Assessing sheriff’s office emergency and disaster website communications

Sheriff’s offices are an integral component of the public health emergency preparedness and response system in the USA. During a public health emergency or disaster, sheriff’s offices need to communicate with people affected by the event. Sheriff’s office websites are logical sources for information about disaster preparedness and response efforts. No prior research evaluates emergency preparedness and response resources available through sheriff’s office websites. The current research is a national study of sheriff’s office websites to assess the availability of information relating to emergency preparedness and response. A content analysis of 2590 sheriff’s office website homepages was conducted to determine the presence or absence of nine communications elements important to people seeking information during an emergency or disaster. We found that 71.9% of sheriff’s office website homepages include links to agency services and programs, but only 6.5% provide links to emergency preparedness information. The findings of the study are useful to assess emergency preparedness and the amount of response information available, as well as to identify opportunities to improve sheriff’s office website homepages.

重大突发公共卫生事件应对中的大学生思想政治教育问题探析

加强大学生思想政治教育是高校应对重大突发公共卫生事件的重要环节、重要手段和重要任务。重大突发公共卫生事件为开展大学生思想政治教育提供教育契机与教育素材。文章以新型冠状病毒感染的肺炎疫情为例,从重大突发公共卫生事件与大学生思想政治教育的关联分析入手,重点阐述重大突发公共卫生事件中的大学生思想政治教育的作用与意义、重点内容与方法路径选择问题。     

功能转向抑或教义坚守:应急状态下刑事司法的实践和规范

突发事件应急治理是一个全局性的工作,需要各部门法在治理目的的统摄下相互协调、综合应对。无论从刑事法律体系功能化转向还是应急治理对国家权力、个人权利的重新塑造来看,刑事司法基于应急治理需求的应变具有当然正当性。然而突发事件带来的情势急转,存在刑事法律滑向工具主义、应急目的的非理性反应和对应急权力制约弱化的潜在风险,这就要求刑事法律在适用过程中严守人权保障底线,在充分考量集体法益共识形成过程和精准判断特殊法益侵害的情形下,谨慎、规范地适用刑事法律规范。     

The Day‐to‐Day Life of a Dean: Engaging in Negotiations and negotiations

This article analyzes the negotiating strategies and tactics that proved useful during my eight‐year stint as dean of the New York State School of Industrial and Labor Relations during the 1970s. David Lax and James Sebenius have paved the way with their pioneering work on The Manager as Negotiator. By taking this perspective to the academic setting, I have identified a portfolio of tactics that are helpful in understanding how an administrator operates in a complex environment. The examples presented in this article help flesh out the standard categories of distributive and integrative bargaining as well as forcing and fostering strategies for implementing change.     

论政府应对突发事件的信息沟通能力

突发事件中有效的信息沟通能够稳定公众情绪,形成应急联动,降低应急成本,塑造良好的政府形象。当前,我国政府在突发事件中的信息沟通能力还存在着一些不足,因此,应从完善应急设施、整合信息资源、加强应急培训、提升责任意识、加强对公众的沟通和引导、加强对媒体的引导和管理等方面提升政府应对突发事件信息沟通能力。     

非常规突发事件应急准备的法律保障

由于非常规突发事件具有发生前兆不充分、演变发展无规律等特征,事前应急准备凸显其重要性。文章分析了我国非常规突发事件应急准备所存在的问题,并针对这些问题,从建立相关应急准备制度、健全和完善已有应急预防制度、建立健全相关应急预防制度的具体落实和执行措施等角度提出发展和完善非常规突发事件应急准备法律制度的初步建议。     

刍论高校应急管理机制的完善

面对层出不穷的高校突发事件,当前我国高校的应急管理机制暴露出诸多问题与不足。为回应现实需要,我们应该从科学界定高校应急管理机制的概念与特征出发,在客观分析当前我国高校应急管理机制存在的诸多不足与问题的基础上,从应急管理理念、预警机制、决策机制、动员与保障机制、舆论引导机制、事后恢复机制等方面完善高校的应急管理机制。     

Arsenic Poisoning Caused by Intentional Contamination of Coffee at a Church Gathering—An Epidemiological Approach to a Forensic Investigation

Abstract: An outbreak of apparent food‐borne illness following a church gathering was promptly reported to the Maine Bureau of Health. Gastrointestinal symptoms among church attendees were initially attributed to consumption of leftover sandwiches that had been served the previous day. However, a rapid epidemiological and laboratory assessment revealed the etiology of illness, including the death of an elderly gentleman, was not food‐borne in origin. A criminal investigation determined that deliberate arsenic contamination of the brewed coffee by one of the church members was the source of the outbreak. Public health officials and criminal investigators must be aware that intentional biologic aggression can initially present as typical unintentional disease outbreaks. Practitioners must also consider the need to properly maintain and preserve potential forensic evidence. This case demonstrates the key role public health practitioners may play in criminal investigations.
