This paper reflects on the credibility of nuclear risk assessment in the wake of the 2011 Fukushima meltdowns. In democratic states, policymaking around nuclear energy has long been premised on an understanding that experts can objectively and accurately calculate the probability of catastrophic accidents. Yet the Fukushima disaster lends credence to the substantial body of social science research that suggests such calculations are fundamentally unworkable. Nevertheless, the credibility of these assessments appears to have survived the disaster, just as it has resisted the evidence of previous nuclear accidents. This paper looks at why. It argues that public narratives of the Fukushima disaster invariably frame it in ways that allow risk‐assessment experts to “disown” it. It concludes that although these narratives are both rhetorically compelling and highly consequential to the governance of nuclear power, they are not entirely credible.  相似文献

The aim of this study was to investigate the relationship between the clinical features of suicide attempts and the Great East Japan earthquake in Kanagawa. We enrolled 592 patients who attempted suicide and were hospitalized for inpatient treatment. Clinical features were compared between before the earthquake (A) and after the earthquake (B) groups. The number of suicide attempts increased from 286 to 306. The rate of increase in suicide attempts in men was the highest in the age group of 40–59 years. The frequency of joblessness, family psychiatric histories, precipitating event, and alcohol intake at suicide attempt was significantly higher in the B group than in the A group. The number of patients in serious condition in the B group was significantly higher than that in the A group. Other clinical features related to suicide in people who were indirectly affected by the earthquake disaster should be investigated to develop targeted prevention strategies.  相似文献

The April 20, 2010, BP Deepwater Horizon blowout riveted citizen and elected officials' attention on coastal oil spills in ways not seen since the ill‐fated 1989 Exxon Valdez crisis. A commonly voiced lament included why was the tragedy not prevented? Why the seemingly poor safety practices and who is to blame? Could a spill of such catastrophic proportion happen elsewhere in the future? Applying a spill prevention causation framework developed through the examination of other major near‐shore incidents over a 23‐year period, the author finds Deepwater Horizon exhibited a pattern of shortcomings evident in these other spills. These shortcomings are rooted in policy imperfections, a weak regulatory regime, organizational deviance in lieu of integrity, and interorganizational structure deficiencies.  相似文献

This article draws attention to the ideological role that the neoliberal discourse on corruption has fulfilled in the promotion of the second generation reforms in Southern countries since the 1997 East Asian financial crisis. This discourse is ahistoric insofar as it fails to recognise corruption as a problem of modernity; biased insofar as it associates corruption with Southern countries' historical and cultural specificities only; contradictory in terms of its counter-productive anti-corruption strategies; and politicised as it has redefined ‘corruption’ as ‘rent-seeking’. In the absence of alternative radical conceptualisations, this essentially competition-induced neoliberal orthodoxy on corruption has been easily articulated within morality-based popular concerns in domestic politics and hence acquired a hegemonic capability. The article substantiates these arguments by examining the trajectory of the neoliberal anti-corruption agenda in Turkey with a particular focus on the developments of the post-2001 financial crisis period.  相似文献

The aim of this study is to identify protective and risk factors related to the development of posttraumatic stress disorder (PTSD) on a sample of survivors from a single plane crash. Eighteen survivors were examined 6 months following the event. The subjects all underwent psychiatric interviews, Clinician‐Administered PTSD Scale structured interviews, personality and cognitive tests. Only 38.9% of them presented with all of the symptoms of PTSD; 22.2% showed no symptoms for PTSD; remaining survivors exhibited emotional/affective symptoms related to the event. In addition to the severity of the traumatic event itself, other risk factors identified were the loss of a relative, the manifestation of depressive symptoms, and the severity of physical injuries sustained. Low levels of hostility and high levels of self‐efficacy represented protective factors against developing PTSD.  相似文献

Denture marking (DM) helps identify edentulous people with different methods. Analyzing perceptions and attitudes of denture wearers would enable understanding of the practical aspects, an analysis still absent in South America. Fifty‐three individual candidates for removable dentures were instructed on disaster victim identification (DVI) and the usefulness of DM for this purpose. They were physically shown eight DM systems and a questionnaire to which they responded by highlighting preferences in those systems. Although 98.11% did not know that dentures could be marked, only 9.43% denied interest in some type of DM. The 90.57% would mark their dentures with some system, preferring the inclusion of QR codes or a micro SIM card. The proven weaknesses of DVI and propensity for disaster mean this community in Chile is an opportunity to implement DM systems. Obstacles may come not from patients but from their dentists, educational institutions, or a lack of public policies.  相似文献

Abstract: Meticulous recovery of victims in the Daegu subway disaster was possible, because charred and fragmented victims were left in situ. Because bodies were piled one over another within the train, appropriate methodology during the recovery was critical to identifying the victims. The disaster area was thoroughly documented with notes, photographs, and schematic drawings of the various locations. The recovery team, comprising two medical examiners and one forensic anthropologist, decided when charred body parts and cremated bones were linked to the same individual based on the anatomy and forensic anthropological examination. Without these recovery procedures, it would not have been possible to efficiently harvest representative DNA sample from most of the victims’ body parts. After the entire process of identification, 136 victims were positively identified, and six victims remained unidentified. This study supports the crucial role of forensic anthropologists in the recovery of victims, especially in fire scenes.  相似文献

政府间气候变化专门委员会(IPCC)最新发布的"管理极端气候事件和灾害风险促进气候变化适应特别报告决策者摘要(SREX)"从"极端气候事件+脆弱性+暴露程度"的角度剖析了灾害风险的根源,综合考虑了气候、环境、社会经济条件等因素,提出了管理灾害风险和适应气候变化的各种政策选项,对于我国把风险管理纳入应对气候变化行动的整体框架提供了重要的科学依据。本文基于特别报告的主要结论,结合我国防灾减灾工作的实际情况,提出加快社会经济发展、实现社会系统重构、发挥政策协同效应是今后防灾减灾工作的重要着力点。  相似文献

Analysis of post-disaster reconstruction of urban areas has largely been understood as a function of technocratic and institutionalist paradigms, while critical perspectives have been largely influenced by the analysis of “disaster capitalism.” Common to these paradigms is little analysis of state attempts to deploy power over a population through controlling space in urban areas. This paper examines the strategies of internal territorialization undertaken by the Philippines state in post-Haiyan reconstruction polices. Drawing on data from Tacloban City, I show how bourgeois environmentalist and urban ecological security approaches exclude the urban poor from undertaking reconstruction in coastal communities. Discourses of cleanliness and securing the population of the city have accompanied material practices that enforce state territorialization in the city. These processes of state territorialization exclude those residing in risk prone zones from various forms of aid and relief. This paper concludes by highlighting processes of territorialization that have generated conflict in the city, as poor residents engage in forms of counter-territorialization to assert their space in the city.  相似文献
