriate in U.S. institutions of higher education have become central issues in debates on the role and makeup of the STEM workforce in today's innovation‐driven economy. In response, policy makers, advocacy groups, academics, and other stakeholders have called for the dedicated enforcement of Title IX of the Education Amendments of 1972 as a tool for combating gender inequities in the academic workforce. Although previously applied primarily to gender bias in athletic programs and participation, Title IX was created to address myriad aspects of gender equity in educational institutions and, as such, currently is being invoked in the realm of STEM academic employment. Accordingly, we analyze Title IX relative to categories of potential regulatory development in light of the policy environment and related dynamics. Providing an historical overview of Title IX and its associated regulations as background, we characterize and delineate its relevance to gender disparities in the STEM professoriate, identifying areas for policy consideration and future application.     

Identifying IT-based rural development infrastructures： Strategic alignment approach

Information technology （IT） has been able to facilitate the rural development through empowering and integrating the accessibility of the villagers （cottagers） to the available knowledge and information and the opportunities to different extents. The success of IT approach in rural development requires some initial efforts to prepare applying IT in order to achieve it. Awareness of IT-based rural development infrastructures and subsequently preparation of required infrastructures are one of the most important steps towards delivering the development program. Considering the importance of this subject, in this paper, we have tried to identify the IT-based rural development infrastructures, using the ideas of experts in IT and rural development across the Iran country. The data analysis of 171 respondents with T-student test showed that the factors of social-cultural, organizational-managerial, technical-telecommunication and legal-legitimate are the IT-based infrastructures of rural development. Successful provision of these elements depends on the existence of strategic alignment approach and focuses on the balanced maturity of the infrastructures.

科技成果转化和技术转移是两个互相渗透互相包容的概念,该文通过对这两个概念内涵的比较,揭示了中国和西方相关科技法律和政策的差异,指出了中国在市场经济条件下坚持科技成果转化工作的必要性及努力方向。     

大学生科技创新能力的模糊综合评价研究

为了促进大学生的科技创新能力的可持续发展,立足教学,联系大学生科技创新实践,建立大学生科技创新能力评价指标体系,该指标体系包括6个一级指标和37个二级指标,然后给出大学生科技创新能力的模糊综合评价方法。最后以机电工程系为例,对该系大学生科技创新能力进行综合评价,明确其优势和薄弱环节,实现全面发展。
