Transnational illicit markets are deeply embedded within legal trade systems and thus should be affected by shifting market conditions. Applying a stochastic actor-oriented model (SAOM), this study tests whether variation in illicit market opportunity could account for changing relations within the small arms trade (2003–2008). Measures of market accessibility – changes in export activity, reporting transparency and the percent of the labour force that is armed – outperformed measures of weapon availability with the exception of involvement in armed conflict. Significant structural change in outdegree density and transitivity suggest the development of trade factions, and decreasing balance hints that leaders are emerging. With the pending de-escalation of US-led conflict in the Middle East, a flood of second-hand weaponry is about to enter the market. Continued research is required to further uncover how the legitimate trade infrastructure facilitates the illicit flow of goods. 相似文献

Law enforcement agencies rely on data collected from wire taps to construct the organisational chart of criminal enterprises. Recently, a number of academics have also begun to utilise social network analysis to describe relations among criminals and understand the internal organisation of criminal groups. However, before drawing conclusions about the structure or the organisation of criminal groups, it is important to understand the limitations that selective samples such as wire taps may have on network analysis measures. Electronic surveillance data can be found in different kinds of court records and the selection of the data source is likely to influence the amount of missing information and, consequently, the results. This article discusses the impact that the selection of a specific data source for the social network analysis of criminal groups may have on centrality measures usually adopted in organised crime research to identify key players. 相似文献

Abstract We still poorly understand why Silicon Valley has originated so many breakthrough innovations and large companies. The durability of Silicon Valley's innovative competence over the last seventy years also needs more explanation. The failure of several policy-makers around the world to reproduce the Silicon Valley cluster reveals the misunderstanding of the innovative dynamic in Silicon Valley. This study uses complex network theory – CNT (Barabási, Newman & Watts, 2006; Jen, 2006; Thompson, 2004a) to analyse the complex innovative capability of Silicon Valley and to understand the heterogeneity of agents and the multiplexity of ties that support creation and development of high-tech start-ups. As proposed by Barabási (2002, p. 200), we view the economy as a complex network, whose nodes are companies and whose links represent the various economic and financial ties connecting them. Innovation and entrepreneurship are understood as resulting from the interactions of numerous economic agents. In a systemic perspective, by definition, the presence of a specific agent in a network induces specific interactions with other agents that could not take place if this agent were not there. Thus, the diversity of agents influences the dynamics of the system. The presence of venture capital (hereafter VC) firms in an innovative cluster opens potential specific interactions with other agents in the network (universities, large companies, laboratories) that determine a particular dynamic of innovation. In this perspective, what is distinctive about Silicon Valley is its complete and robust complex system of innovation supported by social networks of interdependent economic agents in which the VC firms have a specific function. Our perspective examines five different contributions of VC firms to Silicon Valley: financing, selection, collective learning, embedding and signalling. These five functions are different ways for the VC firms to interact with the other members of the complex network of innovation and to support the robustness of the system. 相似文献

Abstract Networks have recently become fashionable in social analysis but most of the new network approaches have paid scant attention to the long history of reflections upon the potential of networks as an analytical device in the social sciences. In this paper we chart the developments in networking thinking in two disciplinary areas – social network analysis and social anthropology – in order to highlight the enduring difficulties and problems with network thinking as well as its potential. The first half of the paper explores the uses of network approaches over the past fifty years, situating theoretical and methodological questions in their broader disciplinary contexts. The paper investigates the ongoing negotiation processes between brand maker and brand users as a key to understand how brands become meaningful. The result of the negotiation processes is the creation of a common consent of meaning, which the brand rests upon. Food is both a relevant source of signification and an effective form of communication, based on a limited – although very wide – variety of edible substances, practices, beliefs, and norms that form a network of interconnected systems. These systems and their uses in social practice, constituting a specific semiosphere, are challenged when their users travel and are confronted with unfamiliar foodways in terms of ingredients, cooking techniques, flavorings, preparations, utensils, meal structure, table manners, distribution of the meals during the day, and social dynamics. When different culinary semiospheres interact, food-related experiences reveal the cultural character of gastronomic competences, forcing individuals to engage with otherness through embodied communication. 相似文献

Abstract This paper summarizes available information about the characteristics of the 4.4 million renter households in federally assisted housing. Where possible, characteristics are summarized by housing program and include information on income levels and sources, elderly and family households, and minority households. The story of a below market interest rate housing complex in Burlington, Vermont, illustrates the people at risk and one approach to preserving their housing. Accounts by elderly persons displaced in conversions of buildings subsidized under Farmers Home Administration rental assistance bring home the reality of the hardships faced by households at risk. An appendix addresses threats to the continued provision of assisted housing, including owner options to convert properties to market purposes, default, and the much more general issue of continued federal support. 相似文献

This article examines policy networks in South Korea and Taiwan during the democratic era. Policy networks are the core mechanisms of developmentalism in the two countries. However, democratization affects policy coordination differently in the two countries. By focusing on policy networks as their core mechanisms of developmentalism, this article shows that the fate of developmental states in the democratic period is not fixed. The Korean state fails to maintain policy networks, thus becoming less developmental. Its economic policies become inconsistent, short-term-oriented, over-politicized and poorly monitored. Meanwhile, Taiwan further develops policy networks, so becoming more developmental. These two contrasting experiences of network management and policy choice help account for the differential impacts of the financial crisis on South Korea and Taiwan. 相似文献

ABSTRACT Does New Labour's model of a centrally orchestrated and national-centric political communication strategy effectively engage the electorate? Drawing on interviews with those active in politics “on the ground,” this paper argues that the centralised party model has become unpopular. Furthermore, as these activists tell us, the model is also causing the electorate to reject the democratic process and become apathetic about the political system. Many in Britain, therefore, look to a more locally focussed model, one that has proved successful for the Liberal Democrat party. This model allows communication to be managed at the local level and for the candidate to interact with the local context. An effectively marketed, locally contextualised strategy allows politics to connect with the electorate and, we would suggest, will become more widespread with the realisation that top-down politics does not engage with voters. 相似文献

ABSTRACT The results of the first round of the 2002 French presidential election were a profound shock. Prime Minister Jospin did not make it to the final round run-off, beaten as he was by the far right candidate Jean-Marie Le Pen who claimed second place. This article argues that use (and misuse) of modern campaigning methods proved decisive to this outcome. Paradoxically, Jospin's overtly professional approach actually hindered him. His flawed strategy failed to target crucial voters, and assorted tactical decisions compounded this error. Nor did the media coverage and distorted public opinion polls help a beleaguered Jospin candidacy. In this election the cautious would be the main beneficiaries. 相似文献
