法院网络发言人作为法院与网民沟通的＂媒介与桥梁＂,不仅要把自己与法院、网民的关系定位为＂一仆二主＂的服务关系,还要主动提高认识和把握社情民意的能力,切实发挥舆论＂航向标＂作用,正确引领涉法舆情的发展方向。

赣州由于经济相对落后,尽管社会组织已经有了一定的发展基础,并拥有加快其发展的现实条件和成功案例,但新形势下,面对基本公共服务发展的新要求,存在一些制约社会组织发展的因素,需从理念定位、制度安排、机制构建及实践着力点等层面,探究社会组织在提供基本公共服务中的重要作用,以推动和谐赣州的发展。     

Corporate social responsibility as new challenge for the IT industry

Corporate social responsibility (CSR) has become a relevant topic for enterprises offering products and services on a global scale. International organizations provide for guidelines and private associations publish codes of conduct requiring businesses to integrate social, environmental and ethical aspects, human rights as well as consumer concerns into their operations. Not at least the EU is promoting CSR through an Agenda for Action 2011–14. The implementation of CSR is a multidimensional ethical process and gains particular importance for the IT industry which by its nature is global. Therefore, IT enterprises are invited to conduct a CSR assessment, to develop a CSR strategy and to implement CSR commitments. These tasks are to be done by introducing specific CSR processes and compliance measures for risk assessment and risk mitigation.     

论气候变化语境下的国际服务贸易法适用问题:以一般例外规则为视角

各国日益重视采用服务贸易措施应对气候变化,我国WTO服务承诺亦与气候变化相关。因措施通常视成员是否承担减排义务而给予不同待遇,容易违反非歧视原则,一般例外是判断措施合法性的关键。一般例外适用于气候变化时将面临措施性质认定、必要性测试、发展中成员可否利用引言获得特殊待遇等诸多难题。为确保一般例外适用的可预见性并妥善平衡贸易与气候变化,需强化贸易与气候变化的相互支持,解决一般例外法理的连贯性不足等缺陷,避免僵化解释,力争规则更新修改。     

Maternal Separations During the Reentry Years for 100 Infants Raised in a Prison Nursery

Prison nurseries prevent maternal separations related to incarceration for the small subset of children whose pregnant mothers are incarcerated in states with such programs. For a cohort of 100 children accepted by corrections into one prison nursery, subsequent separation patterns are analyzed. The largest numbers are caused by corrections' removal of infants from the nursery and infants reaching a one-year age limit. Criminal recidivism and substance abuse relapse threaten continued mothering during reentry. Focused and coordinated services are needed during prison stay and reentry years to sustain mothering for women and children accepted into prison nursery programs.

法治思维视阈下科技伦理教育观完善探析——基于当下科技发展中学术道德失范行为现象的思考

学术瑕疵类、学术垄断类失范行为之所以普遍存在,与科技伦理教育观密切相关。当前,我国的科技伦理教育主要存在法治意识淡薄,忽视培养具有法治思维的科技伦理专业人才,以及缺乏法治化制度保障等问题。然而,法治思维作为社会治理的核心思维,具有将其引入科技伦理教育的必要性和可行性。为实现规制学术道德失范行为以净化科技伦理生态的道德理想,需要在科技伦理教育的过程中中融入法治思维并凸显法治作用,从而构筑起坚不可摧的法治屏障。所以,法治思维视域下科技伦理教育观的完善应从德法并重,严重的学术道德失范行为应以法律规制为主,且科技伦理教育中亟待重视法治思维的培育等方面着力;法治思维视域下,高等院校与科研机构对于科研人员科技伦理教育观的培育应从增设科技法和知识产权法课程,强化警示教育,且在对于学术道德失范行为的学术研究和立法规制等方面努力。
