城市公共安全服务供给的合作网络

良好的公共安全状况是公民的基本需求,是城市竞争力和城市形象的重要表现,也是衡量城市政府公共服务能力的重要指标。本文运用合作网络治理理论的内在逻辑与本质,以制度分析与发展框架为分析工具,对城市公共安全服务供给进行制度分析,试图构建城市公共安全服务合作网络的理论框架和运作机制,推动该领域多元行动者的共治之道。笔者认为,城市公共安全服务领域政府单中心供给模式已经发生变化,多中心治理格局初显端倪;多元行动者通过公安机关内部协作网络、公私伙伴关系及社会合作网络等主要互动网络形式,逐渐使多元化和高质量的城市公共安全服务需求变为现实。     

国家电子政务统一网络空间:内涵、框架及建构

本文通过对政府部门类型、组织关系、业务流类型进行分类研究,得出政府系统内的业务通道需求,从而从技术上指导虚拟专网建设和业务系统的部署;通过对业务操作中的数据操作行为和业务数据进行分类研究,从逻辑上规定网络平台数据管理中心的设计和管理的内容,从而改变各部门传统的信息资源共享与交换方式。此外,国家电子政务统一网络空间的管理体制机制的建立和完善迫在眉睫。     

Use of Bayesian networks in forensic soil casework

Forensic soil comparisons can be of high evidential value in a forensic case, but become complex when multiple methods and factors are considered. Bayesian networks are well suited to support forensic practitioners in complex casework. This study discusses the structure of a Bayesian network, elaborates on the in- and output data and evaluates two examples, one using source level propositions and one using activity level propositions. These examples can be applied as a template to construct a case specific network and can be used to assess sensitivity of the target output to different factors and identify avenues for research.

随着社会信息化程度的快速提高,计算机网络犯罪问题在世界范围内日益备受关注.《网络犯罪公约》为各国打击网络犯罪提供了一个法律模式.我国有关计算机犯罪的刑事实体和程序方面的立法与上述公约的规定存在差异.为了打击计算机网络犯罪,我国应借鉴公约的规定完善相关立法,并加强与其他国家之间打击计算机网络犯罪的合作.

Personal attributes and (mis)perceptions of local environmental risk

Individuals' risk perceptions shape their attitudes and behaviors, and to the extent that governments respond to public demands, they also influence public policy priorities. Conversely, risk misperceptions—that is, when risk perceptions do not align with realities—may lead to suboptimal behaviors and inefficient public policy. This study investigates the phenomena of environmental risk misperceptions. Specifically, with an original survey that enables a direct comparison of perceived and actual environmental risks at the local level, it examines the relationships between personal attributes and risk misperceptions. The findings show that individuals exhibit optimism bias in assessing local environmental risk. On average, people rank their communities as experiencing less risk from toxic air pollution than objective measures suggest. Moreover, Whites, males, conservatives, and older people tend to have larger optimism bias and have lower chances of possessing correct risk perceptions than their counterparts, respectively, while respondents who are married, poor, who go to church regularly, and have strong pro-environmental orientation, tend to have smaller optimism bias and have higher chances of possessing correct risk perceptions than their respective counterparts. The systematic misperception of local environmental risk underscores the importance of information provision and risk communication, and the sociopolitical correlates of misperception suggest that targeted and more nuanced strategies are required to correct misperceptions.     

Expert network interaction in the European Medicines Agency

The need for supranational regulatory capacity and the drive for governmental control are two colliding forces in international governance. As a solution to this governance dilemma, European administrative networks need to simultaneously fulfill the demand for supranational institutions and maintain governmental control. The assessment of risks associated with medicines authorized on the European market is carried out by such a network of national regulators as part of the European Medicines Agency. To uncover how these double-hatted experts navigate the opportunity structures created by supranational and intergovernmental forces, this study employs social network analysis. Developing exponential random graph models, this study tests to what extent members can act as professional experts in service of the supranational administration and to what extent national features shape interaction. The results indicate that while PRAC members are socialized as professionals in service of supranational deliberation on pharmacovigilance, intergovernmental forces do structure their interactions.
