青年农民工不仅具有融入城市的强烈诉求,而且其群体特征也为城市化的实现提供了条件。在增权理论的视阚下,对青年农民工难以真正融入城市进行解读,可以看出,只有通过专业社会工作的干预和帮助,挖掘其潜能,从个体层面、人际关系层面、社会参与层面增强青年农民工对权力的认识,减少或消除无权感、无助感,实现全面增权,才能使青年农民工更好地融入城市社会,成为新市民。  相似文献

The National Rural Employment Guarantee Scheme, launched in the year 2006, is dubbed as one of the major flagship strategies of the Government of India, in coherence with the objective of removing poverty and unemployment. While scope of employment in rural asset creation protects environment, the earning opportunities address the issue of financial and social inclusion. Principal Component Analysis has been applied to calculate Financial, Social, Environmental, and finally Overall Inclusion Index as well as Empowerment Index. The results reveal significant association between Overall Inclusion and Empowerment index. Using multiple regression, Overall Inclusion is explained by certain significant variables.  相似文献

Decentralised economic development initiatives empowering local governments have gained currency in both developed and developing contexts. The empowerment of county governments in China is a case in point. This study uses difference-in-differences (DID) and the fixed-effects model with panel data (1997–2008) in counties in Zhejiang Province to empirically investigate the different impacts of the empowerment reform on county economies and fiscal revenue (FR). The results reveal that the reform has not promoted county economies as expected but has significantly increased FR. The reform has had a larger impact on less developed counties than on developed ones, which suggests a positive outcome of this decentralisation policy in China with regard to revenue generation. This study on county empowerment in Zhejiang Province provides some policy implications for other regions in China or developing countries.  相似文献

ABSTRACT

Citizens’ participation in technology design is increasingly deployed as a means to tackle social issues and a technique of empowerment. Techniques of empowerment belong to a set of strategies and methods employed by governmental and nonprofit organizations to constitute active, participatory citizens. This contribution exposes the political rationalities underpinning emerging initiatives that perpetuate citizens’ subjection by deploying participation as their essential governing technology. It analyses an initiative developed by a Belgian nonprofit organization to involve citizens in the design and development of digital tools to tackle unemployment. Findings unveil the potential downsides of participatory practices of technology design for social innovation. Critical reflections invite practitioners to pay greater attention to their design and implementation towards making them truly empowering processes.  相似文献

This article analyses factors that present employers with a disability employment dilemma. Research on labour market discrimination among disabled jobseekers is abundant. However, very little is known about the reasons why employers cannot hire these people. It was noted that (i) the government passed disability laws and related regulations without sufficient study; (ii) universal design in society is not well placed; and (iii) the family always overprotects disabled members. These three major factors have demotivated disabled people. Despite strong intentions, employers fail to hire people with disabilities, while, at the same time, they are forced to pay into the Fund for Empowerment of Persons with Disabilities. This article explores the delivery of strategies for human security,protection and empowerment, using as case study the UN AssistanceMission in Afghanistan (UNAMA) during 2002 and 2003. This UNoperation took place in the context of the international interventionsin Afghanistan and was a direct consequence of the US-led waron terror and the post-conflict state-building process whichensued. It was tasked to address the immediate human insecurity.The analysis of this mission highlights the pertinent issueswhich relate to the development of an effective human securityapproach and which apply to UN operations in general. It isvital, in this respect, to examine the compatibility betweenthe strategies of protection and empowerment, as human securitynow forms a central value of UN operations. 发展权强调发展是人不可剥夺的基本权利,它将发展纳入国际人权标准的框架之内,以实现人类普遍自由与权利作为发展的手段与目标,规范发展方向。《发展权利宣言》在发展的主体、发展的目的、发展的价值、实现发展的方法以及发展的责任人等方面对发展加以规定。发展权视野下的发展被凝结为实现具体人权的行动,转化为现实力量;它一方面保障了发展以人为本的宗旨,另一方面也为发展提供了法律保障。这一理解可以加深对科学发展观的认识。  相似文献

Abstract

‘Youth’ are frequently referred to under the mantra of inclusivity in any aid-funded project, development initiative or government–donor initiative in the Pacific region. Indeed, ‘youth’ ranks alongside ‘women/gender’ as a catch term for communicating diversity compliance. But how are ‘youth’ framed and who speaks for this group of people who are not yet adults or are only just adults in law, and yet are beyond the voiceless or barely articulate stage of childhood? This question may be particularly pertinent in cultures such as those found in the Pacific, where the right to speak out is traditionally not afforded to those on the edge of adulthood, and where ‘youth’ for the purposes of inclusive dialogue frequently means people over the age of 20. Although they may seem isolated, the Pacific islands are linked to global, regional and national movements to give young people more voice, to recognise the valuable contributions they can make and to ensure that they are participants in determining their own futures.  相似文献
