论政府职能及其模式研究的历史脉络——走向引导型政府职能模式研究的进程

“政府职能及其模式”是政治学和行政学的永恒课题,因为,只要存在着政府,就必然存在着政府与社会的关系问题,而政府如何主动地处理这一关系,就是政治学和行政学长期思考的问题。如果用“农业社会-工业社会-后工业社会”的解释框架窥察,可以发现：农业社会的“政府职能”和国家职能是浑然一体的,不存在政府职能模式研究的问题;真正意义上的政府职能及其模式研究是与工业社会中管理型政府的诞生与发展相伴的,其中保护型和干预型的政府职能模式是管理型政府的两种典型化职能模式;随着“引导型政府职能模式”在后工业化进程中的出现,一场对引导型政府职能模式进行研究的热潮正在掀起。     

大学生自杀问题研究综述

近年来,学术界非常关注对大学生自杀问题的研究。学者们从大学生自杀现状、自杀原因及预防与干预机制等方面进行了系统研究和分析。从总体来看,现有的研究缺少实证研究、对影响大学生自杀的各因素之间相互怍用及影响机制的研究不足、缺乏高校学生工作与大学生自杀关系的研究等。

Intervention in the Emerging Multipolar System: Why R2P will Miss the Unipolar Moment

Abstract

With the rise of China and Russia, the international system is poised to shift from unipolarity to multipolarity. This article argues that this structural reconfiguration will have—and is having—a profound effect on the future efficacy of the responsibility to protect (R2P). The rise of R2P, we argue, must be situated in the context of the end of the Cold War and the ‘unipolar moment’ this heralded. The efficacy of R2P is predicated on the assumption that moral advocacy can influence liberal democracies to re-orientate their foreign policy priorities towards human rights protection. We argue that the emerging multipolarity will expose the temporal specificity of this strategy and, ultimately, weaken the influence of R2P.     

Perceptions of Teachers and Staff Regarding the Impact of the Critical Incident Stress Management (CISM) Model for School-Based Crisis Intervention

Abstract

The Critical Incident Stress Management (CISM) Model for crisis intervention was devloped for use with emergency service personnel. Research regarding the use of the CISM Model has been conducted among civilians and high-risk occupation groups with mixed results. The purpose of this study is to examine the effectiveness of the CISM Model for school-based crisis intervention as perceived by teachers and staff. This study compares baseline and CISM Model data over a five-year period. The results suggest that the CISM Model had a positive effect on teacher and staff perceptions of service delivery components (i.e., informing students, meeting with staff members), but no effect on perceptions of the impact of CISM on student outcomes.     

《保护的责任》对"不干涉内政原则"的影响

Economic constitutionalism: Path for state to intervene in the economy

Constitutional agreement and support is a necessity to a legitimate collective economic action. The purpose of economic constitutionalism is to determine the due process of government economic actions. Economic constitutionalism can provide a set of constitutional economic commands for the social economic actions. It is a path that allows the state to intervene in the economy. Under the structure of economic constitutionalism, liberty and intervention can be balanced. Only the intervention defined and established by an economic democratic mechanism can avoid economic autocracy. The share of economic powers by both the state and the social members can safeguard the social and democratic nature of intervention. Intervention is not always accompanied by the public, and the public is not inevitably superior to individuals. Individualism in the public is the value guide to form the public.     

民警临战心理调查及心理干预对策

本项调查中参与重大突发事件处置的72名民警的心理状态，可以分为冲击阶段、安定阶段、解决阶段，具有焦虑、恐慌紧张和悲观痛苦失望的心理发展规律性。在处置重大突发事件时应对民警进行预防性心理干预、介入式心理支持和恢复性心理干预。
