关于开展文物警察学研究的设想

文物警察学是要从公安工作角度对文物保护问题进行综合研究,其基本内容包括对于文物刑事、文物治保、文物消防和公安内部文物管理体制等方面问题的探索。山西警专开展文物警察学研究,具有地方治安刑事案件素材和人力资源等优势,也具有重要的理论和实践价值。在为期五年的第一发展周期,应充分利用人、财、物等条件,推动山西的文物警察研究和教学活动由软性研究课题组合向专门的科研部门,再向能承担教学、培训、科研任务的公安特色专业演进,为本校、山西以至全国的公安理论研究和公安教育工作做出贡献。     

文化动力：一种解释城市发展与转型的新思维

城市发展动力问题一直备受社会和学界关注。新型城镇化背景下,以人为本的思路要求城市发展模式从规模粗放型向质量集约型转变、从增量扩能向做优存量调整。因为单纯依赖土地、劳动力、资金和管理效率等要素的“传统模式”,很难维持城市的可持续发展。在新背景下,大城市如何进一步发展,提升内涵与质量？文化动力模式作为一种新的发展路径,是对该问题的学术回应。文化动力中的“文化”,并不是指那种模糊的、抽象的、无所不包的文化,而是指那些与本地居民生活息息相关的生活文化设施、多样性组织、各种文化实践等构成的城市场景,以及场景中隐藏的自我表达、超凡魅力和时尚等价值观与生活方式。这些因素能对创意阶层产生吸引作用,并影响该群体的城市流动和新兴公司选址等。从这个角度来说,文化动力模式作为一种全新思维,重塑着城市发展与转型的后工业路径。     

Disability,right to culture and copyright: which regulatory option?

Access to knowledge and participation in cultural life for persons with disabilities has always constituted a tough challenge. Recent studies show that only 5% of published works are available in accessible format, and the number plummets to 1% in developing countries. Coupled with the high costs of production and distribution, and the full reliance on public funds and intervention of public or non-profit organizations, copyright has traditionally represented an additional obstacle on the path for a broader availability of accessible works. Recently, the situation has worsened with the tilting in the balance between rights and exceptions caused by the legislative response to digital threats, when the unprecedented opportunities offered by new technologies to foster accessibility have been largely trumped by copyright law. Still, the last decades have witnessed the beginning of a paradigm shift, originating from the human rights arena, and moving towards a new definition of the interplay between authors’ rights and the right to take part in cultural life, both at a general level and with particular regards to persons with disabilities. This article offers a diachronic overview of the path that, from the rediscovery of Article 15 of the International Covenant on Economic, Social and Cultural Rights through its General Comments to Article 30 of the United Nations Convention on the Rights of Persons with Disabilities, has led to the adoption of the Marrakesh Treaty. It then analyses, with a focus on the European Union and its Member States, the national and regional responses to the new human rights obligations, looking at the relations between legislative exceptions and model or collective license agreements. The assessment of the strengths and weaknesses of the two main regulatory options lays the groundwork for proposals of further areas of intervention, necessary to fully comply with the international human rights obligations and to achieve the fullest access to and participation in culture possible for persons with disabilities, by using the tools offered by international and national copyright law.     

This land is my land: the Ethio-Sudan boundary and the need to rectify arbitrary colonial boundaries

Ethiopia and Sudan share a common boundary of over 1600 km which was drawn through a series of treaties between Ethiopia and the colonial powers of Britain and Italy. To date, this boundary has not been clearly demarcated. In 2007, the Ethiopian People's Revolutionary Democratic Front, the current ruling government, entered into a secret agreement with the Sudan to make adjustments on the border. This paper identifies the major factors that have frustrated efforts to address the Ethio-Sudan boundary problem and also proposes solutions on how Ethiopia and Sudan could resolve their differences. The analysis reveals that political, social and cultural factors; the decision to adopt the western concept of the boundary; and the failure to recognise the historic and cultural constructs have contributed to the frustration of negotiations on the border. The paper proposes that Ethiopia and Sudan embrace the African Union Border Program, which encourages mutual cooperation, regional integration and the building of communities with strong economic and cultural ties.

片面的发展观曾使山西的经济发展迷失了方向,而科学发展观的提出则更新了山西的发展理念,使山西省委省政府确立了正确的政绩观、群众观、人才观和发展观,从而为山西的发展指明了正确的方向。只有正确地把握科学发展观,大力发展循环经济,对传统工业进行改造;加强创新体系建设,整合资源延长产业链;挖掘历史文化资源,大力发展旅游业;对企业发展重新定位,先做强再做大,才能把山西的经济发展不断地推向前进。

由于各种复杂的原因 ,各国对于卖淫活动的认识和态度存在很大的差异。通过比较英(英格兰和威尔士 )、美、澳、意、日等国家对于卖淫的社会和法律定义以及原因分析 ,可以使人们能够全面地认识卖淫现象 ,同时 ,也有助于进一步探求警察在治理卖淫活动中的作用。     

全球化条件下的文化安全探析

经济全球化是当今时代的一个重要特征，每一个国家都将面对错综复杂的国内外形势。中国在社会主义现代化建设的进程中，相较于西方国家文化安全的理论研究与现实发展，文化安全建设稍显滞后，面临着较大的威胁与挑战。理论上提出对策，实践中坚决反对文化霸权、力促先进文化的构建成为我国当前的一个重大现实课题。     

Educational Intentions Among Prison Inmates

The aim of the study was to examine the impact of geographical and cultural affiliation and learning problems on prison inmates' intentions to embark on education above their obtained level of education. Younger inmates, inmates who had reading or writing problems and inmates with less geographical and cultural affiliation to Norway were significantly more likely to report that they wished to start upper secondary school than older inmates, inmates who had no reading or writing problems and inmates with a strong affiliation to Norway. Likewise, younger inmates, inmates who had a non-Norwegian affiliation and inmates who had no problems with arithmetic or mathematics were significantly more likely than others to say that they wished to embark on university studies or other higher education.     

思想政治工作文化价值探析

思想政治工作在它的发展过程中,除与社会的生产力、政治、经济有着密切的关系外,同社会文化发展也有着内在的联系。一定的思想政治工作方式的背后总存在着某种特定的文化模式作为其支撑。思想政治工作内在地为某种文化模式积淀人文力量,造成一种顺应时代潮流的精神现象。具体说来,思想政治工作的文化价值主要显现为对文化的过滤——保存、整合——顺应、传播——交流、创造——更新等四个相互关联、相互渗透的方面。
