充分发挥公安机关指挥中心在应急机制中的龙头和枢纽作用

我国是一个突发公共事件多发的国家,为有效应对,减少损失,我国政府加快了其应急机制的研究,提出了“党委领导、公安平台、快速反应、统一联动、各司其职”的突发公共事件处置原则。公安机关在处置突发公共事件中发挥着重要作用,是政府应急管理工作的平台,在应急机制中具有龙头和枢纽作用。     

我国应对突发事件的现状分析与对策研究

突发事件的发生有着极为深刻的国际国内政治的、经济的、社会的和自然的原因.我国在突发事件应对中存在着应急信息通报不及时、不充分甚至隐瞒信息,社会力量参与不足等问题.我们党要增强应对突发事件的能力,需要在提高和增强党员的能力和本领、完善我国突发事件应急机制、加强立法、强化依法办事、完善行政问责制、妥善处理群体性突发事件等方面做出不懈努力.     

繁荣应急警务研究 履行平安建设职责——2008’中国警察临战论坛综述

2008’中国警察临战论坛在武汉顺利闭幕,来自全国16省市的警界学者和公安实战部门的指挥员60余人参加了本次论坛的研讨。本次论坛讨论分析了中国应急警务的现状及未来一个时期的发展趋势;重点围绕警察临战机制、警察临战战术、警察临战心理、各类突发事件及其典型战例、网络舆情与网络安全应急进行了研讨。

面对日益繁重的警察临战任务,为了树立警察的良好形象,美国警方在加强警察临战指挥与战术功效的同时,十分注重构建警察临战公共关系体系,通过有效的沟通和传播来改善临战环境,提高警察临战效能,其经验和做法非常值得我们思考与借鉴。     

How to Make Using Two-Way Mechanisms Routine: Testing a Preliminary Model

ABSTRACT

Consistent or continuous use of two-way engagement mechanisms is key to effective citizen participation. This article examines how to make the municipal manager’s use of two-way engagement mechanisms more consistent when they prepare local budgets. To test the model, self-administered mail surveys were compiled from two American states—New Jersey and Pennsylvania. The findings address the role of individual intentionality. The municipal manager’s attitudinal willingness, his perceived ease or difficulty, the trust she receives from elected officials, and the capacity to coordinate effectively are significantly related to his consistent use of two-way engagement mechanisms. However, district representatives and pressures channeled through media scrutiny are not able to compel a municipal manager to routine use of such mechanisms.     

Policing neoliberalism in Egypt: the continuing rise of the ‘securocratic’ state

This article examines the increasing power of the police, their centrality to the reproduction of the neoliberal global order and their dynamic relationship with various elements of the ruling elite. It focuses on the case of the post-2011 uprising in Egypt to examine how the police institution has taken advantage of the uprising to increase its power and relative autonomy. The article demonstrates the centrality of the police to the Sisi regime’s efforts at reducing political discourse to an inflated and simplistic concept of ‘security’ in an attempt to establish its long-term legitimacy.     

Swimming against the Tide: How Disaster Agencies Build Political Resilience

Despite the pressure on politicians to show leadership in times of disaster, many struggle with the extreme leadership challenges imposed by a calamity that is quickly consuming life and property. Drawing on data from elite interviews with senior personnel from disaster agencies in eight countries, we find that emergency managers want to engage with political actors well before a disaster strikes. This is critical to educate the political actor about disaster management, leadership, and communication, and to generate support for resources and funding. The challenge is to place disasters on the agenda of political actors ahead of all-consuming, day-to-day issues.     

日本对能源危机的应急管理——以第一次石油危机为例

日本面对战后第一次国家危机,先是组建应急管理机构,以此为基础,从行政号召、政府指导和法律管制等层面制定了诸多措施,并很快形成了具有"防火墙"作用的应急管理体系。该体系为调整危机状态下的国家权力、公民权利以及国家权力与公民权利之间的各种能源经济关系,充分发挥行政、法律对社会无序状态、紧急状态的防范和矫正功能起到了关键性的作用。在应急危机管理中,日本政府所发挥的6大能效,也为日本从无预防性的应急管理向未雨绸缪的预防管理转型提供了极为宝贵的心理储备、经验借鉴和制度遗产。     

论警察合同战斗中对战场环境的适应与利用

战场环境条件诸因素,主要是指构成战场时空,以及足以影响战斗进程及结局的地形、时间、气象、民众等环境条件因素。战场的环境条件诸因素如何,对作战的利弊如何,如何趋利避害,是作战指导者必须考虑解决的重大问题,也是直接关系到作战胜败结果的关键问题。在警察合同战斗中应积极地研究与适应战场环境,强化战场环境的适应性训练,提高战斗力水平,采取符合法律,符合作战环境和警察合同战斗任务要求的战术方法,引导我们不断地取得合同作战的胜利。     

行政紧急权的理性探析

行政紧急权力是一种在紧急状态下受必要的民主宪政的分权制约和人权保障原则实质性制约,由行政机关集中行使的国家权力,其目的即为了应对紧急情况对国家正常秩序的威胁和侵害,以尽快地恢复正常统治秩序及实现保障人民权利的最终目标.在紧急状态下赋予政府集中扩张的紧急权力,即在于通过该权力的行使,克服现代民主宪政制度的缺乏效率的局限性,尽快地恢复正常的社会秩序.但是必须在宪政框架下对这种强化的行政权严格加以规制,对行政机关紧急权力给予必要的制约与监督,包括权力机关之间的权力制约以及人民权利对权力的制约,防止行政紧急处置权的滥用和独裁.
