出入境口岸突发事件的特点及预防对策

当前,出入境口岸地区因社会环境的巨大变化而导致了出入境口岸突发事件的爆发。大量出入境口岸突发事件的爆发和更多出入境口岸突发事件隐患的存在,严重影响了出入境口岸地区的安全稳定和现代化建设。应从归纳出入境口岸突发事件的概念出发,总结出入境口岸突发事件的特点,剖析预防出入境口岸突发事件发生的重要性,最终提出出入境口岸突发事件预防的对策。     

中小学幼儿园校园突发事件应对研究

我国在中小学幼儿园校园突发事件的应对过程中存在应急管理相关立法滞后、安全管理机制和应急预案不完善、师生防灾意识不强及社会协调联动能力弱等问题。强化中小学幼儿园校园突发事件的应对工作应从完善校园安全立法、推进校园突发事件"一案三制"建设、加强安全宣传教育、提高师生应对危机的处置能力、强化校园安全社会网的构筑,同时借鉴国外的先进经验等方面,从学生、学校、政府和社会各方面采取相应的措施,保证校园安全。     

Spanning Organizational Boundaries in Emergency Management

Multiagency emergency management coordination requires stakeholders to span organizational boundaries and facilitate collaboration among other agencies within temporary supraorganizations. Multiagency coordination is important in emergency management as disasters often require the collaboration of multiple agencies into temporary supraorganizations. However, little is known about the boundary spanning activities that influence this collaboration. Based on 39 semistructured interviews with senior emergency management practitioners spanning organizational boundaries, this paper proposes a typology of boundary spanning activities for emergency management. Embracing these activities may address some of the challenges associated with the collaboration of multiple agencies in a disaster.     

Grass-Root Organisations,Intergovernmental Collaboration,and Emergency Preparedness: An Institutional Collective Action Approach

Abstract

This paper examines the importance of grass-root emergency response groups in emergency preparedness. Consistent with the Institutional Collective Action framework, we highlight key constraints associated with local government strategies of mutual resource exchange and barriers to intergovernmental collaboration. We examine local governments’ emergency preparedness using survey data collected in the North Central Texas region. We employed a simple OLS analysis to determine mutual exchange and Poisson estimations on the likelihood of local governments receiving and providing external assistance. Findings showed that the presence of grass-root organisations in a jurisdiction is associated with emergency preparedness, highlighting the importance of norms of volunteerism. Local political institutions and participation in federally funded programmes also have an effect on local government decisions.

《突发事件应对法》的公布和施行是我国法制建设中的一件大事,其标志着突发事件应对工作已全面纳入法制化轨道。具有极其重要的意义。《突发事件应对法》构建了我国应急管理的制度框架,对我国传统的应急管理体制在三个方面实现了突破与制度创新。在应对各类突发事件中发挥了重要作用。但《突发事件应时法》在实施过程中也出现了一系列问题。对此。应根据突发事件预防和应急处置中出现的新情况和新问题,进一步完善《突发事件应对法》。

构建系统化、科学化的社会群体性事件的应急机制,把矛盾化解在基层,解决在萌芽状态,进一步打造政治稳定、社会安宁、经济发展、民生和谐、百姓满意、人民群众安居乐业的良好局面。     

Total Situs Inversus Found Coincidentally Following a Firearm Injury

Situs inversus totalis is very rare and usually diagnosed coincidentally as it does not affect the patient's life. Being unaware of the patient's condition can lead to undesirable results from the surgeon and patient's point of view when an emergency and forensic surgical intervention is required. We present a case who was operated on urgently for a firearm injury after receiving a preoperative diagnosis of situs inversus totalis. In conclusion, situs inversus totalis can cause difficulties for surgeons in case of emergency surgery and is usually diagnosed coincidentally. There are a few cases of situs inversus with lung cancer in the literature but this is the first time a case with a firearm injury has been reported.

120急救中心与患者的关系在院前医疗法律关系研究中还处于一个相对薄弱的研究领域,理论界对其研究不够成熟,实务界也存在很多问题。关于两者法律关系的定位及120急救中心的性质、权利义务等问题尚待进一步确实。通过对120急救中心的性质分析,及其与患者之间的法律关系定位,以及医疗急救服务合同的内容的分析等方面阐述自己的一点看法。最后通过一点建议希望能对实务有所借鉴和启发。     

高校学生突发事件的法律应对

迅速、有效地应对高校学生突发事件,是建设和谐校园的必然要求。应采取“控制式升级”体制,赋予高校下设单位一定的突发事件确认权与紧急处置权。高校各职能部门应根据“分类管理,分工合作”原则,行使监测、预警、信息披露、紧急救助等各项具体紧急处置行为,同时完善能尽快控制或消除学生突发事件造成的损害且兼顾保障学生各项基本权利的高校学生突发事件应对法治。
