The article identifies characteristics and consequences of competition between two teachers’ unions as a component of multi-unionism. The study aimed to clarify the consequences of this competition for the education system following the splitting of one teachers’ union and formation of a new union, which challenged both its rival and the policy-makers. The study focuses particularly on the development of the newer union. Data was gathered from documents written between 1958 and 2013, and supplementary interviews were conducted with 15 key figures in the unions, the Ministry of Education, and the Treasury. While research literature usually describes the conduct of teachers’ unions on a continuum between hindrance and facilitation of educational reforms, the study’s findings add an additional dimension relating to the possibility that competition between two teachers’ unions can engender competitive proposals for educational reform and act as a catalyst for change in educational policy. The rivalry led to the emergence of two similar, but competing, educational reforms, accepted by government and in effect today in all the schools. The study provides information on different levels of competition between the teachers’ unions, and the leeway for action that a union has as an interest group.  相似文献

This article investigates local authority (LA) trends in expenditure on Children’s and Young Peoples’ services in England between 2010 and 2015, a period of government characterised by measures of fiscal austerity. We draw on a rationing framework to contextualise the levels and trends in expenditure under observation. The article analyses trends in various groupings of expenditure, using a latent growth modelling approach to identify significant trajectories in spending across LAs with different deprivation tertile membership. We find that although some kinds of children’s and young peoples’ services expenditure have been largely maintained during this period, preventive family support and early intervention services (such as Sure Start Children’s centres) have seen substantial reductions in expenditure, in contrast to the dominant narrative that children’s services have been protected. LAs in the most deprived tertile have faced the greatest cuts, mirroring other research findings on the distribution of austerity measures.  相似文献

Since publication of the Corston Report in 2007, initiatives with regard to women and criminal justice in England and Wales have been marked by positive steps on the one hand, but reversal and failure on the other. A central element to this narrative has been the enthusiastic development of community‐based services for women, only to be followed by the subsequent dissipation of government energy, a diminution of interest, and a decline in funding. In this article, some of the complexities of the reforms are considered, a detailed reading is provided of the various initiatives as an historical record, and the context(s) in which the steps forward and backward can be understood is reflected on. In light of the evidence, it is argued that if women's centres are to be successful in facilitating and supporting movements away from crime, then there is an urgent need for a consistent strategy derived from evidence‐based research and experience.  相似文献

公共服务均等化问题是公共管理改革和实践的重要命题。诞生于西方社会的治理理论及其“善治”理念,已成为当今国际社会公认的公共管理研究语境和改革实践的普遍诉求。目前,中国城乡之间、地区之间公共服务的不均等化状态引发了众多社会矛盾,严重偏离了公共管理的善治取向。本文基于不同于公共财政范畴善治框架,以公平和效率为尺度,研究公共服务均等化策略的合理性,认为公共服务均等化有利于实现善治理念的公平取向和效率取向,达到公平和效率的高度统一,中国政府应该从理念和制度两个层面加强公共服务均等化建设。  相似文献

The existing literature on women's educational attainments and gender inequality in education excludes the pattern and process of gender educational equalization. In this research, we review the relevant literature first and then set hypotheses to be tested based on the different expectations of modernization theory and the threshold hypothesis. We have access to the 1990-2001 data files of the Taiwan social change survey and the 1950-2000 data files of the Statistical abstract of national income in Taiwan to obtain the information which is used in this research. We employ the bi-variate logistic regression model to estimate the net effect of gender on the likelihood that the subject completes his or her high school education or earns a degree from a college or a university from 1950 to 2000. Our empirical results show that, when compared with the educational attainments of men, the women's relative disadvantage in terms of educational attainment diminishes with economic development, but the extent of such a decline varies with the different levels of economic development and stages of educational expansion. This indicates that the equalization pattern of gender inequality in education is not linear, but rather ladder-like, and is consistent with the assumption of the threshold hypothesis. Furthermore, the equalization process of gender educational inequality differs according to socio-economic backgrounds. A boy with an upper class background is more likely to complete his high school education or obtain a degree from a college or a university than a girl with an upper class background, followed by a lower class male, and a lower class female, respectively.  相似文献
