民族民间文化资源的保护、利用和开发将极大地促进西部边疆少数民族地区经济、社会、文化的进步和发展;同时,对少数民族在西部开发中的参与性发展和小康社会的全面建设都将具有现实意义。建设民族工艺村应是当前条件下实现少数民族民间文化资源保护与开发的一个有效途径。同时,民族工艺村建设可作三个层次———个体、社区、社会———和两种状态———静态的与动态的保护开发———的模式区分。建设民族工艺村过程中还有一些带有共性的问题值得注意。 相似文献

With heated political and public debate over government vaccine mandates, COVID-19 offers an opportunity to better understand the role of policy justifications on people's perceptions towards a policy. Through this study, we aim to move beyond the partisan and ideological arguments for and against vaccine mandates to illustrate how individuals' worldviews, based on Cultural Theory, can better explain why people have different perceptions towards vaccine mandates. Using the judiciary and judicial reasoning as the setting, and controlling for individuals' preexisting opinion on COVID-19 vaccines, we hypothesize that people who prefer vaccine mandates will agree with judicial reasoning that appeals towards individualistic and hierarchical statements. Additionally, we hypothesize that those who have confidence in the judiciary will agree with individualistic and hierarchical statements. To test this hypothesis, we conducted a conjoint survey experiment through Amazon Mechanical Turk. The results confirm the hypotheses. 相似文献

The 2022 Guidelines for Parenting Plan Evaluations in Family Law Cases were developed taking into account membership feedback which identified guidance around issues of Diversity Equity & Inclusion (DE&I) as a high priority. The current Guidelines have integrated issues of diversity in many areas of the document, by adding a section on guiding principles and values, expanding and clarifying evaluator education and training, and embedding cultural and diversity considerations in many sections of the document. Prices in illegal drug markets are difficult to predict. Based on qualitative interviews with 68 incarcerated drug dealers in Norway, we explore dealers’ perspectives on fair prices and the processes that influence their pricing decisions. Synthesized through economic sociology, we draw on perspectives from traditions as different as behavioral economics and cultural analysis to demonstrate how participants in illicit drug distribution base their pricing decisions on institutional context, social networks, and drug market cultures. We find that dealers take institutional constraints into consideration and search for niches with high earnings and low risks. The use of transactions embedded in social networks promotes a trusting form of governance, which enables strategic network management and expedient distribution but also uncompetitive pricing. Finally, dealers’ pricing decisions are embedded in three different cultures narratives: business, friendship, and street cultural stories, with widely varying implications for prices. Our findings demonstrate how an economic sociology of illicit drug distribution can extend insights from behavioral economics and cultural studies into a coherent criminology of illegal drug markets. 相似文献

In their paper Beyond Procedural Justice, Bottoms and Tankebe specified two interrelated dimensions of legitimacy: audience legitimacy and self-legitimacy. Criminologists have given considerable attention to audience legitimacy, but police officers’ belief in their own legitimacy remains understudied. This paper extends Bottoms and Tankebe’s theory and reports findings on some of its key propositions, using survey data from a UK police force. Three key findings emerge. First, contrary to previous studies, feelings of recognition by supervisors and clientele did not predict self-legitimacy; self-legitimacy was found to depend on feelings of peer recognition and acceptance. Second, self-legitimacy predicted officers’ commitment to external procedural justice but not their moral orientations towards crime victims. Finally, perceived police effectiveness but not supervisor recognition – that is, internal procedural justice – was the key predictor both of external procedural justice and of normative orientations towards crime victims. A nation’s cultural policy is derived from its political and governance history, and its past practices. Taking the genealogical traits of South Korean cultural policies into account, the authors examine the contributions and risks of a public-led arts incubator program. One of the Arts Council Korea’s grant programs in the arts-incubating structure was involved with a public funding scandal of political intervention during the grant review process. Consequently, questions were raised about the current bureaucratic system for cultural policy. This article discusses the legitimacy of state intervention in the arts, and analyzes the case with relevant collected documents and interviews. 相似文献

The European Union (EU) is considered to be a unique economic and political union that integrates most European countries. This article focuses on the cultural aspect of European integration, which has been increasingly debated over the course of deepening and widening integration and in the context of the legitimation crisis of the EU. Among the main goals of the EU is to promote certain values, which raises the question of whether it has been efficient in (or enabled) reducing cultural value gaps among the participating countries. World polity and institutional isomorphism theories suggest that cultural values may trickle down in a vertical manner from the institutions of the EU to its member states and candidates. Furthermore, hybridisation theory postulates that values diffuse horizontally through intensified interactions enabled by the EU. These two perspectives imply the possibility of cultural convergence among countries associated with the EU. By contrast, the culture clash thesis assumes that differences in cultural identity prevent value convergence across countries; growing awareness of such differences may even increase the pre-existing cultural value distances. To test these different scenarios, distances in emancipative and secular values are compared across pairs of countries using combined repeated cross-sectional data from the European Values Study and the World Values Survey gathered between 1992 and 2011. This study finds that the longer a country has been part of the EU, the more closely its values approximate those of the EU founding countries, which in turn are the most homogenous. Initial cultural distance to the founders’ average values appears irrelevant to acquiring membership or candidacy status. However, new member states experienced substantial cultural convergence with old member states after 1992, as did current candidates between 2001 and 2008. Since 1992, nations not participating in the integration process have diverged substantially from EU members, essentially leading to cultural polarisation in Europe. The findings are independent of (changes in) economic disparities and suggest the importance of cultural diffusion as one of the fundamental mechanisms of cultural change. This empirical study contributes to the literature on European integration, political and sociological theories of globalisation, and cross-cultural theories of societal value change. 相似文献

This article examines the role of the European Commission in non‐legislative policy co‐ordination in the European Union. Using the Open Method of Co‐ordination (OMC) in the oft‐neglected sector of cultural policy as a case study, it argues that rather than a neutral facilitator as it appears on paper, the Commission occupies both a political and administrative leadership role in the operation of the culture OMC. Through analysis of policy documentation, interviews and non‐participant observation material, the article demonstrates how the Commission has operated as a key driver and agenda‐setter in the field, exposing the inter‐institutional dynamics in a competence in which the EU has a supporting role. The findings thus have broader implications for the study of agenda‐setting and European integration in policy sectors where the EU holds a supporting competence. 相似文献

I examine Toronto's interest in the policy learning process regarding possible solutions to development pressure downtown though understanding policies from San Francisco, Seattle, and Vancouver. Grounded by the analysis of creative city interventions and incorporating a theoretical framework of policy adaptation, the investigation is informed by interviews with fifty-one multi-sector stakeholders, historical and archival materials, and policy documents. Return to urban living and the creative cities movement challenge city centers in preserving creative and cultural businesses and organizations.
