党的十六大报告对"三个代表"重要思想的论述,是在更加广阔的时代背景下和更加全面的基础上,对其进行了许多新的阐述,为我们在十六大的基础上,学习、贯彻"三个代表"重要思想指明了方向.

人大监督政府权的实施现状主要表现为三个方面的不足:即监督权的弱化、虚化和权威缺失.实现人大监督政府权的路径包括:党内民主先行、实现人大代表的代表性、落实人大监督政府权的程序和重构公共财政的管理体制等.

推进非公中小企业劳动关系协调机制建设的思考 —— 对改善非公中小企业劳动关系现状的对策建议

劳动关系协调机制是推进企业和谐稳定以及企业长足发展的重要抓手。集体协商、职代会和劳动争议调解是企业协调劳动关系的重要机制。然而目前,各类企业尤其是非公中小企业的劳动关系需要完善和改过。为此,可采用两手抓的工作路径,即一方面应积极推动具备条件的企业依法建立健全劳动关系协调机制,另一方面大力推进区域性、行业性劳动关系协调机制建设,通过两方面工作路径的有效联动,推进区域劳动关系的整体和谐稳定,进而增进企业活力,推动企业发展。     

The role of the TUC in significant industrial disputes: an historical critical overview

ABSTRACT

Historically the British Trades Union Congress’s (TUC) role in a significant number of major industrial disputes has been subject to both accusations of ‘betrayals’ and ‘sell-outs’ as well as more sympathetic accounts which emphasise the constraints faced by the TUC both in terms of their institutional role and their relationship with constituent unions. Drawing on evidence concerning the role of the TUC in significant disputes including the 1926 General Strike, the strike wave of 1972, 1975–8 Grunwick dispute, the 1978/9 ‘winter of discontent’, the 1984/5 miners’ strike, the 1986–7 News International strike and more recent examples, the paper highlights four constraints on the role of the TUC in relation to major disputes: their political loyalty to the Labour Party; an aversion to defying the law; the avoidance of appearing to challenge state power; and structural constraints to an extent inherent within trade union officialdom.

本文通过考察毛泽东创立人民代表大会制度的实践探索,进一步认识人民代表大会制度确立的国情基础和价值追求;通过分析毛泽东对人民代表大会制度的理论构建,揭示毛泽东把马克思主义民主理论中国化的思想历程和原则遵循.这时我们今天破除民主迷信、坚持和完善人民代表大会制度具有深刻而全面的启示.     

美国国会“台湾连线”成员分布决定因素实证分析

2002年成立的美国国会台湾连线已成为美国国会议员介入美国对华、对台政策的重要渠道。本文对台湾连线成员在第110届国会众议院的分布进行了实证研究,发现加入该连线的议员多来自美国南部,来自那些亚裔人口比重较大、与中国经济关系密切、“台独”组织FAPA活跃的选区。外交委员会成员、意识形态保守议员和共和党议员参与台湾连线几率较高。基于台湾连线分布的特点,本文提出理性处理台湾问题中美国国会因素的建议。     

Electronic Grassroots: Does Online Campaigning Work?

This research explores the implications of the growing use of the Internet to campaign and win elections in the United States. After exploring the historic assumptions and motivations behind the use of the Internet to campaign, the authors use election data from the 2006 midterm congressional elections and webpage ranking data from the leading web-based ranking service to assess the impact of Internet campaigning. The findings indicate that web presence is a significant predictor of the total votes candidates garnered in the 2006 congressional elections, even when controlling for variables such as funding, incumbency and experience. Further, the findings also suggest that, generally, Democrats had a stronger web presence than Republicans and this increased presence contributed to their success in the election. This research suggests that potential candidates need to be particularly concerned about the success of their websites and their popularity within the Internet community when running for office.
